PRGMEA Demands ‘Digital Market Policy’ To Spur Exports in Post-Corona Age

The Pakistan Readymade Garments Manufacturers & Exporters Association (PRGMEA) on Sunday appreciated the efforts of Pakistan Customs to develop an e-commerce automated clearance facility in collaboration with the Sate Bank, saying the move will prove to be very effective for SMEs, helping them promote their business, especially in era of post-corona economic slowdown.

Sohail A. Sheikh said that in post-pandemic age when e-commerce is transforming the entire trade globally government’s this facilitation is the right step in the right direction.

He asked the government to also launch a digital market policy in this regard after consultation with the real stakeholders so that B2B and B2C business can be catered.

He said that estimated e-commerce sales value, which includes business-to-business (B2B) and business-to-consumer (B2C) sales, is equivalent to 30% of global gross domestic product.

He said that the coronavirus crisis has accelerated the uptake of digital solutions, tools and services.

Quoting a World Bank report, he added that the Business-to-Consumer (B2C) transactions grew from $1.5 trillion in 2014 to $2.3 trillion in 2017 and now projected to grow to $4.88 trillion in 2021.

PRGMEA Central Chairman observed that the value-added garment sector, which is also the major e-commerce operator, welcomes this initiative, expressing the hope that it will remove the difficulties faced by SME sector in exporting their goods, playing an effective role in improving country’s rating in the Ease of Doing Business Index.

Sohail Sheikh said the role of export-oriented sector is vital in the country’s economic growth and the government has accorded top priority to this sector taking necessary steps and measures to enhance its export efficiency, including ‘e-commerce automated clearance system’. He said the new system will facilitate documentation besides allowing commercial banks to register e-commerce traders in Web Based One Customs.

It is to be noted that under the SBP regulatory framework for B2C e-commerce exports, the exporters now can send their e-commerce consignments without the requirement of E-Form up to $5,000 per consignment.

PRGMEA Chief Coordinator Ijaz Khokhar said that e-commerce is growing four times faster than the world economy. Cross-border e-commerce market in 2015 was estimated at $300 billion and is expected to be worth $ 900 billion by 2020. He said the cross border e-commerce is impacted by trade facilitation and logistics. So, poor trade facilitation and logistics will have now serious effects on economy.

“We need to enhance the digital marketing activities because all the physical exhibitions have been cancelled so the only marketing way has been left now is the digital mode. All our competitors in the region are aggressively capturing the market through digital mode,” he added.

Sohail A. Shikh added that the worldwide buying trend is changed, as they prefer online buying now. “For this we have to work a lot to launch the digital market policy after consultation with the business community.”

He said that already the major online companies have increased their business.

Again we request the government to make a strong interaction with the stakeholders to form policies in this regard at the earliest.

MULTAN (WebDesk): Police arrested former prime minister Yousaf Raza Gillani’s sons Ali Kasim Gillani and Ali Haider Gillani and nine other Pakistan Peoples Party (PPP) activists late Saturday night for “flouting” coronavirus restrictions and breaking into Qila Kohna Qasim Bagh Stadium, the venue for the November 30 public meeting of the Pakistan Democratic Movement (PDM), a day earlier after removing the separation barriers placed around the venue.

The incident was followed by a storm of charged workers from other opposition parties, mainly Pakistan Muslim League-Nawaz (PML-N) and Jamiat Ulema-i-Islam (Fazl). However, gauging the public mood, the law enforcement agencies, that confiscated the crane used by the enthusiastic crowd to remove the containers, avoided offering strong resistance.

Reports suggest police also arrested 30 workers of the PDM parties. Eventually, police succeeded in evicting the opposition workers from the main route leading to the venue.

The authorities later released Ali Haider and shifted Ali Kasim to Gulgasht police station.

“The rally will be held in Qila Qasim Bagh. Today all the barriers of the police and administration have been broken down. After storming the gates, we have taken control of the stadium,” PPP leader Ali Musa said after the arrest.

The Multan meeting, which coincides with the PPP founding day anniversary, is the fifth PDM show and is expected to be addressed by Aseefa Bhutto-Zardari, party chairperson Bilawal Bhutto-Zardari’s sister, as well.

Earlier on November 24, the district administration had rejected two applications for holding PPP rallies led by former prime minister Gillani in connection with the PDM meeting. The party had sought permission to hold rallies from Chowk Nawan Shaher to Chowk Ghanta Ghar.

The office of the deputy commissioner, in its refusal, stated that the rallies could not be allowed because of a ban on large gatherings imposed by the government to prevent the spread of coronavirus.

“Government of the Punjab, Primary and Secondary Healthcare Department vide Order No. SO(G)/P&SHD/4-1/2020 dated 19th November 2020 has imposed a complete ban on all types of large-scale gatherings and only outdoor gathering is allowed with [an] upper limit of 300 persons,” the notification said.

“This order has come into force with immediate effect and shall remain in force till Jan 31, 2021, unless otherwise amended. Moreover, educational institutions have been closed by the government due to Covid-19.”

Deputy Commissioner Abdul Aamer Khattak also stated that the Covid-19 cases are increasing at an alarming pace in the district and, in the case of large public gatherings, there was a likelihood of rapid spread of the disease, while the health facilities in the district are already over-occupied because of the pandemic.

Khattak also referred to a November 24 police report warning against large public gatherings that might increase the spread of the life-threatening virus, besides mentioning the ban imposed by the National Command and Operation Centre (NCOC), Islamabad, on such gatherings.

“Keeping in view of the instructions of the government and after considering all aspects and to safeguard human lives due to potential spread of Covid-19 virus, [the] permission of such kind of activities may be regretted,” the letter concluded.

We, jointly, have played our part, it is now over to the youth to play its role toward prosperity of Pakistan.This was said by IG FC South Maj. Gen. Umar Bashir during the Annual Prize Distribution Ceremony of Cadet College Wana. IG maintained that the provision of state-of-the-art educational and co-curricular facilities for the youth is one of our top-most priorities because youth is the future of Pakistan. 


He urged the youth to do their best to get education from such institutions and play their pivotal role for the opulence of our country. The IG hoped that Pakistan would soon be reaching new milestones because of the youth of the Waziristan region. It is pertinent to mention here that the graduates of this institute, since its inception in 2011, are now the part of mainstream educational, health and security institutions. 60 in armed forces, 58 in different medical colleges, 70 in different engineering universities while around 195 graduates are serving in government and private institutions all around Pakistan. 

Year 2020, like previous years, also went successful for the Cadet College Wana in terms of educational performance. Five students of the college clinched third, fourth, sixth and tenth positions in HSSC examinations of the Federal Board of Intermediate and Secondary Education, Islamabad. Out of total 101 students, 96 passed with A+ while remaining 5 passed with A grades. Not to forget, the cadets of the Cadet College Wana collectively grabbed third position in the All Pakistan Bilingual Declamation Contest being held at PAF Academy Risalpur in 2018/19 where 150 educational institutions participated from all over Pakistan. The IG distributed certificates, trophies, medals and other prizes among the best performers. 

Prior to the ceremony, the IG was given Guard of Honor by the cadets upon his arrival. Later the IG inaugurated a state-of-art auditorium at the college premises which has been named over a historical personality Musa Nika.

A simple ceremony was held at the centre where the company, with its implementing partner Drive for Economic and Environmental Development (DEED), provided the machines to Ms Seema Tauseef, In-charge, Women Development Program, Islamabad Chief Commissioner Office.

On the occasion, Hamza Shafqaat, Deputy Commissioner (DC) Islamabad said, “In order to economically empower women with the skills and education needed to help generate incomes and livelihoods. Lahore (November 29, 2020): Lahore-based fashion e-commerce startup, Clicky.pk, closed USD 700,000 in a Pre-Series A round of funding. Former executives from Amazon MENA region as well as Xiaomi along with few other angel investors participated in the round. 

Founded in 2016 by Muhammad Khalid & Syed Shahzad, Clicky.pk is Pakistan’s top fashion-focused marketplace and retail startup. Having known each other for 15 years, the founders go back to the Manchester Business School, with extensive working experience in the Middle East. 

Asif Keshodia, former MENA Executive of Souq.com and one of the key investors in this round said, “I am thrilled to be a part of this startup in Pakistan - Clicky.pk is going to take customer experience to new heights and address the growing demand for online fashion retail in the region. Pakistan’s e-commerce market value has crossed USD 1 billion, with an average pre-paid order value of USD 27.8 in 2019. Fashion & apparel remains one of the top three categories of e-commerce in the country. Search insights from Google also tell the popularity of women’s wear, with 89% of Pakistani consumers researching fashion products online before purchasing.

The fashion industry in the country is projected to grow its revenue by USD 5 billion in the next three years. Currently, 12% of the total market revenue in the fashion segment is generated through online sales. By 2023, e-commerce fashion sales are expected to grow by 18% across apparel, footwear, and fashion accessories.

Foreign Investors seek protection of Intellectual Property Rights - OICCI IPR Survey 2020

Karachi, November 25, 2020: Overseas Investors Chamber of Commerce and Industry (OICCI) has announced the key findings of its latest Intellectual Property Rights (IPR) Survey. The OICCI IPR Survey 2020 conducted during September-October reflect the assessment of the foreign investors, on the state of intellectual property protection in Pakistan. Effective protection of IPR comprising of Copyrights, Patents and Trade Mark is critical for attracting and retaining FDI (Foreign Direct Investment) in the country. 


OICCI IPR Survey 2020 respondents have expressed concern that IPR protection does not attract due attention from some key stakeholders, including the government, Law Enforcement authorities (LEA), media and even the consumers.

Long drawn judicial proceedings, lack of awareness and appreciation about IPR, and lengthy timelines for granting IP rights were some of the key concerns highlighted in the survey.  Overall 40% of the respondents indicated that it takes 1 to 3 years to resolve a standard IPR dispute. Respondents also expressed concern regarding the penalty on IPR violation being insufficient to act as a deterrent and the IP Tribunals not being fully functional. Currently, over 90% of the OICCI members prefer reliance on their own resources for monitoring threat of IPR violations. However, there is a great desire for all the IP owners to work in partnership with the government authorities for a better IPR regime in Pakistan.

The foreign investors participating in the survey expect that IPR regulator in Pakistan, IPOP, would take the lead in strengthening IPR regime in Pakistan; automate and fast track process of registering IP; massively promote awareness on the importance of IPR and its impact for business/investment; upgrade skills and motivate LEA to proactively arrest the abuse of IPR.

Commenting on the survey results, President OICCI, Haroon Rashid, expressed concern that, “Despite some improvement in the Priority Watch list in USTR Special 301 Report of 2016, Pakistan IPR environment has failed to instill a sense of confidence among the foreign investors and IP owners, that the country values IPR protection and will help create an enabling environment for innovation, creativity and all forms of IP so as to attract FDI and retain talented and innovative individuals in the country”. He added that ‘Foreign investors’ concerns are supported by the loss of revenue ranging from 5% to over 20% reported by 42% of the respondents”.

European Union (EU) to provide Rs1.9 bn for UNHCR assistance to Afghan refugees

ISLAMABAD: The European Union (EU) is providing €10 million (Rs1.9 billion) to significantly boost the UNHCR’s assistance for Afghan refugees and their host communities in Pakistan. The funding will focus on mitigating the short and medium-term impact of the COVID-19 pandemic.

With this funding, UNHCR will expand its health response as well as improve water, sanitation and hygiene (WASH) facilities in refugee and host communities. Another important component of the new project will be implementing activities that help protect and empower vulnerable Afghan refugees and host communities, including through livelihood opportunities.


The three-year project will be implemented across the country and is expected to benefit some 370,000 Afghan refugees and Pakistani host communities.

The Ambassador of the EU delegation to Pakistan, Ms. Androulla Kaminara, and UNHCR’s Representative in Pakistan, Ms. Noriko Yoshida, signed the agreement at a ceremony on Monday. The agreement coincides with the quadrennial Afghanistan Conference held in Geneva, intended to present an important opportunity for the Afghan government and the international community to commit to common objectives for promoting sustainable development, prosperity and peace in Afghanistan.

Since July 2018, the EU has contributed €37 million from its development budget and €10 million from its humanitarian resources to support the Afghan refugees and their host communities, in particular through UNHCR’s regional programmes.

In May 2020, the EU announced a €150 million package to support Pakistan’s efforts in addressing the short-term and long-term public health and socio-economic effects of the COVID-19 pandemic, including this new funding of €10 million for UNHCR. This funding will be channelled towards three sectors: health, WASH and social protection.

In the health sector, it will boost health initiatives by helping to provide personal protective equipment, medical supplies and other relief items to health facilities in support of refugees and host communities. Community outreach on the prevention and response to COVID-19 will also be strengthened.

In the WASH sector, the EU’s contribution will help enable UNHCR to upgrade or construct facilities such as toilets, wash basins and water pumps in schools, health centres and communal facilities in or close to refugee villages – benefitting both refugees and Pakistanis. In terms of social protection, the assistance will contribute to UNHCR’s emergency cash programme for the most vulnerable registered Afghan refugees in Pakistan.

The one-time cash assistance mitigates the impact of the COVID-19 pandemic by helping refugees meet their basic needs. In addition, the project – covering a three-year period – aims to support the COVID-19 recovery through medium-term interventions, such as income-generating activities and technical and vocational skills training. This will ultimately help provide new skill sets to both refugees and their host communities.

LONDON: Facebook, Google and Twitter have been asked to explain their handling of vaccine misinformation online to MPs, amid fears it could hinder efforts to end the coronavirus pandemic.

Tech giants have faced increasing pressure to tackle false information this year and now the anti-vaccination movement is shaping up to be the next big threat.The DCMS Sub-committee on Online Harms and Disinformation wants to grill Facebook, Twitter and Google – which owns YouTube – next month, to find out about the action they are taking to remove harmful content and counter misinformation. 


“It is very clear that there is a small window of opportunity to crack down now on misinformation put out there about vaccines that are intended to halt the spread of Covid-19,” said DCMS Committee Chair Julian Knight.

“We want to talk to Google, Facebook and Twitter to find out how they are working to combat the presence of ‘anti-vax’ content on their platforms.

“This should also be a wake-up call to government that its continued delay to introduce legislation to tackle online harms could have real and lasting consequences.”It comes as Pfizer/BioNTech, AstraZeneca/Oxford University and Moderna announced promising progress in developing a vaccine in recent weeks.

But fact-checkers who help social networks deal with fake news posted on their platforms are already braced for an influx of Covid-19 vaccine conspiracy theories.Full Fact’s editor Tom Phillips told the PA news agency that the British fact-checking charity expects anti-vaccination posts to be “ramped up”. “I suspect that we will see many of the same claims being ramped up – the claims that this was part of a plot to force a vaccination on the population,” he said.

“You see misinformation about a mandatory vaccination when I don’t believe any such decision has been taken, certainly not in the UK. That information can ruin lives and, in a public health crisis, that’s clearer than ever before.”

Meanwhile, Labour has accused the government of delaying the introduction of an online harms bill to protect internet users. The party claims that the “anti-vaxx movement” had been allowed to grow to “dangerous levels”, and spread “misinformation that is putting lives at risk”. PA

خدا ایسوں کی بھی سنتا ہے:صاحب روح المعانی نے لکھا ہے کہ فرعون کے پاس کچھ لوگ آئے اور کہا کہ بارش نہیں ہو رہی ہے اور دریائے نیل بند ہے، آپ جاری کرا دیجئے، اس لیے کہ آپ کو ہم نے معبود بنایا ہے۔ اس نے کہا اچھی بات ہے، دریا کل جاری ہو جائے گا رات کے وقت اٹھاتاج شاہی پہنااور پہنچا ’’نیل‘‘ میں یا ’’قلزم‘‘ میں۔ دریا خشک تھا، تاج زمین پر رکھا اور مٹی لی، سر پر ڈالی ، اس نے کہا اے احکم الحاکمین! اے رب العالمین! میں جانتا ہوں کہ آپ ہی مالک ہیں، آپ ہی سب کچھ ہیں، میں نے ایک دعویٰ کیا اور وہ بھی غلط، آج تک آپ نے اس دعوے کو نبھایا اور ظاہر کے اعتبار سے مجھے ویسا ہی رکھا، میں آپ سے دعا کرتا ہوں کہ آج بھی میری بات رہ جائے، خوب گڑگڑا کر دعا کی، وہ خدا ایسوں کی بھی سنتا ہے۔

بہرحال فرعون نے رو کر گڑگڑا کر عاجزی اور انکساری کے ساتھ دعا مانگی۔ دعا کا مانگنا تھا کہ پانی آنا شروع ہوا، سرسراہٹ محسوس ہوئی، فوراً تاج لیا اور چلا آیا اور دریائے نیل جاری ہو گیا۔ 


ایک مرتبہ حضرت علیؓ کی خدمت میں ایک سائل حاضر ہوا۔آپؓ نے اپنے صاحبزادہ حضرت حسنؓ سے فرمایا کہ اپنی والدہ (حضرت فاطمہؓ) سے کہو کہ میں نے جو چھ درہم تمہارے پاس رکھے ہیں، ان میں ایک درہم دے دو۔ صاحبزادے گئے اور جواب لائے کہ وہ آپ نے آٹے کے واسطے رکھوائے تھے۔ 

حضرت علیؓ نے فرمایا کہ آدمی اپنے ایمان میں اس وقت تک سچا نہیں ہوتا جب تک کہ اپنے پاس کی موجودہ چیز سے اس چیز پر زیادہ اعتماد نہ ہو جو اللہ کے پاس ہے، اپنی والدہ سے کہو کہ وہ چھ درہم سب کے سب دے دو۔ حضرت فاطمہؓ نے تو یاد دہانی کے طور پر فرمایا تھا، ان کو اس میں کیا تامل ہو سکتاتھا،اس لیے حضرت فاطمہؓ نے دے دیے۔ حضرت علیؓ نے وہ سب سائل کو دے دئیے۔ حضرت علیؓ اپنی اپنی اس جگہ سے اٹھے بھی نہیں تھے کہ ایک شخص اونٹ فروخت کرتا ہوا آیا۔ آپؓ نے اس کی قیمت پوچھی، اس نے ایک سو چالیس درہم بتائے۔ آپ نے وہ اونٹ خرید لیا اور قیمت کی ادائیگی کا بعد وعدہ کر لیا۔

تھوڑی دیر بعد ایک اور شخص آیا، اور اونٹ کو دیکھ کرپوچھنے لگا یہ کس کا ہے؟ حضرت علیؓ نے فرمایا کہ میرا ہے۔ اس نے دریافت کیا کہ فروخت کرتے ہو۔ حضرت علیؓ نے فرمایا کہ ہاں، اس نے قیمت دریافت کی۔ حضرت علیؓ نے دو سو درہم بتائے وہ خرید کر لے گیا۔حضرت علیؓ نے ایک سو چالیس درہم اپنے قرض خواہ یعنی پہلے مالک کو دے کر ساٹھ درہم حضرت فاطمۃ الزہراؓ کو لا کر دیے۔ 

حضرت فاطمہؓ نے پوچھا کہ یہ کہاں سے آئے؟ 

حضرت علیؓ نے فرمایا کہ اللہ تعالیٰ نے اپنے نبی کریمؐ کے واسطے سے وعدہ فرمایا ہے کہ جو شخص نیکی کرتا ہے اس کو 10 گنا بدلہ ملتا ہے
