Kenyan government risks losing the lucrative Mombasa port to China should the country fail to repay huge loans advanced by Chinese lenders.

In November, African Stand reported on how Kenya is at high risk of Losing strategic assets over huge Chinese debt and just after some few month the Chinese are about to take action.

The loans have been granted for the development of the Standard Gauge Railway (SGR).

Also at stake is the Inland Container Depot in Nairobi, which receives and dispatches freight hauled on the new cargo trains from the sea port.

Implications of a takeover would be grave, including the thousands of port workers who would be forced to work under the Chinese lenders.

Management changes would immediately follow the port seizure since the Chinese would naturally want to secure their interests.

Further, revenues from the port would be directly sent to China for the servicing of an estimated Sh500 billion lent for the construction of the two sections of the SGR.

Precedent
In December 2017, the Sri Lankan government lost its Hambantota port to China for a lease period of 99 years after failing to show commitment in the payment of billions of dollars in loans.

The transfer, according to the New York Times, gave China control of the territory just a few hundred miles off the shores of rival India.

It is a strategic foothold along a critical commercial and military waterway.

“The case is one of the examples of China’s ambitious use of loans and aid to gain influence around the world and of its willingness to play hardball to collect,” says the New York Times of December 12, 2017.

In September 2018, Zambia lost Kenneth Kaunda International Airport to China over debt repayment.

In the likely scenario that China takes over the port, Kenya would be joining Sri Lanka -another debt-distressed nation- in losing a strategic asset.

It is possible because the SGR –operated by the Chinese, is a hugely loss-making venture, meaning it cannot generate enough money to repay loans.

 
SGR reported a near Sh10 billion loss in its first year of operations.

The Auditor General has warned that the eventuality is likely because of a lopsided loan agreement that greatly favours the China Exim Bank, who advanced Kenya the loan.

Specifically, Kenya got the short end of the stick in the agreement where any disputes arising from the debt servicing would be arbitrated in China.

An audit completed last month indicates that Kenya Ports Authority’s (KPA) assets, which include the Mombasa port, could be taken over if the SGR does not generate enough cash to pay off the debts.

“The China Exim Bank would become a principle in (over) KPA if Kenya Railways Corporation (KRC) defaults in its obligations and China Exim Bank exercise power over the escrow account security,” the audit reads in part.


An escrow account is a contractual arrangement in which a third party receives and disburses money for the primary transacting parties, with the disbursement dependent on conditions agreed to by the transacting parties.

According to the loan agreement, funds generated from the SGR were to be deposited in an escrow account – controlled by an unknown third party on behalf of KRC and China Exim Bank.

At the current estimates, KPA generates Sh50 billion a month or Sh600 billion a year in revenues.

 
F.T Kimani, the auditor, cited in his report that KPA’s exposure is linked to a requirement that it feeds sufficient cargo to the Chinese-built railway project.

Failure to provide the requisite cargo would mean Kenya has gone against a critical clause in the loan agreement of guaranteeing specified “minimum volumes required for consignment”.

It is also indiscernible how KPA signed the loan agreement as a borrower, in one of the toxic clauses subsequently exposing its assets to the Chinese clamp.

“…any proceeding(s) against its assets (KPA) by the lender would not be protected by sovereign immunity since the Government waived the immunity on the Kenya Ports Assets by signing the agreement,” the auditor wrote.

Repayments for the loans are slated to start mid next year on expiry of a five-year grace period.

Foreign roamer allowed to continue using foreign SIMs without any time limit: FBR

The Federal Board of Revenue (FBR) has clarified that a foreign roamer is allowed to continue using foreign SIMs without any time limit and without getting certificate of compliance with technical standards (CoC) from Pakistan Telecommunication Authority (PTA). The FBR has issued frequently asked questions (FAQs) to clarify various issues relating to the mobile phones.



Following are the questions and answers responded by the FBR: Question: "I am roaming in Pakistan; will I be able to use my mobile device in Pakistan?" Answer: "Yes, roamers will be able to use their mobile devices as per DIRBS SOP. The system will accommodate visitors to Pakistan from overseas who are here for a short visit for personal or business purpose as following:

i. "A foreign roamer is allowed to continue using foreign SIMs without any time limit and without getting CoC from PTA. ii. "If a roamer starts using local SIM in his/her mobile device, he/she will not be considered a roamer and will be required to fulfil the conditions of a compliant device.

iii. "Such user will be notified of the deficiency of his/her mobile device through SMS and will have 30 days to complete the requirements before the non-compliant mobile device is blocked.

iv. "If the visitor wants to use local SIM for a period longer than 30 days, he/she is required to get the CoC from PTA along with payment of duty/taxes."

Another questioner asked if he could bring one mobile phone into Pakistan without payment of duty/taxes.

The answer was in affirmative, saying a passenger is allowed to bring one mobile phone without payment of duty/taxes provided his/her stay abroad is more than seven days. Such allowance will only be admissible once during the year.

Another questioner asked if he brings more than one mobile phone, whether or not he needs to pay duty/taxes. He was replied in affirmative, saying only one mobile phone will be allowed free of duty/taxes. In case of other mobile phones, applicable duty/taxes will be paid.

One questioner asked if he would have to pay duty/taxes on a mobile phone which he has been using in Pakistan after returning from abroad. The reply was in negative, saying a mobile phone in personal use of a passenger, which has been activated/registered in Pakistan does not require registration/payment of duty/taxes on his/her return to Pakistan being a case of re-import of baggage. Such a case will be treated independent of the allowances admissible to mobile devices under the baggage rules.

Another questioner asked, "How and where can I register my mobile device if I forget to declare the same on arrival at the airport?"

The FBR replied that the passenger can approach the nearest customs office for registration of the mobile device within 15 days of the arrival date.

Another questioner asked, "Can I avail the allowances admissible under the baggage rules if I forget to declare at the time of arrival at airport?" The reply was in affirmative, saying the international passenger can avail admissible allowances at the time of registration at the customs office.

“In recent years, the robbers have stopped snatching cellphones since these could be easily located by using technology.

Even some robbers would throw away the phones after snatching cash and other valuables from people,” a source told The News.

The fear of being traced through technology dissuaded the phone-snatchers from stealing cellphones.

The cellphone snatchers have found a market in Afghanistan where they sell the phones snatched in Peshawar or other city.

These gangs unblock the codes through software and make it usable for new buyers.

“The cellphone-snatching has increased in recent months. In most of the cases, the police don’t bother to register the case and dodge the complainant in a bid to underreport such crimes,” the source said.

The source added the statistics compiled by the capital city police and the Khyber Pakhtunkhwa Police didn’t mention such cases.

The capital city police have busted several gangs that were involved in snatching cellphones and other valuables from people.



However, the bulk of the cases are still untraced.

Capital City Police Officer (CCPO) Qazi Jamilur Rahman recently expressed concern over the increasing incidents of bike-lifting in Peshawar.

“The CCPO while taking notice of the increasing incidents of bike-lifting directed the subordinate officers to tighten noose against the criminals,” an official handout of the capital city police office recently said.

The city police chief directed the officers to improve law and order during Ramazan and protect the life and property of the people.

The phone-snatching incidents jack up in Ramazan as people roam around the city in late hours.

The cops have been directed to increase patrolling and keep an eye on the movement of suspected elements to check street crimes.

CHITRAL:  A scheme of potable drinking water for Dolomuch colony and Seenlasht was inaugurated at Seenlasht. Additional Deputy Commissioner Chitral Minhasuddin was chief guest on the occasion who unveiled plaque of the project. Water supply scheme was completed by Aga Khan Agency for Habitant (AKAH) with financial support of European commission. Engineer Altaf told this scribe that they dig a well 29 feet deep on the bank of Chitral river where water collecting after natural filtration and that water supplying to Dolomuch colony with the help of 180 HP electric motor. Water supplying to Colony in 6 feet pipe which push 26 liters water per second discharge.

Regional Program Manager AKAH Muhammad Karam said that they working on drinking water schemes mostly in remote and backward areas of Chitral. He said some 22 water supply schemes completed at Broghul, Yarkhun lasht and adjacent areas of upper Chitral. He said that their organization supplying drinking water to 87,000 people in entire district. He specially thanked to Col Shahzada Sharif for donating piece of land for water reserver.

Community leader Zuhran Shah, Liaqat Ali and other demanded for handing over the scheme to Public Health Engineering Department. In this connection a simple but prompt function was also held at Community based school. Addressing to the gathering ADC Minhas appraised quality work of AKAH. He said during flood in 2015 all water supply schemes of Public Health Engineering were washed away but only those schemes were saved which  completed by AKAH. He said local people often came to my office when I was AC Mastuj and they complained that Public health Engineering staff digging earth very less only 1 or one and half feet but AKAH digging ground more than 4 feet which is same in winter season and water will not be freeze.  The were also demanding for digging earth for carrying pipeline on the standard of AKAH.

Traditional gifts of Chitrali Caps were also presented to guests on the occasion. Talking to this scribe  Miss Zubaida Parveen said that they are very happy on completion of water supply scheme in past their children were often fell ill due to drinking contaminated water. Fahmida Bibi is a college student she said that before this scheme they were compelled to drink water in gallon before leaving for college as a result their precise time was wasting but now they can get water inside their houses.

Mirza Khan shifted here from Karimabad colony he said that we were facing numerous problems we paying Rs 3000 for carrying here water tanker in past. An other student said that our body need 70% of water and our colony presented a desert look due to shortage of water but now we will get water on doorstep.

Shamsurrehman Tajik said that this project was completed with a cost of 15 million but in case if this project was completing by Public Health or any other government department it will cost on triple cost.

On 25th December 2018, Karachiites were treated to the most awaited concert of the year featuring Pakistan’s biggest Sufi rock band, Junoon. The event – which was organized by leading biscuit brand, Peek Freans Sooper to celebrate Pakistanis’ passion for their country on the birth anniversary of Quaid-e-Azam as well as to commemorate nearly 30 years of Junoon’s music – was declared a roaring success as it not only kept the audience singing along to the nostalgic tunes loud and proud, but also proved to be an awe inducing showcase of live effects and animation.

Although there have been countless large-scale concerts throughout Pakistan’s history, a recent lull in the frequency of such events threatened to derail and completely submerge its live entertainment scene. The Sooper Junoon concert proved to be the impetus needed to jumpstart that trend once again.
 
The event was a star-studded one with popular celebrities such as Wasim Akram, Zohaib Hassan along with an army of other celebrities and personalities in attendance. The much talked-about Ladies Only Pink Circle, which even Ali Azmat acknowledged on-stage as a first, was the crowning glory of the event while other enclosures were packed with people of all ages, all of whom had come together to see Junoon’s reunion after a long halt of 13 years.

With a massive stage set for the Sufi-Rock Kings, the host for the evening, Faizan Haque, kick-started the event with Pakistan’s top DJ, Faisal Baig, whose Classic Rock music set helped build the mood for what was to come later. Following him were four brilliant opening acts, namely Lyari Underground, Khumaariyan, Tamasha and Sounds of Kolachi, every band making its own mark with the audience and leaving them yearning for more.

With the appearance of each live act, the anticipation of the crowd for Junoon’s first live act in years grew, eventually getting to a point where it seemed like they just couldn’t take any more. However, once Junoon took to the stage, the evening took a turn from absolutely amazing to dream-like spectacular. With an incredible light show that was accompanied by L.E.D graphics and animations playing on three humongous screens which in their entirety spanned more than 200 feet in length, the audience was completely swept away by the entry. ” Wow! Look at all these people!” was the band’s first words on stage after 13 years when they saw the more than 10,000 in attendance.

Junoon began with a tribute to the Father of the Nation before going on to perform iconic hits such as ‘Khudi’, ‘Sayoonee’, ‘Saaien’ and countless others. The band then came full circle with a beautiful tribute to Junaid Jamshed in the form of a heartwarming performance of ‘DilDil Pakistan’, thereby filling the atmosphere with great emotion and nostalgia.


 
Perhaps the most memorable moment of the concert was when Salman and Ali veered away from the script to sit down on the stairs of the stage and do an impromptu performance of the legendary hit, ‘Wish You Were Here’; their way of paying tribute to global icons, Pink Floyd. From there they entered their classic hit ‘Chalay, ChalayThhaySaathSaath’. To everyone’s surprise, Ali didn’t sing the last line of the song, a rare display of emotion by the rock star, which pushed many in the audience to tears again. He turned away from the audience and said, “They ask that ‘oooh Ali what does this reunion mean to you…and I go, meh it’s the usual’, but – this reunion…”, and just left it at that, simultaneously echoing the feelings of everyone in attendance.

Even with such a fantastic presentation of raw sentiment and emotion through the power of music and lyric, nothing could prepare the massive crowd for what was next in store. For the band’s last performance of the evening, Jazba Junoon, the audience was treated to what was, arguably, the longest and most brilliant firework show in recent history. The event concluded with the singing of the National Anthem with everyone gasping and cheering in awe as massive green fireworks appeared, just as they played the last note. The coincidence of the timing escaped no one. Maybe it was all planned to perfection. Goosebumps.

Karachi / Dubai, Dec 26 2018- Emirates passengers travelling from or transiting through Dubai International Airport (DXB) can expect fewer instances of delays associated with aircraft turnaround thanks to a new innovative application built in-house by Emirates called the Hub Monitor.

Hub Monitor is being used by Emirates’ operational staff in Dubai to share and monitor real time information on the various activities that are carried out to prepare an aircraft for departure. Through its monitoring and proactive alerting system, the application helps avoid delays and improve on-time performance ultimately leading to a better passenger experience.

Adel Al Redha, Emirates Executive Vice President and Chief Operations Officer said: “The Hub Monitor application is a unique and innovative tool developed in line with our vision to continuously re-examine our processes and introduce smart and more efficient means to improve our operations resulting in better passenger experience. Our Operations team in coordination with IT have led the development of the hub monitoring system in a record time of five months, building on an existing solution that was already developed by Emirates Engineering. The team examining the various functions of Hub Monitor in real time are working to roll out further modules and the next module will be implemented later this month.”



Emirates Aircraft Turnaround in Dubai
Emirates is the world’s largest international airline operating a fleet of 270 modern all wide-body fleet of Airbus A380 and Boeing 777 aircraft. Every day around 255 Emirates flights depart from Dubai to destinations across six continents. Flights range in duration from less than an hour to over 17 hours. In order to avoid flight delays and inconvenience to passengers, it is critically important to efficiently turnaround the aircraft arriving in Dubai and prepare them for their next departure without compromising on quality or safety.

It currently takes about 105 minutes to turnaround the Emirates A380, the world’s largest commercial passenger jet, and about 90 minutes to prepare the Boeing 777 aircraft for departure at Emirates’ hub in Dubai.

There are a number of activities involved in the aircraft turnaround process. Some of these include a complete cleaning of aircraft interiors, water and toilet servicing, flight catering and loading meals for passengers, servicing the aircraft Auxiliary Power Unit (APU), refuelling the aircraft, maintenance checks, and loading passenger luggage and cargo. A delay in any one of these activities can have a cumulative impact on operations.

Islamabad - Ace digital entity AlphaPro came together with Sada-e-Himalaya and Pakistan Federal Union of Columnists (PFUC) to organise GB Social Media Summit with an aim to highlight the growing importance of the social media in the promotion of tourism.

Held at Rawalpindi Arts Council, Rawalpindi, the event was marked with the active participation of representatives from different cross sections of the society including journalists, IT experts, government officials and executives of various organisations.




Speaking on the accession, Adeel Ayub, MD AlphaPro, highlighted the role of tourism and how it has improved economies for various countries like Malaysia which is purely based on tourism. “Even a highly conservative state like Saudi Arabia stepped has moved to open its doors for tourism,” he said. 

Pakistan has great potential not just in terms of tourism but for Religion based tourism also due to many religiously important places for Hindu, Sikh and Buddhists.

Gilgit Baltistan is culturally and naturally very rich and no step has been taken until now to promote it on the platform of social media, he added. This is the initial step which will be followed by serious of such activities to promote GB. This has been very useful in spreading the word about the cultural richness of Gilgit Baltistan, efforts in future as well to match the narrative of Mr. Prime Minister to promote tourism in Pakistan to help the economy grow in a positive way. The summit has helped promote the culture of GB.

The conduct of GB Social Media event has received appreciation by international travel blogger Ms Aylee who is currently in Pakistan and was present at the summit.
