زبان کی دہشت گردی کون روکے؟

دہشت گردی کے خلاف قومی اتفاقِ رائے، ضربِ عضب اور خیبر ون، مجوزہ فوجی عدالتیں، سراغرساں نظام کی بہتری کا منصوبہ، امن و امان کے ذمہ دار اداروں میں ربط و ضبط باضابطہ کرنے کی کوشش، دہشت گردوں کے خلاف پالیسی میں طویل مدت سے جاری دو عملی اور دوغلے پن سے تائب ہونے کا عہد۔
یہ سب تو ٹھیک ہے مگر اس پہاڑ جیسی مہم سر کرنے کے لیے جس انفرادی اور قومی ذہن سازی کی اشد ضرورت ہے اس کی جانب پالیسی سازوں کا ذہن کیوں نہیں جا رہا؟
فی زمانہ ذہن سازی کا سب سے بڑا سکول الیکٹرونک میڈیا ہے۔ مگر اس کا دائرہِ اثر جتنا وسیع ہے کیا وہ اپنی ذمہ داریاں بھی پیشہ ورانہ حساسیت کے ساتھ نبھانے کی سوچ رہا ہے؟ اور اگر نہیں سوچ رہا تو کیا کوئی فرد، ادارہ، لابی ہے جو اس جانب توجہ دلا ئے اور میڈیا کو وقت کی نزاکت کے اعتبار سے سنجیدگی اختیار کرنے پر مجبور کرے؟
یہ ٹھیک ہے کہ حکومت میڈیا کو مسلسل یاد دلا رہی ہے کہ دہشت گردی کے مبلغوں اور دہشت گرد تنظیموں کے ترجمانوں کو نشریاتی سپیس فراہم نہ کیا جائے۔
یہ بھی ٹھیک ہے کہ میڈیا اس ذمہ داری کو آزادیِ صحافت پر ایک اور حملہ نہیں سمجھ رہا اور اگر کوئی سمجھ بھی رہا ہے تو اسے یاد دلایا جا سکتا ہے کہ آئرلینڈ کی شورش سے نمٹنے کے زمانے میں دنیا کے سب سے آزاد برطانوی میڈیا نے یہ پابندی بادل ِناخواستہ قبول کرلی تھی کہ دہشت پسند تنظیم آئرش رپبلکن آرمی کو صرف آئی آر اے کہا جائے اور آئی آر اے کے کسی ترجمان کا بیان شائع یا نشر نہ کیا جائے اور اگر موقف شائع یا نشر بھی کرنا ہے تو صرف آئی آر اے کے سیاسی بازو شن فین کا موقف مشتہر کیا جائے مگر ترجمان کی اصلی آواز اور تصویر کے ساتھ نہیں بلکہ بلاتصویر اور کسی ثانوی آواز میں۔
نائن الیون کے بعد امریکی میڈیا نے ازخود دہشت گردی کے خلاف جنگ میں اپنے لیے کچھ ضوابط خود پر نافذ کیے، جبکہ کرگل کی لڑائی جب تک جاری رہی بھارتی میڈیا نے ضرورت سے زیادہ ناقد ہونے سے پرہیز کیا۔ یہ منطق بھی سمجھ میں آنے والی ہے کہ غیر معمولی حالات میں غیر معمولی اقدامات کی ضرورت ہے۔
غیرمعمولی حالات میں غیرمعمولی اقدامات
آئرلینڈ کی شورش سے نمٹنے کے زمانے میں دنیا کے سب سے آزاد برطانوی میڈیا نے یہ پابندی بادل ِناخواستہ قبول کرلی تھی کہ دہشت پسند تنظیم آئرش رپبلکن آرمی کو صرف آئی آر اے کہا جائے اور آئی آر اے کے کسی ترجمان کا بیان شائع یا نشر نہ کیا جائے اور اگر موقف شائع یا نشر بھی کرنا ہے تو صرف آئی آر اے کے سیاسی بازو شن فین کا موقف مشتہر کیا جائے مگر ترجمان کی اصلی آواز اور تصویر کے ساتھ نہیں بلکہ بلاتصویر اور کسی ثانوی آواز میں۔
مگر ان میڈیائی علما (ٹیلی وانجلسٹس) کا کیا کیا جائے جو سمارٹ ہیں، بظاہر دینی و دنیاوی معلومات سے بھی آگہی رکھتے ہیں، خوبرو اور جواں سال بھی ہیں، جدید طرزِ زندگی کی تمام سہولتیں اور آسائشوں کے خوگر بھی ہیں، ان کا کسی انتہا پسند یا دہشت گرد تنظیم سے بھی کوئی تعلق نہیں، عوامی سطح پر ان کی پذیرائی بھی ہے مگر جب وہ گفتگو کرتے یا کرواتے ہیں تو لگتا ہے گویا آگ لگانے کی کوشش کر رہے ہوں۔
لگتا ہے گویا ان کے توسط سے دہشت گردوں کے خلاف نرم گوشہ رکھنے والے طبقات، ادارے اور تنظیمیں آکسیجن حاصل کررہی ہوں اور اپنی وقتی پسپائی کو نئی پیش قدمی سے بدل رہی ہوں۔ یوں لگتا ہے کہ حکومت اور اس کے ادارے تعصب و نفرت کے خاردار پودوں سے جتنی زمین صاف کرنے کی اپنی سی کوشش کررہے ہیں۔اتنی ہی صاف کردہ زمین پر میڈیائی علما پٹرول کو پانی بتا کر اپنی لسانی مشک سے پیچھے پیچھے چھڑکاؤ کرتے چل رہے ہیں۔
اس وقت تو ضرورت تھی کہ انتہا پسند نظریے کے خلاف اعتدال پسندی اور رواداری کو فروغ دینے والی اسلامی روایات کو زیادہ نشریاتی سپیس ملتی۔ مگر ہو یہ رہا ہے کہ اس خلا کو اعتدال پسندی کی پوشاک پہنے انتہا پسند تندہی سے پر کرنے میں لگے ہوئے ہیں اور انھیں چیلنج کرنا تو کجا ان کی سرزنش کرنے والا بھی کوئی نہیں۔ نہ ان کے اپنے اداروں میں اور نہ ہی ضابطۂ اخلاق نافذ کرنے کے دعویدار پیمرا جیسے اداروں میں کوئی ہے جو یاد دلائے کہ زبان کی دہشت گردی تلوار کے ظلم سے بھی زیادہ بھیانک قاتل ہے۔ جس سے بھی پوچھو یہی کہتا ہے، ’او چھڈو جی ان زہریلوں کے منہ کیا لگنا آپ اپنے کام سے کام رکھیں۔‘
برا ہو اس منحوس لفظ ریٹنگ کا اور کیڑے پڑیں اس ناہنجار مارکیٹنگ کلچر میں جو تمام منافع بخش زہریلوں کی چھتری بنا ہوا ہے۔ عرض صرف اتنا کرنا ہے کہ سامنے کی دہشت گردی کا صفایا کرنے سے کچھ بھی حاصل نہ ہو گا۔ کیونکہ آپ کے عقب میں، آپ ہی کے درمیان آپ ہی کے راج دلارے جو باریک کام دکھا رہے ہیں اس کے آگے دس شمالی وزیرستان بھی کچھ نہیں بیچتے۔
اچھی بات ہے کہ حکومت اس ضمن میں دو عملی کا کرتہ بدلنے کا عندیہ مسلسل دے رہی ہے، لیکن دلوں کو گلزار یا جہنم بنانے کی صلاحیت رکھنے والا میڈیا پوشیدہ خنجر آزماؤں سمیت اپنی آستینیں اور پاجامہ کب بدلے گا؟

Mumbai, Dec 29: Bharatiya Janata Party (BJP) leader Subramanian Swamy ignited controversy over Aamir Khan starrer movie PK. Now, the leader cited link of Pakistan's ISI. Swamy on Monday, Dec 29 questioned the financing of the movie which created controversy in the country. Turning to micro-blogging site Twitter, Swamy tweeted, "Who financed the 'PK' film? According to my sources it is traceable to Dubai and ISI. DRI must investigate."






Meanwhile, the Directorate of Revenue Intelligence (DRI) under Customs and Central Excise Department has already began probe into the economic offences. ٹیکسلا : اسکول پرنسپل کو ازراہ مذاق ایس ایم ایس کرنے پر 17 سالہ طالب علم کو گرفتار کر لیا گیا۔

ٹیکسلا کے ایک پروائیوٹ اسکول کے طالب علم حسنات ہاشم نے اپنی اسکول پرسپل کو ایک دھمکی آمیز میسج ارسال کیا تھا جس میں دہشت گردی کیے جانے کی دھمکی تھی۔

ایس ایم ایس میں اسکول کو دھماکے سے اڑائے جانے کا کہا گیا تھا۔

اسکول انتظامیہ نے اس حوالے سے کیس کا انداراج کیا جس پر پولیس نے تحقیقات کیں اور موبائل ڈٹا سے یہ ایس ایم ایس ارسال کرنے والے شخص کی شناخت معلوم کرکے اس کو حراست میں لیا۔

ابتدائی تحقیقات میں ہی لڑے نے بتایا کہ اس نے یہ ایس ایم ایس ازراہ مذاق ارسال کیا تھا، تاکہ اسکول کی انتظامیہ کو ڈرایا جا سکے جس سے سردیوں کی چھٹیوں میں اضافہ ہو جائے گا۔

پولیس نے حسنات ہاشم کو گرفتار کرکے جیل بھیج دیا ہے اس ک خلاف کرمنل برسیجر کوڈ کے آرٹیکل 56 اور ٹیلی گراف ایکٹ D25 کے تحت کیسز درج کیے ہیں۔

متنازع بیان پر جیو کی معذرت



کراچی : مذہبی و تفریحی شوز کی وجہ سے شہرت حاصل کرنے والے میزبان عامر لیاقت حسین کے مارننگ شو میں احمد برادری کے خلاف متنازع بیان کے نتیجے میں ملک گیر احتجاج کے بعد منگل کو جیو نے اس پر معذرت کرلی ہے۔



اس میڈیا گروپ کے ایک ترجمان نے تسلیم کیا ہے کہ بائیس دسمبر کو نشر ہونے والے شو میں ادارے کے ضابطہ اخلاق کی خلاف ورزی کی گئی تھی۔

جیو کے ترجمان نے اپنے بیان میں کہا گیا ہے کہ صبح پاکستان نامی شو کے دوران ایک مہمان کے الفاظ ہمارے ادارے کے ضابطہ اخلاق کی خلاف ورزی پر مبنی تھے۔

ترجمان نے مزید کہا کہ براہ راست نشریات کے دوران ہجوم اور مہمانوں کو ان کے خیالات کے اظہار سے روکنا مشکل ہوتا ہے۔

اس نے کہا کہ ہمارا گروپ اس پر معذرت کرتا ہے اور ایک کمیٹی تشکیل دے دی گئی ہے جو ضابطہ اخلاق پر عملدرآمد کے حوالے سے پالیسی پر عملدرآمد کرائے گی۔

خیال رہے کہ شو کے دوران ایک مہمان سید عارف شاہ اویسی نے احمدیوں کو " پاکستان کا دشمن" قرار دیتے ہوئے انہیں توہین رسالت کا مرتکب قرار دیتے ہوئے کہا کہ تمام مسلمانوں کو اپنے دشمن کو پہچاننا چاہئے۔

ان کے بیان کے بعد میزبان عامر لیاقت حسین نے اثبات میں سر ہلا کر جواب دیا تھا۔

تاہم آج جاری ہونے والے بیان میں جیو کے ترجمان کا کہنا تھا کہ ہمارا نیٹ ورک برداشت پر یقین رکھتا ہے اور تمام مذاہب اور فرقوں میں ہم آہنگی کو فروغ دیتا ہے۔

Jemima Khan, the former wife of cricketer-turned-politician Imran Khan, decided to get rid of the ‘Khan’ surname after coming to know that the Pakistan Tehreek-e-Insaf (PTI) chief was all set to marry a girl from Peshawar on the insistence of his sisters, Pakistan Today has learnt.

Sources told Pakistan Today that Khan was smitten by an attractive female anchor, who previously worked for the state television PTV but was now associated with a private television channel, and wanted to marry her.

“However, Khan’s friends advised him against marrying the female TV journalist and showed him some video clips and photographs of her which showed that she was ‘too modern’ for the politician,” said the sources.

The sources said that now Khan’s family had chosen a girl from Peshawar and the nation would soon hear news about Khan’s marriage to her.

For the first time since his mother's assassination in 2007, Bilawal stayed out of Pakistan on her death anniversary, reportedly due to differences with his father Asif Ali Zardari.

 Pakistan People's Party Chairman Bilawal Bhutto Zardari stayed away from Pakistan as his mother and former premier Benazir’s death anniversary was observed across the country on Saturday, giving credence to reports that he is having serious differences with his father Asif Ali Zardari.

 Although PPP co—chairman Zardari had gone to London to persuade his ‘angry’ son to return home so that he could attend the anniversary event in Garhi Khuda Bakhsh on Saturday, he did not succeed.

 There has been no word from Bilawal about his skipping the anniversary. For the first time since Benazir Bhutto’s assassination in 2007, her son preferred to stay out of the country on his mother’s death anniversary.

 Although the PPP has cited “security concerns” but Bilawal’s absence has led to widespread speculation about his differences with his father over party affairs.

 “Asif Zardari and Bilawal Bhutto had developed differences over the party’s affairs. Bilawal appointed Jehangir Badar and Bashir Riaz as his political adviser and press secretary without consulting Zardari,” a PPP leader said.
Although Zardari did not oppose the choice, he told his son that he would be given a free hand to run the party affairs only after he was fully groomed, the leader said. Source

Bilawal’s absence dowses spirit of PPP jiyalas

 SUKKUR: A large number of men and women gathered at Garhi Khuda Bux on Saturday to mark the seventh death anniversary of Benazir Bhutto. However, most of them were disappointed that their late leader’s son, Bilawal Bhutto Zardari, was absent.
“I am upset that Bilawal is not here,” said a woman from Lyari, Amina. “But it does not matter who comes. We were always jiyalas of Benazir and we will remain that way.” Amina added that Lyari, which is the Pakistan Peoples Party (PPP) stronghold in Karachi, will always stay with the PPP.


Other workers also shared similar opinions. “Bilawal’s face reminds us of Mohtarma [Benazir] and we miss him today,” said Ali Hassan Jagirani, who came from Khairpur.
Shoukat Ali, who had come from Tando Allahyar, also said that they felt that Mohtarma had come alive every time they looked at Bilawal. “Today, he is not here and we don’t feel good about this,” he said, adding that they will continue to visit Garhi Khuda Bux.
The jalsa, which was scheduled to start at 2pm, kicked off well after 4pm as attendance was thin and the organisers wanted to wait for the central leadership to take to the stage. The workers who had been waiting since morning could not help but throw themselves at the truck that carried the food. The langar is a traditional part of the death anniversary annual event at Garhi Khuda Bux.
There were two convoys, comprising around 2,000 to 2,500 men, who came from Ghotki. They were led by ministers, Ali Nawaz and Jam Mehtab Dahar. A convoy carrying 1,000 to 1,200 party workers including women was led by MNA Aijaz Jakhrani from Jacobabad. From Khairpur, more than 1,000 people were led by MNAs Nafisa Shah and Nawab Wassan and former MNA Javed Shah Jillani.
The organisers had placed strict security measures at the venue. More than 7,000 policemen and police commandos were deployed inside and outside the venue. A large number of Rangers personnel were also standing outside the mausoleum.
Twelve walk-through gates were installed at the entrance of the mazaar. More than 20 SSPs and SPs from various districts of Sindh were managing the security at Garhi Khuda Bux and Naudero House. Bomb disposal squads were also called in to give clearance before the jalsa started.
Leaders talk
As the PPP leaders arrived in Sukkur for the death anniversary, they spoke to the media. Syed Khursheed Shah, the leader of opposition in the National Assembly, said there is no need for military courts if the civil courts start disposing cases quickly.
He pointed out that the key accused in the Benazir murder case, Baitullah Mahsud, has already been killed, while the remaining will be tried in military courts. The mandate of the military courts will be confined to terrorists and their supporters alone and a parliamentary committee will keep an eye on them, he added.
Talking about Benazir’s political wisdom, Shah said, she had foreseen today’s condition 10 years ago and had decided to return to Pakistan.
The estranged PPP president, Makhdoom Amin Fahim, also attended the anniversary and insisted that he did not have any differences with the party. “If there is something wrong, I will raise my voice against it within the party,” he said, adding that he did not know why Bilawal was not attending the death anniversary.
Meanwhile, PPP general secretary Jahangir Badar said Bilawal’s absence was part of the party policy. Gilgit-Baltistan chief minister Mehdi Shah said there are no differences between Asif Ali Zardari and Bilawal. Misunderstandings often occur among blood relations and relatives and they are easily sorted out, he added.

Habib Bank Limited (HBL) has recently entered into an agreement with Service Sales Corporation (Pvt.) Ltd. (SSC), for deployment of POS (Point of Sales) terminals. HBL and SSC are household names across Pakistan, and are the market leaders in their respective categories.

NEW YORK -- The gunman who fatally ambushed two police officers in their squad car had a long criminal record, a hatred for police and the government, and an apparent history of mental instability that included an attempt to hang himself a year ago, authorities said.

Moments before opening fire, Ismaaiyl Brinsley approached people on the street in Brooklyn and asked them to follow him on Instagram, then told them, "Watch what I'm going to do," Chief of Detectives Robert Boyce said.

A portrait of the Brooklyn-born gunman emerged as big-city police departments and union leaders around the U.S. warned officers to change their routines and insist on extra backup a day after Brinsley carried out what he portrayed online as retaliation for the slayings of black men at the hands of white police officers.

Brinsley was black; the slain officers were ethnically Asian and Hispanic.

The slayings come at a tense time. Police across have been criticized for months for their tactics, following Eric Garner's death in a New York officer's chokehold and Michael Brown's fatal shooting in Ferguson, Missouri. Protests erupted in recent weeks after grand juries declined to charge the white officers involved.

Investigators were trying to determine if Brinsley had taken part in any protests over the deaths of Brown and Garner, whose names he invoked in his online threat, or simply latched on to the cause for the final act in a violent rampage.

They said he travelled frequently between the South and New York, where he fathered a child in Brooklyn, and had been in the city earlier in the week.

Brinsley, 28, had at least 19 arrests in Georgia and Ohio, spent two years in prison for gun possession and had a troubled childhood so violent that his mother was afraid of him, police said. He ranted online about police and the government and expressed "self-despair and anger at himself and where his life was," Boyce said.

Boyce said Brinsley's mother believed he had undiagnosed mental problems and may have been on medication at some point, but detectives were still trying to determine if he had a mental illness.

On Saturday afternoon, Brinsley approached a squad car from behind in Brooklyn's Bedford-Stuyvesant neighbourhood and fired four shots, killing Officers Rafael Ramos and Wenjian Liu. He then ran into a subway station and committed suicide.

Hours earlier, Brinsley had shot and wounded his ex-girlfriend at her home outside Baltimore, then made threatening posts online, including a vow to put "wings on pigs" and references to the Brown and Garner cases.

Baltimore-area police warned the New York department that Brinsley was in the city and bent on violence. But New York police were still getting the word out when Brinsley struck.

The slayings dramatically escalated tensions that have simmered for months over police killings of blacks.

The siege mentality was evident in several memos circulating among the rank and file at the 35,000-officer New York Police Department, the largest in the U.S.

A union-generated message warned police officers that they should respond to every radio call with two cars -- "no matter what the opinion of the patrol supervisor" -- and not make arrests "unless absolutely necessary." The president of the detectives union told members in a letter to work in threes when out on the street, wear bulletproof vests and keep aware of their surroundings.

"Cowards such as yesterday's killer strike when you are distracted and vulnerable," the letter read.

Another directive warned officers in Newark, New Jersey, not to patrol alone and to avoid people looking for confrontations. At the same time, a memo from an NYPD chief asked officers to avoid fanning rage by limiting comments "via all venues, including social media, to expressions of sorrow and condolence."

New York City Police Commissioner William Bratton and Mayor Bill de Blasio attended Sunday Mass at St. Patrick's Cathedral, where Cardinal Timothy Dolan called for calm. Bratton later visited the families of both officers and laid flowers at a makeshift memorial at the site of the slayings.

Hours before shooting the officers, Brinsley had shot and wounded his ex-girlfriend, Shaneka Thompson, at her home in Baltimore.

Thompson's neighbour Yevette Seay told The Associated Press that Thompson's screams for help early Saturday jolted her out of bed.

Seay called police as Thompson lay on the floor, clutching her stomach. Authorities have said Thompson is expected to survive.

After leaving Baltimore, authorities said, Brinsley took a bus north to New York City and used Thompson's phone to write on Instagram: "They take 1 of ours, let's take 2 of theirs." He ended the post with references to the Brown and Garner cases.

ISLAMABAD: Prime Minister Nawaz Sharif announced on Monday to launch an offensive against militants in rural and urban areas of the country in an apparent expansion of the ongoing Operation Zarb-e-Azb in North Waziristan and Federally Administered Tribal Areas (Fata).

“One Zarb-e-Azb is being fought in the tribal areas and a second Zarb-e-Azb will be fought against those who are hiding in our cities and villages,” the premier said, while chairing a four hour long high-level counter terrorism meeting, according to the PM Office.

The premier vowed that a decisive battle would be fought against all militants, including those responsible for the Hazara Town in Quetta and the Peshawar Church attack.

“The government will not differentiate between terrorists, and their facilitators will also be taken out, PM said.

“Terrorism and sectarianism are a cancer for this country and now the time has come to root it out,” the premier said.

Sources added the high-level meeting discussed various plans, including overhauling of criminal justice, and a new administrative and legislative system in the country.

Interior Minister Chaudhry Nisar, SAFRON Minister Abdul Qadir Baloch, Finance Minister Ishaq Dar, Attorney General Salman Aslam Butt and special assistants to the premier Khawaja Zaheer and Barrister Zafarulaah attended the meeting.

ISLAMABAD- At a time when Pakistani leaders are appreciating India for its support to the country after the Peshawar attack on Tuesday, former president Pervez Musharraf blamed India for abetting Fazlullah, the TTP chief who claimed the responsibility of the dastardly attack, in which 151 people, including 132 school children, were killed in Peshawar by the Taliban.

"Do you know who is Maulana Fazlullah? He is the Tehrik-e-Taliban Pakistan commander. He is in Afghanistan. And I am reasonably sure that he was supported by former Karzai government and RAW to carry out terror attacks in Pakistan," Musharraf told Indian channel CNN-IBN in an exclusive interview.

مَیں نے دانستہ پاکستانی قوم نہیں لکھا۔ ابھی تک ہم پاکستانی قوم کہاں بنے ہیں۔ مملکتِ خدا داد تو 14 اگست 1947ء میں عالمِ وجود میں آگئی تھی، جس کو ہم نے غلط طور پر یا کم علمی کی وجہ سے یومِ آزادی کا نام دے دیا۔ 14 اِگست 1947ء سے پہلے پاکستانی State کوئی وجود ہی نہیں رکھتی تھی پھر آزادی کہاں سے آ گئی۔ 14اِگست تو یومِ استقلال تھا۔ پاکستان کا Foundation Day تھا۔ یومِ استقلال والے دن ہمارے بڑوں نے اس خطے میں رہنے والی دس، بارہ قوموں کو ایک تجریدی تصّورِ قومیت کی لڑی میں پَروکر پاکستانی قوم کا نام دے دیا جو دراصل 14اِگست 1947ء سے پہلے بھی کوئی وجود نہیں رکھتی تھی اور نہ ہی اب رکھتی ہے۔ ہم بلوچوں، پختونوں، ہزارہ نسل کے لوگوں کو، براھویوں کو، سرائیکیوں کو، پوٹھو ہاریوں کو، پنجابیوں کو ،سندھیوں کو اور بنگالیوں کو کس بنیاد پر مجبور کر سکتے تھے کہ وہ یکایک پاکستانی قوم بن گئے ہیں۔ سوائے اسلام اور خورد و نونش کی چیزوں کے حرام یا حلال ہونے کے علاوہ ان قومیتوں میں کوئی چیز بھی تو قدرِ مشترک نہ تھی۔ نہ زبان، نہ رہن سہن، نہ کلچر نہ کھانے پینے کی عادتیں۔ یہاں تک کہ تصّورِ دین کے حوالے سے بھی اختلافات تھے اور ہیں ۔ یہی تو وجہ ہے کہ 1970ء میں ایک جرنیل نوابزادہ شیر علی خان آف پٹودی کو اور جماعت اسلامی کو نظریہ پاکستان کے تصّور کو مقبول بنانے کا خیال آیا۔ 44 سال گزرنے کے باوجود ہم نظریہ پاکستان کا لبادہ بلوچوں، سندھیوں اور پشتونوں کو نہیں پہنا سکے۔ دراصل پاکستان کی تشکیل سے پہلے ہی کچھ Confusions پیدا کر دیئے گئے تھے۔ پاکستان کو بنانے والے لیڈر مسلمان ضرور تھے اور مسلمانوں کی بہبود کو مدِ نظر رکھ کر انہوں نے اس ملک کو حاصل کرنے کی کوشش کی تھی، مگر درمیان میں ایک جوشیلے مقامی لیڈر پیر جماعت علی شاہ نے نعرہ لگا دیا کہ پاکستان کا مطلب کیا لااِلٰہَ اِلَّااللّٰہ ۔ اس نعرہ نے عام مسلمانوں میں وقتی مقبولیت بھی حاصل کی، لیکن یہ ہی نعرہ سیاسی مولویوں کا بڑا ہتھیار بن گیا۔ کہاں تو پاکستان مسلمانوں کی فلاح اور بہبود کے لئے بن رہا تھا اور کسی بھی صورت میں قائداعظمؒ اس ملک کو ایک مذہبی ریاست (Theocracy) بنانے کا اِرادہ نہیں رکھتے تھے اور کہاں عوام میں مولویوں نے یہ گمان پھیلا دیا کہ پاکستان اسلام کے نام پر تشکیل دیا گیا ہے۔ اس بدگمانی کی بنا پر بہت سی مذہبی جماعتیں بن گئیں۔ اسلام کے لئے یا مسلمانوں کی فلاح کے لئے تو یہ جماعتیں کچھ نہ کر سکیں البتہ پاکستان کو مسلکی طور پر ٹکڑے ٹکڑے کر دیا۔ ہمارے اَن پڑھ قصباتی عوام جو صدیوں سے اپنے وڈیروں ، مخدوموں ، پیروں اور قبیلے کے سرداروں کے رحم و کرم پر ہیں، اِن غریبوں کی اکثریت کو کلمہ تک پڑھنا نہیں آتا، طہارت کا تو کوئی تصّور ہی نہیں ہے۔ اِن کی عورتوں کی عزتیں زمانہ ماضی میں لٹ جاتی تھیں تو پتہ بھی نہ چلتا تھا البتہ میڈیا کے عام ہونے سے گاہے گاہے عورتوں پر ظلم و ستم کی خبریں مل جاتی ہیں، جس ملک کے عوام کی اکثریت اپنے دماغ سے نہ سوچتی ہو، بلکہ جو سائیں ، سردار اور وڈیرے نے کہہ دیا، وہ ہی عوام کی سوچ بن جائے تو وہاں جمہوریت کس طرح آ سکتی ہے۔ سب سے اہم بات یہ ہے کہ مغربی طرز کی کوئی بھی جمہوریت پاکستان کے عوام اور پاکستان کے اکابر دونوں کے لئے یہ نا قابل ِ عمل ہے۔ آپ خربوزے کی بیل سے انگور حاصل نہیں کر سکتے۔ پاکستان کا مسئلہ یہاں کے عوام ہیں جو نہ خود جمہوریت کو سمجھتے ہیں اور نہ ہی اِن کے لیڈر جمہوریت پسند ہیں۔ صرف اقتدار میں آنے کے لئے جمہوریت کا جھنجھناعوام کو پکڑا دیتے ہیں اور جب عوام کو پاکستانی برانڈ جمہوریت سے کوئی پھل نہیں ملتا تو وہ شور و غوغا کرتے ہیں، لیکن عملی طور پر اپنا کردار، بطور ایک ایماندار ووٹر، ادا نہیں کرتے۔ ہم پاکستانی عوام کیا شہری اور کیا دیہاتی، نعروں کے پیچھے بغیر سوچے سمجھے دوڑنا شروع کر دیتے ہیں۔

مَیں آپ کو ایک غیر سیاسی، لیکن بڑی دلچسپ مثال دیتا ہوں ان پاکستانی عوام کے بارے میں یہ 50 اور 60کی دھائی کی بات ہے۔ اُردو زبان کو مقبول بنانے کے لئے اُردو کے اربابِ بست وکشاد نے پاکستان کے بڑے بڑے شہروں میں اُردو بولو، اُردو لکھو کی مہم چلائی۔ بڑے بڑے جغا دری اُردو دان اس مہم کے روحِ رواں تھے۔ مولوی عبدالحق، ڈاکٹر سیدّ عبداللہ ، ڈاکٹر عابد علی، ڈاکٹر وقار عظیم اور ڈاکٹر عبادت یارخان۔ یہ سب اُردو کے محترم اُستاد تھے اور غالباً اپنے مقصد میں مخلص تھے۔ بڑی بھاگ دوڑ کی اِن لوگوں نے ، سڑکوں کے پُرانے مانوس نام نہ صرف مشرف بہ اسلام کئے گئے، بلکہ اُردو میں اُن کے نام لکھوائے گئے۔ دکانوں کے بورڈ اُردو میں لکھوائے گئے، لیکن اُن دکانوں کے نام انگریزی نما ہی رہے۔ جب تک وہ زندہ رہے اُردو کے لئے جد و جہد ہی کرتے رہے، لیکن انہوں نے ایک اہم چیز دھیان میں نہیں رکھی، وہ تھا عوام کا مزاج جو اس اصلاحی، لیکن بے وقت کی مہم کو قبول کرنے کے لئے تیار نہ تھا، پرانی سڑکوں کے طویل نام لوگوں کی زبان پر نہ چڑھ سکے۔ اُردو میں بورڈ لکھوا تو لئے، لیکن ’’ لاہور ڈویلپمنٹ اتھارٹی ‘‘ کا نہ اُردو ترجمہ کر سکے اور نہ ہی اُس کے انگریزی زدہ لوگو (Logo) کو اُردو کا رُوپ دے سکے۔ یہ ہی مہم ہندوستان میں ہندی کو مقبول بنانے کے لئے ہندو پنڈتوں نے شروع کی۔ وہ اس لئے مقبول ہوئی کہ عوام بھی مزاجاً تیار تھے اور اُن کی سنسکرت زدہ ہندی میں سڑکوں اور دکانوں کے بورڈز کا ترجمہ کرنے کی صلاحیت تھی، Book Depot کو پُستک بھنڈار کہا جانے لگا ، نئی سڑکوں کو مارگ کہا جانے لگا، لیکن پرانی سڑکوں کے نام قدیم ہی رہے۔ کہنے کا مطلب یہ ہے کہ عوام اگر کسی سدھار کے لئے تیار ہوں گے تو کوئی بھی اصلاحی مہم کامیاب ہوگی۔




ہم پاکستان کے سیاسی مسئلوں کو ایسی جمہوریت سے چلانا چاہتے ہیں ،جو اس سر زمین پر نمونہیں پا سکتی ۔ کسی فصل کو اُگانے کے لئے زمین کی خاصیت دیکھنی پڑتی ہے، جس کے مطابق کھاد اور بیج کا چناو کیا جاتا ہے۔ بالکل اِسی طرح ہم نے جمہوریت اپنی سر زمین کے مطابق ڈھالنی ہے۔ برطانوی برانڈ جمہوریت کبھی کامیاب ہو ہی نہیں سکتی۔ اس کی وجوہات جاننا ضروری ہے۔ ہمارے اکثر عوام نسلی طور پر جذباتی ، بامرّوت ، انتقامی ، حریص اور طاقتور سے خوف کھانے والے ہیں۔ ان کے جذبات کو بھڑکا کر سڑکوں پر لایا جا سکتا ہے، ان سے دھرنے دلوائے جا سکتے ہیں اور جذباتی بلیک میل کے ذریعے ان سے ووٹ بھی لیا جا سکتا ہے۔ ہمارے عوام مروّت اور لحاظ داری میں اتنی دور جا سکتے ہیں کہ یہ کسی بھی نا اہل اور بے ایمان اُمیدوار کو ووٹ دے سکتے ہیں۔ انتقام اور حرص کے عناصر ہماری لڑکھڑاتی جمہوریت پر اثر انداز ہوتے ہیں۔ انتخابات کے دِنوں میں ووٹروں کو چھوٹے چھوٹے لالچ دے کر اُن کا ووٹ خریدا جاتا ہے۔ جنرل ضیاء نے غیر جماعتی انتخابات کروا کر برادری اور قبائلی عفریت کو جِلابخشی تھی۔ ہمارے دیہاتوں میں برادری اور قبائلی تنازعات بہت جلد خون خرابے میں تبدیل ہو جاتے ہیں۔ ہمارے عوام بھی اِن جھگڑوں میں ملّوث ہو جاتے ہیں اور پھر یہ ہی تنازعے سیاست کو اِنتقامی بنا دیتے ہیں، چونکہ مَیں اپنے کسی گزشتہ مضمون میں لکھ چکا ہوں کہ برصغیراور پاکستان کے اکثر مسلمان کمزور اور مغلوب ذاتوں سے تعلق رکھتے ہیں اور وہ ہی ہمارے زیادہ ووٹر بھی ہیں اِن کمزور ووٹروں پر جب بڑی ذاتوں والے ذراُ ونچی آواز میں بات کرتے ہیں تو اُن کی جرأت نہیں ہو سکتی کہ وہ اُن گُجروں، جٹوں، کھوکھروں اور چودھریوں کی مرضی کے خلاف ووٹ دے سکیں۔ ایسے ووٹر انگریزی زبان میں(Captive voter) کہلاتے ہیں ۔ 1970ء سے پہلے اپنے ناموں کے آخرمیں گجر، جٹ، آرائیں لکھنے کا رواج نہیں تھا۔ یہ تحفہ ہمیں جنرل ضیاء نے دیا۔




جہاں ہمارے عوام میں بطور ووٹر بنیادی کمزوریاں ہیں وہاں ہمارا آئین بھی حالات کی مناسبت سے تشکیل نہیں دیا گیا۔ آئین کی شق 62 - 63 پر تو شائد 2 سے 5فیصد پاکستانی پورے اُترتے ہوں۔ پاکستان کے جمہوری نظام کو اسلامی قوانین کے تابع کیا جانے کی وجہ سے مغربی جمہوریت کا تصّور پنپ ہی نہیں سکتا۔ جب ہم آئین کی شق 62 - 63 پر عمل نہیں کروا سکتے اور جب ہم Rule of majority یعنی، اکثریت کی حکمرانی کو اسلامی قوانین کی موجودگی میں رائج نہیں کر سکتے، تو پھر ہمیں جمہوریت کا نام لیتے ہوئے غور کرنا چاہے کہ کیا کلاسیکی جمہوریت ، ہمارے مزاج ، ہماری ریت و رواج ، ہمارے آئین اور ہماری معاشرتی زندگی سے ہم آھنگ ہو سکتی ہے، چونکہ پاکستانی مملکت (State) کا مذہب اسلام ہے، اس لئے روائتی یا مغربی اسٹائل کی جمہوریت ملک میں اِنتشار ہی پھیلائے گی ۔ ہمارے عوام اپنے سے طاقتور کا ظلم سہنے کے عادی ہیں۔ شہری اور قصباتی عوام تو پھر بھی کچھ سیاسی شعور رکھتے ہیں ، لیکن ہمارے دیہی عوام تو کبھی بھی مروّت ، جذبات، حِرص اور خوف کے چُنگل سے باہر آہی نہیں سکتے۔ پاکستان کا اصل مسئلہ ہی ہمارے عوام ہیں، کیونکہ انہوں نے ہی اُمیدواروں کو سیاسی اتھارٹی دینی ہوتی ہے۔ اچھے اور مقابلتاً ایماندار ارکانِ اسمبلی بہتر قوانین بنا سکتے ہیں۔ اپنی اہلیت اور قابلیت سے کرپٹ ہتھکنڈوں کا توڑ کر سکتے ہیں۔ ٹیکس کا نظام بہتر کر سکتے ہیں۔ معیشت ٹھیک کر سکتے ہیں۔ غرض کہ حکومتی مشینری کو خوب تر چلانے کے لئے عوام ہی ذمہ دار ہوتے ہیں۔ نا اہل عوام ہی دراصل پاکستان کا گھمبیر مسئلہ ہیں۔ عمران خان اور ڈاکٹر طاہرالقادری سے ہم لاکھ اختلاف کر لیں، لیکن یہ سچ ہے کہ ہمارے سوئے ہوئے عوام کو ان دونوں صاحبان نے متحرک کر دیا ہے۔ مستقبل کا تاریخ نویس عمران اور علامہ کے رول کا ذکر مثبت انداز میں ضرور کرے گا۔

راولپنڈی: پر ویز مشرف کو آنے وقت میں انتہائی اہم کر دار ملنے کا امکان ہے ۔روزنامہ خبریں کا کہنا ہے کہ ملک کی تیزی سے بدلتی ہوئی سیاسی صورتحال اور وزیراعظم کے ساتھ پی ٹی آئی کے چیئرمین کی اچانک مصالحت، وفاق حکومت کی جانب سے غداری کیس کا سامنا کرنے والے سابق صدر پرویز مشرف کے ساتھ گزشتہ دنوں کئی سیاسی جماعتوں کے چوٹی کے رہنماﺅں نے ملاقاتیں کیں ہیں جن میں پاکستان پیپلزپارٹی پارلیمنٹیرین کے وائس چیئرمین مخدوم امین فہیم، قومی اسمبلی میں اپوزیشن لیڈر و رہنما پیپلزپارٹی خورشید شاہ، پیر پگاڑا، مسلم لیگ (ق) کے صدر چوہدری شجاعت، پرویز الہٰی، عوامی مسلم لیگ کے سربراہ رشید اور ایم کیو ایم کے وفد نے بھی ملاقات کیں ہیں پیپلزپارٹی کے وائس چیئرمین امین فہیم نے اس کا اعتراف کیا ہے جبکہ خورشید شاہ کی طرف سے ملاقات کو خفیہ رکھا جارہا ہے۔

ذرائع کے مطابق مستقبل قریب میں پرویز مشرف کو پاکستانی سیاست میں ایک اہم کردار ملنے والا ہے یہی وجہ ہے کہ تمام سیاسی جماعتوں کے اہم رہنما پرویز مشرف سے ملاقاتیں کررہے ہیں اور یہ ملاقاتیں مزید کئی دن جاری رہیں گی۔
