PSX Holds Gong Ceremony for the First Shelf Registered Instrument Issued by Bank Alfalah

Karachi, January 28, 2021: In a very encouraging development for the debt market of Pakistan, an innovative, new debt instrument has been issued and listed on Pakistan Stock Exchange (PSX) by Bank Alfalah (BAFL). Bank Alfalah has issued Medium Term Note in the form of Term Finance Certificates (Tranche Series-A) of PKR 11,000 million through Shelf Registration Program, which have been listed on the Exchange as of today, January 28, 2021. A Gong Ceremony was held at Pakistan Stock Exchange to mark the listing of the instrument. The gong was struck by the CEO of Bank Alfalah, Mr. Atif Bajwa, amidst the presence of the Members of the PSX Board, the MD & CEO of PSX, Mr. Farrukh H. Khan, and senior management of PSX, SECP and BAFL. Also present at the occasion were the senior management and representatives of Arif Habib Limited & Alfalah CLSA Securities, Joint Lead Managers & Arrangers to the Issue.

In his opening remarks, Mr. Farrukh Khan, the MD & CEO of PSX said, “It is indeed a very welcome and positive development for the debt market of Pakistan that Bank Alfalah has issued & listed its Tranche Series-A TFCs of Rs 11 Bn on the Exchange. Bank Alfalah has always been innovative whereby for the first time a shelf prospectus against issuance of Rs 50 Bn TFCs has been approved. Bank Alfalah has presence in both the brokerage and asset management industries and has recently become the first Market Maker of debt securities as well. I am very pleased that they are making their mark yet again on PSX through this innovative debt instrument, which will help provide depth and dynamism to the debt sector of the capital market of Pakistan”.

On this occasion, the CEO of Bank Alfalah, Mr. Atif Bajwa, stated, “Bank Alfalah would like to thank SECP and PSX for their continued efforts in promoting the capital markets of Pakistan. Our debt capital markets are still at a nascent stage and we appreciate the efforts of all the stakeholders to develop this market based on global best practices. Sharing the same vision, we at Bank Alfalah believe that an efficient and well developed debt market will open up additional avenues for corporates and investors for sources of funding and investments respectively”.

Speaking on the occasion, Mr. Arif Habib, Chairman - Arif Habib Group, stated, “I congratulate Bank Alfalah on the successful issuance of their Medium Term Note. I also congratulate the SECP and Pakistan Stock Exchange for successfully facilitating issuers. There was a time when we, as Consultants, would approach the SECP or the Stock Exchange for facilitation of a new issue but, since the last two years, we have not felt the need to make the first call for new issuances. The SECP and the Stock Exchange would already be standing with us to facilitate issuers on the equity and debt sectors of the capital market”.

Congratulating Bank Alfalah on the successful issuance of their new debt instrument, Mr. Sulaiman Mehdi, Chairman of the PSX Board, stated, “It is a proud moment for our capital market that the first tranche of Rs 11 Bn of the debt issue by Bank Alfalah has already been oversubscribed. Bank Alfalah was also the first bank to be the Market Maker in Pakistan. It surely reflects upon their commitment to Pakistan’s debt market and their innovative thinking”.  He further stated, “It is for the first time that we are seeing such close coordination between State Bank, SECP, PSX, and the entire financial industry; all are working towards reforms and development of the capital market. I congratulate not only Bank Alfalah, but also all the market participants and stakeholders who worked in tandem to bring about this innovative product on the debt market successfully”.

In his congratulatory note, Chairman, SECP, Mr. Aamir Khan, stated, “The launch of the first Medium Term Note Program has come about mostly due to the visionary leadership at Bank Alfalah but it is also heartening to see the combined efforts by all stakeholders in this regard. This issue is a very good omen for the future of debt capital market of Pakistan as recent changes in National Savings Schemes to restrict institutional investors have left the field wide open”. He further stated, “A well-developed corporate bond market is essential for the growth of the economy and currently the size of listed corporate debt market in Pakistan stands at less than 1% of GDP. It is in this backdrop, that Bank Alfalah’s MTN will encourage other market participants to tap the capital markets for their liquidity needs and foster competition in the market”.

In his remarks on the new debt issue by Bank Alfalah, Mr. Shauzab Ali, Commissioner SECP, stated, “While looking at the new debt instrument issued by Bank Alfalah and their record in developing the debt market, I am very happy to note that they have offered so much to the investors and have set high standards as role models for others to follow”.

Mr. Ali Sultan, Group Head - Global Treasury & Capital Markets at Bank Alfalah, added, “We have always strived for innovation and are proud that BAFL MTN is the first time in Pakistan that a shelf prospectus has been approved for issuance of TFCs. We are encouraged to continue with our efforts, given the strong response and oversubscription of the transaction which attracted a diverse investor base including Employee Funds, Foundations, Corporates and non-banking institutions”.

The conference aimed to bring together Principals of PASCH Schools of the Northern South Asian region, who are supported by the Goethe-Institut.

For this initiative, Goethe-Institut partnered with leading schools in some of the major cities in Pakistan. Schools in Karachi, Lahore, Islamabad, Peshawar and Rawalpindi were engaged in the first virtual PASCH principals' conference.

During the three-day conference, the PASCH-Initiative and its goals were discussed in detail and the resulting perspectives for students in South Asia were explored together with the school principals.

Speaking on the occasion, Ms Veronika Taranzinskaja, PASCH Head of South Asia said, "The conference brought discourse and reflection on interconnecting educational issues. The digital format of the conference did not allow for real encounters, but we were able to create an intimate exchange between principals and their representatives across the borders of India, Nepal, Bangladesh, Pakistan and Iran."

On the first day of the conference, the guests were welcomed by Dr Berthold Franke, Director of the Regional Institute New Delhi and Head of the South Asia Region, followed by Dr Christoph Veldhues, Head of Language Department, Goethe-Institut Munich. The Cultural and Visa Department of the German Embassy, New Delhi supported the conference with opening remarks on the role of the PASCH-Network in South Asia and also with important tips on Visa-Application for Germany.

The main objectives of PASCH Initiative were introduced such as awakening interest and enthusiasm for Germany, motivating young people to learn German, to create intercultural understanding, by creating spaces for transcultural interaction between students.

A presentation of the PASCH projects in 2020/2021 was given by Ms Veronika Taranzinskaja.

The school principals also received information from the DAAD on living, studying and working in Germany. The representatives of the AHK with the Pro Recognition project showed which professional perspectives, graduates from South Asia can expect, especially with regard to apprenticeships and what support for the recognition of qualifications from Pro Recognition looks like in concrete terms.

A model was also presented on how professional orientation at PASCH schools could take place. Numerous school principals showed interest in the same.

During the Barcamp on the second day of the conference; the school principals brought up current educational topics from everyday school life. Motivating contributions were made on the topics of “building the alumni network”, “learning in the new world” and “classroom management in online learning”, which led to constructive discussions.

Dr Steinmetz, a Specialist STEM vocabulary in GFL lessons and co-author of "German for Engineers", 2018, explained how the promotion of technical language in STEM clubs at PASCH schools could be done. This topic holds a lot of importance for the South Asian high school graduates, as most of them choose Germany as their place of study and opt for STEM-relevant subjects.

A lot of variety and hilarity were brought by the workshop "These Strange German Ways", conducted by Mrs. Puneet Kaur, Head German in 1000 Schools.   Principals also approached the German language in a "Learn German 1" course.

About the PASCH initiative: PASCH is an initiative of the Federal Foreign Office in cooperation with the Central Agency for Schools Abroad (ZfA), the Goethe-Institut, the German Academic Exchange Service (DAAD) and the Educational Exchange Service (PAD) of the Secretariat of the Standing Conference of the Ministers of Education and Cultural Affairs of the Länder in the Federal Republic of Germany.

ADB’s new 5-year partnership strategy to lift Pakistan’s growth, resilience, competitiveness

Pakistan needs nearly $6 billion annual investment for water supply, sanitation: ADB

ISLAMABAD (App - Jan 27): The Asian Development Bank (ADB) has endorsed a new 5-year country partnership strategy (CPS) to help restore economic stability and growth in Pakistan, enhance people’s well-being, create jobs, and expand economic opportunities as the country works to overcome the coronavirus disease (COVID-19) pandemic.

The pandemic has interrupted the macroeconomic recovery in Pakistan, resulting in a sharp contraction in growth, a rise in public expenditures, and a loosening of monetary policy to mitigate the health and economic impacts, according to ADB press statement issued on Wednesday.

“As with many countries in the region, COVID-19 has affected Pakistan, revealing the extent to which the population is exposed to economic and social vulnerabilities,” said ADB Director General for Central and West Asia Eugene Zhukov.

“The new CPS 2021–2025 will build greater resilience of the population and help tackle Pakistan’s persistent structural challenges,” Zhukov added.

ADB’s assistance over the next 5 years prioritizes support for three interlinked pillars including improving economic management, building resilience through human capital development and social protection, and boosting competitiveness and private sector development.

ADB will support macroeconomic stabilization in Pakistan and maintain support for reforms to improve the country’s trade prospects and external positions.

ADB would continue to help improve the energy sector through reforms and sovereign and non-sovereign investments and would continue deepening and diversifying Pakistan’s financial markets to promote investment, growth, and private sector development.

Under the CPS, ADB will expand investments and help accelerate reforms in secondary education and technical and vocational education and training.

ADB will address the challenge of out-of-school children and target children from poor and vulnerable households, the statement said.

ADB has helped expand cash transfers to the poor and will bolster evidence-based policy formulation through a newly established policy research unit and aimed to improve health care and will continue to help manage public health issues, including the COVID-19 pandemic.

To boost competitiveness and private sector development, ADB would focus on building livable cities, promoting renewable energy and energy efficiency, and investing in rural infrastructure.

Besides, it would seek to strengthen agricultural value chains, improve connectivity, and increase access to finance.

“The government has expressed its strong commitment to the ongoing International Monetary Fund Extended Fund Facility program,” said ADB Country Director for Pakistan Xiaohong Yang.

“The CPS places a strong focus on combining reforms with physical and social investments to improve sustainability and generate lasting development impact,” Yang added.

ADB will play a pivotal role in supporting Pakistan to attract private sector investment in renewable energy, small and medium-sized enterprises, trade, and supply chain finance.

Through its recently issued local currency Karakoram bonds, ADB expects to expand opportunities for financing priority sector projects in which the bank was not previously present, including agribusiness and social sectors.

In addition, ADB would explore more public–private partnership opportunities for Pakistan.

Women in Pakistan are less economically active and underrepresented in skilled jobs. ADB would continue to promote women’s economic empowerment and enhance women’s resilience to external shocks.

The bank aims to increase women’s access to financial services, raise women’s skills and education levels, and bolster social protection under the Ehsaas Kafalat program.

The statement said ADB would continue to boost Pakistan’s resilience to climate change and strengthen adaptation and disaster risk management.

Under the Central Asia Regional Economic Cooperation Program, ADB would continue to promote regional connectivity and trade with Pakistan’s neighbors by developing economic corridors and improving border crossings.

This will facilitate cross-border trade and supply-chain efficiency by simplifying customs procedures and setting up a Pakistan single window.

ADB’s CPS 2021–2025 is aligned with Pakistan’s development vision, ADB’s Strategy 2030, and the Sustainable Development Goals.
