No Place For Honour-killing In Islam: PM Nawaz Sharif



ISLAMABAD: Lauding the efforts of Oscar-winning Pakistani filmmaker Sharmeen Obaid-Chinoy, Prime Minister Nawaz Sharif on Monday said that there is no place in Islam for killing in the name of honour.

The prime minister said his government was in the process of legislating to stop such brutal and inhumane acts in the name of honour.

"Women like Ms. Sharmeen Obaid-Chinoy are not only a pride for the Pakistani nation, but are also a significant contribution to the society," he said in a statement, congratulating the filmmaker on winning the Oscar award for the second time.

Sharmeen received the award in the category of Best Documentary (Short Subject) for "A Girl in the River: The Price of Forgiveness”, a film that highlights the issue of honour-killings in Pakistan.

The documentary tells the real-life story of an 18-year-old Pakistani girl who survives a brutal attack by her own family bent on killing her for their ‘honour’ after she elopes with the man she loves.

This is the second time that the 37-year-old Pakistani filmmaker has won an Oscar award. She previously received the award in the same category in 2012 for her documentary “Saving Face”, which highlighted the plight of acid attack victims in the country.

On February 22, Sharmeen’s Oscar nominated documentary was screened at a programme held at the Prime Minister House in Islamabad where Sharif said that the government is set to formulate legislation to put a curb on the killings of women in the name of honour.

VIENTIANE (Reuters) - Southeast Asian nations expressed serious concern on Saturday about growing international tension over disputed waters in the South China Sea.



China claims most of the sea but Southeast Asian countries Malaysia, the Philippines, Brunei and Vietnam have rival claims. Friction has increased over China's recent deployment of missiles and fighter jets to the disputed Paracel island chain.

"Ministers remained seriously concerned over recent and ongoing developments," the 10-members Association of Southeast Asian Countries (ASEAN) said in a statement after a regular meeting of the group's foreign ministers in Laos.

Land reclamation and escalating activity has increased tensions and could undermine peace, security and stability in the region, ASEAN said in the statement.

The United States has criticized China's building of artificial islands and facilities in the sea and has sailed warships close to disputed territory to assert the right to freedom of navigation.

On Friday, the United States urged China's President Xi Jinping to prevent the militarization of the region.

Vietnam, which accused China of violating its sovereignty with the missile deployment, echoed the U.S. call on Saturday.

"We call for non-militarization in the South China Sea," Deputy Prime Minister and Foreign Minister Pham Binh Minh told reporters after meeting his ASEAN colleagues.

"We have serious concerns about that," he said, when asked about China's increasing military activity in the region.

The group agreed to seek a meeting between China and ASEAN's foreign ministers to discuss the South China Sea and other issues, Cambodian Minister Hor Namhong said.

China's maritime claims are ASEAN's most contentious issue, as its members struggle to balance mutual support with their growing economic relations with Beijing. China is the biggest trade partner for many ASEAN nations.

Neighbors Vietnam and China compete for influence over landlocked Laos, which has no maritime claims but finds itself in the difficult position of dealing with neighbors at odds over the South China Sea. Laos is tasked with finding common ground on the issue as the ASEAN chair in 2016.

"The South China Sea issue is a headache that Laos would really rather not have to deal with," said one Western diplomat in Vientiane.

Thongloun Sisoulith, Laos Deputy Prime Minister and Minister of Foreign Affairs, played down the challenge.

"We are a close friend of Vietnam and China, we try to solve the problems in a friendly way," he told Reuters on Saturday. "We are in the middle, but it's not a problem."

Barack Obama is set to become the first U.S. president to visit the country in September to attend an annual summit hosted by the ASEAN chair.

International wrestler Dalip Singh Rana, popularly known as ‘The Great Khali’, was admitted to Max Hospital in Dehradun on Thursday afternoon after he sustained injuries in a competition held at Haldwani the previous night.
The 44-year-old Indian-origin wrestler, who gained worldwide acclaim from the WWE (World Wrestling Entertainment) arena, was airlifted to Dehradun on the advice of Haldwani doctors. Dr AK Singh, who is treating Khali, said his “condition was stable and all his vital organs were working properly”.
However, Dr Ajay Pal of Brijlal Hospital in Haldwani told HT that Khali was suffering from edema (swelling of the brain) – something that “could become serious in the absence of proper treatment”.
Khali sustained injuries on the forehead during the Haldwani bout, held as part of ‘The Great Khali Returns’ show at Gaulapar International Cricket stadium on Wednesday night. According to sources, it occurred when three of Khali’s fellow-contestants – Brody, Mike Knox and Apollo Leon – attacked him with chairs.
Born in a Punjabi Rajput family in Dhiraina, Himachal Pradesh, Khali was an officer with the Punjab state police before he became a professional wrestler. He won his first WWE heavyweight championship in July 2007.

The investment in second-generation EcoBoost engine technology is part of the $9 billion commitment the company made in the 2015 Ford-UAW collective bargaining agreement to invest in its U.S. plants. Ford, which has 80,000 U.S. employees, is committed to creating or securing 8,500 hourly jobs in communities across Michigan, Illinois, Kentucky, Missouri, New York and Ohio over the next four years. Cleveland Engine Plant produces the current version of the 3.5-liter EcoBoost engine, which powers 2016 Ford F-150, Explorer, Expedition, Transit, Flex and Taurus.

(NYSE:V), today announced that it is expanding its Visa Ready program to include Internet of Things (IoT) companies, such as manufacturers of wearables, automobiles, appliances, public transportation services, clothing and almost any other connected device. Emerging IoT companies will join mobile device manufacturers, including mobile point-of-sale acceptance (mPOS) providers, mobile NFC-enabled device manufacturers and other technology partners in the Visa Ready Program.

The Visa Ready Program gives companies one seamless path to integrate secure payments into their products and services. Islamabad: The Higher Education Commission (HEC) on Monday announced the 5th ranking of Pakistani Higher Education Institutions for 2013-2014 with an aim to boost academic and research culture among universities, and encourage them to compete at international level. The ranking was carried out under various categories including Engineering and Technology, Business Education, Agriculture and Veterinary, Medical, and Arts an Design.

The major criteria for evaluation of universities were Quality Assurance, Teaching Quality, Research, Finance and Facilities, and Social Integration/ Community Development.

Quaid-e-Azam University Islamabad topped the overall ranking list. The QAU is followed by University of the Punjab Lahore, National University of Sciences and Technology, University of Agriculture Faisalabad, Aga Khan University, COMSATS Institute of Information Technology, Pakistan Institute of Engineering and Applied Sciences (PIEAS), University of Karachi, University of Health Sciences Lahore, and University of Veterinary and Animal Sciences, Lahore.

Under the Agriculture and Veterinary Sciences category, University of Agriculture Faisalabad has topped the list followed by University of Veterinary and Animal Sciences Lahore, Sindh Agriculture University Tandojam, and Lasbela University of Agriculture, Water and Marine Sciences.

Iqra University Karachi, has topped the Business category. The University is followed by Lahore School of Economics, Institute of Business Administration Karachi, Institute of Management Science Peshawar, Sukkur Institute of Business Administration, SZABIST, The Superior College Lahore, Institute of Business Management Karachi, University of Central Punjab Lahore, Greenwich University, Karachi and others. Under the Arts category, National College of Arts (NCA) Lahore remained at the top, followed by Indus Valley School of Art and Architecture Karachi.

Aga Khan University is the top scorer among universities falling under the Medial category. University of Health Sciences, Lahore, Dow University of Health Sciences Karachi, Khyber Medical University Peshawar were on the second, third and fourth position respectively in the list of as many as 13 universities.

The ranking also covered the Engineering category comprising 21 universities with National University of Sciences and Technology (NUST) followed by Pakistan Institute of Engineering and Applied Sciences (PIEAS) Islamabad, Ghulam Ishaq Khan Institute of Engineering Science and Technology Topi, and Institute of Space Technology Islamabad.

As many as 73 higher education institutions have made their place in the General category with QAU, Islamabad; PU, Lahore; COMSATS, Islamabad; KU; PMAS Arid Agriculture University, Rawalpindi; Lahore University of Management Sciences (LUMS), Lahore; Government College University, Faisalabad; and University of Peshawar on the top.

Dr Mukhtar Ahmad, Chairman HEC, while announcing the ranking in a press conference held here briefed the media about objectives and methodology of the ranking. He said the ranking is based on the data collected during 2013-14, adding that HEC verified and counter-checked the data from all the universities before compiling the final ranking.

He said that 129 universities were reviewed for ranking, while 66 parameters were adopted for scoring adding that Distance Learning Institutions and the HEIs established after June 2010 were not included in the ranking. He said HEC will start working on the ranking for 2015 in March.

To a question regarding illegal campuses of universities, the Chairman said that HEC is against the commercialization of higher education and it has been warning time to time about the illegal campuses through media so that the future of students could be secured. Answering another question related to the hardships of PhD scholars, particularly with regard to the powers of supervisors, he said that HEC has allowed the scholars to request for change of their supervisor in case of any complaint.

When asked about the HEC initiatives in various disciplines of Social Sciences, he said that HEC also pays special attention for the promotion of Social Sciences in the country. He invited the journalists to attend the HEC conference on Social Sciences going to be held on Wednesday.

Afghan officials took delivery of 10,000 automatic rifles and millions of rounds of ammunition as a gift from Russia on Wednesday, another sign of deepening involvement by Moscow in the war-torn country.

Dependent almost entirely on foreign aid, Afghan security forces are struggling to secure the country amid a rising insurgency.

As the NATO-led coalition's military presence dwindled last year, Afghan leaders reached out to Moscow, which fought a war of its own in Afghanistan during the 1980s, for more Russian-made weapons, including small arms, artillery and attack helicopters.

"This donation represents a deep friendship between two nations," Afghan national security adviser Hanif Atmar said at an event marking delivery of the arms shipment. "This important donation is from an important friend of Afghanistan in a crucial time for Afghanistan and the region."

The guns and ammunition were provided under an existing security agreement between the two countries, he added.

Russia's ambassador, Alexander Mantytskiy, told the gathered military and security officers that his country is willing to work with Afghanistan to combat problems like terrorism and drugs.

Wednesday's delivery comes as Russian officials say they have become impatient with the failures of Washington's policies in Afghanistan.

While never a member of the coalition, Russia cooperated with the United States for years by allowing military supplies to travel through its territory, and in other areas such as counter-narcotics and weapons supplies.

That cooperation has disappeared amid political rifts over the wars in Ukraine and Syria. Top Russian officials, openly critical of the lingering American presence, have said they are seeking deeper ties to the Kabul government, as well the Taliban.

HBL today declared its results for the full year 2015, delivering a record post tax profit of 35.1 billion, growing 11% year on year. Pre-tax profit surged to an impressive Rs 60.3 billion, increasing by 25% over 2014. Earnings per share for 2015 increased to Rs 23.93 compared to Rs 21.56 for 2014. With the results, HBL declared a dividend of Rs3.50/share, bringing total dividend for the year to Rs14/share. 



HBL’s balance sheet has increased by 19% over December 2014 to Rs 2.2 trillion. Current accounts grew by 15% to reach a massive Rs 600 billion and the ratio of current accounts has now risen to 36.7% from 34.2% in December 2014. With loans also growing, net interest income for 2015 increased by 14% to Rs 78.2 billion. Non mark-up income increased sharply by 56% to Rs 36.6 billion. Fees and commissions for the year also increased by 22% to Rs 17.1 billion, due to new records being set in Bancassurance sales and card related fees, while the home remittances and investment banking businesses delivered stellar results, each crossing Rs 1 billion in income for the first time. Dividends and capital gains of Rs 3.7 billion from listed securities, showed a huge rise of 150% over 2014.The Bank also recorded capital gains of Rs8.2 billion from the sale of Government securities. HBL achieved a new landmark by becoming the first bank in Pakistan to cross Rs 100 billion in total revenue.

HBL is the market leader with 4.8 million debit cards and the fastest growing POS acquirer. During the year, the Bank launched Internet Payment Gateway services and pioneered Mobile POS in Pakistan, which enables small merchants to accept cards. ATM and POS deployments continued to accelerate, with nearly 400 new ATMs and 10,700 new POS terminals added. Investments were made in technology to drastically reduce downtime across the network of over 1,900 ATMs.

In line with its customer focus, HBL took several initiatives to provide enhanced security and peace of mind to customers. Systems, networks, and controls were upgraded to best-in-class industry compliance standards while chip technology was implemented to enhance security for credit card transactions. SMS alert facilities on ATM transactions provided protection to customers against fraud, and HBL Cash Mehfooz, provided protection against theft of cash or valuables.

During the last quarter, HBL issued Rs 10 billion of Tier II capital. Consequently, the Capital Adequacy Ratio increased to 17.0% in December 2015. The Bank’s credit ratings remain in the highest possible AAA category. During 2015, HBL was conferred with several awards, including the Best Bank in Pakistan 2015, by Euromoney and the Safest Bank in Pakistan 2015, by Global Finance.

ISLAMABAD: Chief of Army Staff General Raheel Sharif on Wednesday directed to commence forthwith the last phase of Operation in North Waziristan (NW) which aimed at clearing the remnants of terrorists from their hideouts in deeply forested ravines, isolate them and indiscriminately severe their links with their abettors anywhere across the country.



Chief of Army Staff (COAS) General Raheel Sharif gave these directions while having briefing on the on-going operation Zarb-e-Azb during his visit to Shawal area of North Waziristan.

During briefing it was apprised that the deeply forested ravines of Shawal Valley and area ahead of Data Khel which had been frequent infiltration routes of terrorists between Pakistan and Afghanistan, was now the last bastion of terrorists left in North Waziristan.

COAS was briefed by Operation Commander about operational gains so far and the impending operations.

Raheel Sharif expressed complete satisfaction over the gains and effects of operations and acknowledged the resolve of troops to fully eliminate terrorists from their left over sanctuary.

While addressing troops, participating in the operation, General Raheel Sharif commended their high state of morale and paid tributes to their resilience and sacrifice.

The COAS said that sacrifices of soldiers would not go waste adding that "We will achieve the ultimate goal of a terror free Pakistan".

Earlier, on arrival COAS was received by Lieutenant General Hidayat Ur Rehman, Commander 11 Corps Peshawar.

ISLAMABAD: This may be the first time since his retirement that the name of former chief of army staff (COAS) retired Gen Ashfaq Pervez Kayani has surfaced in connection with a massive land scam. 



A former official from the Defence Housing Authority (DHA), retired Lt Col Tariq Kamal, on February 22 asked the National Accountability Bureau (NAB) to investigate whether Gen Kayani was involved in “irregularities/misappropriation” related to DHA Valley contracts or whether “his name was used by the decision makers just to benefit Bahria Town”.

However, Mr Kamal’s application may not be of any consequence, since NAB cannot take up matters related to armed forces personnel who are not working in the civil administration.

Bureau isn’t empowered to investigate armed forces personnel
The DHA Valley scam is one of 50 mega land scam cases NAB has listed before the Supreme Court. NAB is investigating alleged “embezzlement in sale, development and purchase of land”. According to the NAB report submitted to the apex court, the inquiry was authorised on Jul 3, 2010, and was scheduled to be completed on Oct 15, 2015. The bureau has estimated that the scam involves 1,310,000 kanals of land.

Mr Kayani was appointed COAS in December 2007. According to the application, the Defence Housing Authority (DHA) and Bahria Town signed a joint venture (JV) contract for DHA Valley in 2008.

It states that: 
“Bahria Town was to purchase 40,000 kanals of land near Phase II extension, a project planned and marketed by DHA Islamabad in 2005. Malik Riaz CEO Bahria Town, finding it difficult to purchase the agreed land verbally requested to then-Maj-Gen Asif Ali vice president DHA for permission to develop DHA valley project in DHA’s land… permission was granted in a meeting held on February 25, 2009… about 30,000 kanal (DHA) land was transferred to Bahria Town without approval of competent authority causing benefits of billions of rupees to Bahria Town.”

It goes on to say that DHA transferred “more than Rs100 billion to Bahria Town without any bank guarantee”. It claims that, despite a 100pc increase in the project cost, DHA’s profits remained the same at Rs4.5 billion and did not see a proportionate increase.

The application alleges that in January 2009, Maj-Gen Asif Ali, while chairing a meeting of the DHA executive board, instructed that the process of JV contracts be expedited because the JVs had been approved by the COAS, and also called for early completion of the projects. Bahria Town ostensibly earned billions of rupees in “undue” profits due to the signing of these JVs.

When contacted, NAB Rawalpindi Director General Zahir Shah said the bureau cannot initiate inquiries against army officials.

He said NAB has received several applications against former president Gen Pervez Musharraf, but did not initiate action against him because serving and retired army officers must be dealt with under the Pakistan Army Act 1952 if they are accused of financial embezzlement.

Similarly, when the National Logistics Cell scam surfaced in 2009, NAB was asked to investigate the matter but was held back from taking action against the three accused generals by military authorities.

The case was investigated by the army itself, and in August 2015 retired Maj Gen Khalid Zahir was dismissed from service – which entails the forfeiture of rank, decorations, medals, honours, awards, the seizure of pension, recovery of personal gains, cancellation of service benefits and other allied facilities. Retired Lt Gen Afzal Muzaffar was awarded ‘severe displeasure (recordable), while retired Lt Gen Khalid Munir Khan was not found to be involved in any financial irregularities or serious misconduct and was absolved of all charges.

However, NAB did recently arrest former DHA administrator retired Brig Javed Iqbal and former DHA project director retired Col Sabahat Qadeer Butt for misusing their authority and violating the contract by selling DHA Islamabad allotment certificates illegally and in violation of the agreement between DHA and Elysium Holdings Pakistan.

According to Mr Shah, since Mr Iqbal and Mr Butt were working for DHA – which was created through an act of parliament – the bureau can take action against them.

Retired Col Khalilur Rehman, a senior Bahria Town official, said the military authorities should be approached for a response.

When asked to comment on Monday, a military official had asked for the query to be submitted in writing, which was then communicated through email. On Tuesday, when contacted again, the official declined comment.

KARACHI: President FPCCI, Abdul Rauf Alam has urged the government to revise strategy to increasing halal foods exports as Pakistan has a big potential to become a market leader in global halal meat industry.

Pakistan's share in the total global halal food market was negligible which was around only dollars 28 million; just 0.5pc of the total global halal food trade. Whereas, Pakistan ranks 18th in the production index of halal meat with a capacity of 2.2 million tons, said the President, Federation of Pakistan Chambers of Commerce and Industry (FPCCI) stated in a statement here on Tuesday.

He said that the Muslims make 24 percent of the total world population.

But, he regretted, more than 80pc of the world halal trade is dominated by non-Muslim states.

FPCCI said that 1/3 of the world Muslim population lived in non-Muslim countries which was a sizable population.

The world's leading suppliers for halal products including high quality meat, poultry, dairy products and other foods are Australia, Brazil, Canada, Indonesia, India, Malaysia, Philippines, Thailand, New Zealand and United States of America.

He further informed that America and Australia are the biggest Halal

beef exporters while Brazil and France are the biggest Halal chicken exporters in the Middle East.

FPCCI Chief recommended that Pakistan could be competitive in the global market by strict monitoring of traceability of diseases in livestock, proper compliance of Hazard Analysis Critical Control Point (HACCP), implementation of ISO Certification system, getting meat based halal certification, up gradation of infrastructure and provision of storage facilities.

Pakistan had immense potential to get big share in global halal market because Pakistan is an agriculture state with more than 169 million heads of quality livestock with 74 million cattle and buffaloes and 95 million sheep and goats.

It is producing 650,402 tons chicken meat, 73,000 tons buffalo meat, 70,600 tons cattle meat, 270,000 tons goat meat and 154,000 tons sheep meat every year.

Abdul Rauf Alam, who is also President of ECO- Chamber of Commerce of Commerce (ECO-CCI) said Pakistan being a leading Muslim country has negligible share in the global Halal Food market.

The halal industry is globally fast emerging business, attracting 2 billion people both Muslims and non Muslims due to safer, hygienic and nutritious having high quality and reliability, he said.

He said Pakistan has a great opportunity to get a big share in the global halal market and said that we are completely halal production base country and we have direct access consumers in Central Asia, Middle East and Europe.

He informed that FPCCI would participate as a co-organizer in the halal food conference scheduled to be held in April, 2016 at Jeddah wherein the facts about halal food economy would be re-leashed. The issues would also be discussed in D-8 and ECO Chamber of Commerce and Industry.

Rauf Alam, also being President of ECO-CCI and the chairman of D-8 CCI, mentioned that the formation of standing committee for promotion and certification of halal food was on the agenda of next meeting of Executive Committee of ECO-CCI. The Committee would devise a strategy to enhance the trade volume of halal products in D-8 and ECO countries.

He suggested that Economic Cooperation Organization (ECO) and D-8 blocs should establish joint mechanism for halal certification and standardization to enhance intra and inter regional halal food trade.

In perhaps the most bizarre comments on the JNU controversy so far, BJP MLA from Ramgarh in Rajasthan’s Alwar district, Gyandev Ahuja, on Monday said that daily 50,000 pieces of bones, 3,000 used condoms, 500 used abortion injections, 10,000 cigarette “pieces”, among other things, are found at JNU, where girls and boys dance naked at cultural programmes.

Leading a march on Monday in Alwar “against traitors” Ahuja said: “I want to put before you the facts, which have come through social media and television channels. When Maa Durga’s Ashtami is celebrated, they celebrate Mahishasura’s Jayanti.” He then proceeded to list the “facts”, reading from a page: “2,000 Indian and foreign liquor bottles are found daily in JNU. More than 10,000 butts of cigarettes and 4,000 pieces of beedis are found. 50,000 big and small pieces of bones are found. 2,000 wrappers of chips and namkeen are found, and so are 3,000 used condoms — the misdeeds they commit with our sisters and daughters there. And 500 used abortion injections are also found.”
