Banking Sector Backs Federal Budget 2025–26 to Drive Inclusive Growth and Economic Stability

Banking Sector Backs Federal Budget 2025–26 to Drive Inclusive Growth and Economic Stability

Karachi:  As a key partner in Pakistan's economic development, the banking sector—under the aegis of the Pakistan Banks Association (PBA)—continues to play a vital role in supporting national priorities and advancing structural reforms. In close coordination with the Ministry of Finance (MoF), the State Bank of Pakistan (SBP) and other partners across the ecosystem, under the leadership of Honorable Finance Minister and the Governor SBP, the sector is proud to contribute to a series of transformative initiatives introduced in the Federal Budget 2025–26.

PBA played a catalytic role in closing the PKR 1.275 trillion Circular Debt Resolution transaction—one of Pakistan's largest and most complex financing efforts. Working closely with MoF, SBP, and the Central Power Purchasing Agency (CPPA), the Association reached a consensus on many intricate issues and secured vital regulatory concessions to make the deal viable for all stakeholders. This cashflow-backed solution with additional burden on the consumer is expected to stabilise the power sector and reduce electricity costs for consumers.

Among the most forward-looking initiatives in this year's budget is the National Subsistence Farmers Support Initiative (NSFSI), launched to support smallholder farmers. The program offers digital, cashflow-based loans of up to PKR 1 million, disbursed directly to farmers' wallets and redeemable at POS-enabled merchants for key agri-inputs. It will also provide tech-enabled agri-advisory services, promoting more inclusive rural financing dovetailed with Electronic Warehouse Receipt (eWhR) solution.

Similarly, the SME sector has gained renewed momentum. The SBP-led SME Risk Coverage Scheme, introduced last year, has disbursed over PKR 311 billion to 95,000+ businesses. As a result, SME financing has grown 36% to PKR 641 billion, with beneficiaries up 51%, bringing the Rs. 1.1 trillion credit target by 2028 within reach.

A government-backed subsidy scheme is being launched to support affordable housing for Pakistan's low- to middle-income buyers. With the support from the banking sector, the scheme will offer 20-year mortgages at subsidised rates, helping to raise the mortgage-to-GDP ratio from 0.3% to 5% by 2030.

To accelerate Pakistan's transition towards a greener and more inclusive mobility ecosystem, the government is launching a targeted financing scheme for electric 2-wheelers and 3-wheelers. Under this program—developed in close collaboration with the PBA and the banking industry—subsidised, collateral-light loans will be offered to eligible individuals, particularly gig workers, women, and small business owners. This initiative not only reduces carbon emissions, urban noise and air pollution but also meaningfully improves cost savings for the average citizen, especially amid rising fuel prices.

Youth, as a key driver of economic growth and innovation, remain central to the government's development agenda. Under the Prime Minister's Youth Business and Agriculture Loan Scheme, a PKR 200 billion disbursement target has been set to provide concessional financing to MSMEs, with a focus on the agriculture sector. The scheme also includes green loans of up to PKR 2.5 million to solarise diesel-powered tube wells—advancing a more sustainable and climate-resilient agri-economy.

In a landmark move, Pakistan's banking sector, in collaboration with the British Asian Trust (BAT), is launching the country's first-ever Pakistan Skills Impact Bond (PSIB)—a breakthrough instrument that shifts from traditional, target-based funding to outcome-based financing, where success is measured by real employment outcomes. Pakistan's technical and vocational education sector has long struggled with input-based funding models, limited accountability, and a growing gap between skills supply and labour market needs.  The idea is to attract global outcome funders and CSR contributors to scale the model. This represents a transformative step toward results-driven public finance and inclusive economic growth.

Zafar Masud, Chairman PBA, said, "These bold reforms and targeted interventions underscore the evolving role of the banking industry—not merely as a financial intermediary but as a strategic driver of national transformation. As a key enabler, the PBA continues to lead from the front—fostering collaboration between the public and private sectors, shaping progressive policy dialogue, and championing innovation that delivers real impact."

As Pakistan charts its course towards economic stability, inclusive growth, and long-term resilience, the banking sector remains deeply committed to aligning with the nation's development agenda.

PTCL will provide core telecommunications infrastructure, including the largest fiber cable network that spans from Khyber to Karachi, as well as submarine cables connecting Pakistan to the world. Telco Integrators will serve as Kacific's local service enabler, supporting the deployment and operation of satellite-powered internet, broadband, and network services across Pakistan. Heat-Prone Cities of Sindh Unveil Heat Action Plans as AKU and PDMA Strengthen Local Climate Resilience

Karachi: In a significant move to strengthen preparedness for rising temperatures, the Centre of Excellence for Trauma and Emergencies (CETE) at Aga Khan University (AKU), in collaboration with the Provincial Disaster Management Authority (PDMA) Sindh, hosted a City Heat Action Plan Consultative Meeting on Friday, June 20, 2025.

The event marked a milestone in the HEAT (Heat Emergency Awareness and Treatment) project, funded by Elrha (Enhancing Learning and Research for Humanitarian Assistance), a UK-based humanitarian funding body. It brought together over 20 senior government officials—including Assistant Commissioners, Additional Deputy Commissioners, and District Health Officers—from five of Sindh's most heat-prone cities: Hyderabad, Dadu, Larkano, Mirpurkhas, and Naushero Feroze.
Over the past year, CETE and PDMA Sindh have supported local authorities in developing tailored Heat Action Plans focused on early warning systems, public awareness, emergency health response, and interdepartmental coordination. These cities were selected by PDMA based on their acute vulnerability to recurring extreme heat events.

"Each year, extreme heat pushes our healthcare systems to the brink and endangers lives, especially in vulnerable districts," said Mr. Syed Shayan Shah, Director Operations, PDMA Sindh. "These Heat Action Plans give our local administrations concrete protocols: when to issue warnings, how to coordinate ambulance services, where to set up heat relief camps. It's the kind of structured, city-level preparedness Sindh urgently needs."

This initiative comes at a critical time. Millions across Sindh—especially low-income households, the elderly, outdoor workers, and residents of informal settlements—remain at high risk during heatwaves due to limited access to cooling and routine power outages. The 2024 heatwave alone led to 5,358 hospital admissions for heat-related illnesses and 158 livestock deaths. Between April and May 2025, PDMA reports confirmed treatment of 675 heatstroke cases across the province. Overall, an estimated 8.6 million people across 26 districts in Sindh face heightened food insecurity due to compounding heat and drought risks.

Healthcare infrastructure continues to be strained during such events. Emergency centers often face shortages of basic supplies like IV fluids, oxygen, and cooling beds, while clinics report long wait times and admission delays, further contributing to fatalities.

"We are proud to have supported city administrations in building these action plans," added Mr Zaheer Chaand, Project Lead for HEAT at CETE, AKU. "This is a locally driven, evidence-informed effort that puts climate adaptation in the hands of those closest to the communities."

The initiative showcases a replicable, city-led model of climate resilience, empowering local governments with the tools to protect lives amid growing climate extremes.

From Glaciers to Deltas: Voices from the Roof of the World Launches Season Four

From Glaciers to Deltas: Voices from the Roof of the World Launches Season Four

According to a report by the UN Trade and Development (UNCTAD), least developed countries contribute to 1.1% of global CO2 emissions from fossil fuels and industry, yet 69% of climate related disaster deaths over the past 50 years occurred in these countries.

Voices from the Roof of the World (VRW), the award-winning documentary series, is expanding its lens beyond the towering ranges of Central and South Asia to uncover urgent environmental stories in affected regions. These include deltas, deserts, forests, and underground systems – areas often overlooked in global climate conversations. The series has begun production on its fourth season scheduled to air in the last quarter of 2025.

From the heart of the Pamir mountains in Tajikistan to the treacherous glaciers of Kyrgyzstan, the arid salt ranges of Pakistan's Punjab to the fertile forests and rivers in Nepal, Season Four of VRW will take viewers on a vivid journey across Pakistan, India, Nepal, Kyrgyzstan, Tajikistan, Uzbekistan.

VRW aims to amplify the voices of those most affected and reveal how climate change is reshaping lives and landscapes—and how people are responding with resilience, ingenuity, and deep cultural solutions. The stories are deeply rooted in place yet echo a global concern—how do we react in the face of environmental breakdown?

The series is a joint production of the Aga Khan University (AKU) and the Aga Khan Agency for Habitat. It is generously supported by the Prince Sadruddin Aga Khan Fund for the Environment, Ross Beaty, the Sitka Foundation, Jenabai Hussainali Shariff Family, Gulshan Kassamali Jiva Family, and Aga Khan Foundation.

"We are deeply grateful to our long-standing and new supporters alike," says AKU President Sulaiman Shahabuddin. "Their backing has been instrumental in bringing these stories to life—stories that aim to inspire policymakers, business leaders, and the public to take meaningful action to reverse climate change, halt ecological destruction, and conserve the planet's natural resources."

"By funding and mentoring local filmmakers, including many talented women, we
are helping them spread awareness of the severity of the climate crisis impacting the people
and wildlife of their home region," says Andrew Tkach, VRW's Executive Producer and multi-Emmy Award winner.

VRW's documentary episodes have received both international and local acclaim, winning 18 awards to date. These include the John B. Oakes Award for Distinguished Reporting on the Environment (2023), the Yugo BAFTA Student Film Award in Documentary (2024), and prizes at the International Nature and Environmental Protection Film Festival in Hungary and the Nepal European Union Film Festival. LUMS Hosts UX Pakistan 2025: The Country's Largest Design Conference Promoting Human-Centered Innovation for National Transformation

Lahore:  The Lahore University of Management Sciences (LUMS) recently hosted the 8th edition of UX Pakistan 2025, the country's largest and longest-running design conference, bringing together a vibrant assembly of designers, technologists, educators, and thought leaders from across Pakistan and beyond. With the theme "Design for Social Impact", the two-day event marked a pivotal moment in the national discourse on design, positioning it not just as an aesthetic tool but as a strategic force for societal transformation.

This year's conference featured design leaders challenging the status quo, urging a shift from traditional, surface-level interpretations of design toward its strategic application in addressing Pakistan's most pressing challenges—from inclusive education and public health to climate resilience and equitable urban development.

Design in Pakistan has evolved beyond simply creating user interfaces; it now encompasses systems thinking, strategic planning, and a focus on social equity. The UX Pakistan conference serves as a call to action, aiming to establish design as a vital driver of human-centered innovation across both public and private sectors.

Now a cornerstone initiative in the local design ecosystem, UX Pakistan began as a student-led movement at LUMS and has evolved into a national platform for design discourse and action. This year's conference not only featured keynote presentations and panel discussions by influential speakers but also served as the launchpad for Design for Pakistan, an impactful new initiative aimed at institutionalising design-led thinking and practice across academia, government, and industry.

Design for Pakistan aims to move beyond advocacy by establishing a practical, actionable framework for integrating design into national development. It will focus on modernising academic curricula, launching design fellowships, building cross-sector partnerships, and supporting governments in co-creating public services grounded in empathy and real-world context.

In a country where Sustainable Development Goals (SDGs) remain an urgent priority, the event spotlighted how design can serve as a practical, iterative tool to shape localised solutions that are both intelligent and scalable.
As Pakistan continues to navigate complex social, economic, and environmental challenges, UX Pakistan 2025 has reemphasised the need to cultivate a national design culture—one that is rooted in local context and driven by impact, not imitation.

With the excitement of this year's conference still strong, the message from LUMS is clear: Pakistan doesn't need to catch up with global design trends; it needs to chart its own path, and the time to do that is now.

Since its launch in 2015, Fresh Finds has supported nearly 70,000 artists, becoming a global pipeline for new talent and a key discovery engine across genres.

In 2024, over 18,000 artists from 127 countries were featured on Fresh Finds playlists and more than 65 million artist discoveries were driven by Fresh Finds last year alone. The Fresh Finds ecosystem includes both global and local playlists, and a wide range of genre-based collections. Curated by over 30 Spotify editors worldwide, these playlists are built using data, artist submissions, research, and editorial instinct. On average, artists see their new listeners and international streams more than double in the month after being added to Fresh Finds ecosystem.

Launched in late 2021, Fresh Finds Pakistan playlist features upcoming artists from the country. Spotify revealed that the top breakout artists featured on the Pakistan Fresh Finds Playlist in the last three years include, AURAfusicAli SoomroAli RazaAli & Shjr and Zeeshan Ali, all of whom have captured mainly young audiences with their distinct voices and innovative sounds.

With nearly 80% of its listeners under the age of 35  and over 40% under 24, the Fresh Finds Pakistan playlist clearly strikes a chord with young listeners, highlighting its strong appeal among Gen-Z and young millennial fans. Listenership from Gen Z has grown by 172% year over year, proving their hunger for fresh sounds and boundary-pushing talent.

"One of the latest exciting stories of Fresh Finds from Pakistan is Afusic. When we featured him on the playlist cover of Fresh Finds just two months ago, it was clear that his music had something special. To date, over half the artists first featured on Fresh Finds are later added to other Spotify editorial playlists - just like Afusic, whose songs now appear on Hot Hits Pakistan, Paka Hit Hai, and Desi Hits. His track Pal Pal with Ali Soomro has resonated with listeners around the world, climbing to the number one spot in several countries", said Rutaba Yaqub, Artist & Label Partnerships Manager at Spotify for Pakistan and UAE.

Hip-hop has seen a significant rise in popularity among Pakistan's youth, with rap and hip-hop streams in Fresh Finds Pakistan increasing by 55% and 50% respectively over the past three years. Desi hip-hop also experienced strong growth, with a 41% increase in streams. The playlist's global traction continues to grow, with top streaming countries including the US, Singapore, Australia, France, and Denmark — highlighting the international appeal of these emerging Pakistani artists.

At a time when discovery and audience-building are more fragmented and competitive than ever, the Fresh Finds program continues to prove the power of curated editorial support in elevating emerging artists. To celebrate a decade of impact, Spotify has launched a special 10-year anniversary playlist, available here. For more insights and details, visit the Spotify Newsroom  here.
