’جب ہم پولیس کے پاس پہنچے تو سب سے پہلے انھوں نے ہماری ذات پوچھی، ذات بتانے پر نیچے کھڑا رہنے کے لیے کہہ دیا۔ گندی گندی گالیاں دے کر ہمارا مذاق اڑانے لگے۔ دو گھنٹے کی منت سماجت کے بعد وہ چارپائی سے اٹھے۔ مجھے کئی بار ان کے پیر چھونے پڑے۔‘
یہ کہنا ہے بھارت کی شمالی ریاست اترپریش کے بدایوں ضلع میں اجتماعی زیادتی کے بعد قتل کی جانے والی دو لڑکیوں میں سے ایک کے والد کا۔
ضلع کے کٹرا شہادت گنج گاؤں میں پولیس کے خلاف بہت غصہ ہے۔ متاثرہ خاندانوں کو لگتا ہے کہ اگر پولیس ان کی مدد کرتی تو ان کی بیٹیاں بچ سکتی تھیں۔
متاثرین کا الزام ہے کہ ملزم اور پولیس والے ایک ہی ذات کے تھے اس لیے پولیس نے ملزمان کی ہی مدد کی۔
ایک مقتولہ کے والد کہتے ہیں ’سپاہی سرویش یادو نے گاؤں جا کر ملزمان کو بھگانے میں مدد کی۔ لیکن ایک ملزم کو میں نے پکڑ لیا تھا۔ پولیس کی پوچھ گچھ میں اس نے اعتراف کیا تھا کہ لڑکیاں اس کے گھر پر ہیں۔ اس کے باوجود لڑکیوں کو برآمد کرنے کی کوشش کرنے کے بجائے سپاہی سرویش نے کہا کہ دو گھنٹے بعد تمہاری لڑکیاں مل جائیں گی۔‘
انھوں نے مزید کہا ’دو گھنٹے گذر گئے لیکن لڑکیاں نہیں ملیں۔ پولیس سے پھر پوچھا تو کہا کہ لڑکیاں نہیں ہیں جاؤ جا کر ڈھونڈو کہیں درخت پر لٹکی مل جائیں گی۔‘
انھوں نے الزام لگایا کہ بچیوں کی لاش ملنے کے بعد بھی پولیس نے متاثرہ خاندان کی کوئی مدد نہیں کی۔
’پولیس نے ہماری مدد کرنے کے بجائے ملزمان کی ہی مدد کی۔ ہماری بیٹیاں چار بجے تک درخت پر لٹکی رہیں۔ اس کے بعد ہی پولیس نے ہماری کوئی بات سنی۔‘
متاثرہ خاندان اب معاملے کی سی بی آئی جانچ کا مطالبہ کر رہے ہیں۔ لڑکی کے والد کہتے ہیں ’ہمیں یہاں کی پولیس پر کوئی بھروسہ نہیں ہے۔ ہماری بیٹیوں کی لاشیں درخت سے لٹکی رہیں اور ملزم کھلے گھومتے رہے۔‘
واضح رہے کہ پولیس کے مطابق پوسٹ مارٹم رپورٹ میں ان لڑکیوں کے ساتھ اجتماعی زیادتی اور انھیں لٹکا کر پھانسی دینے سے موت واقعہ ہونے کی تصدیق ہوئی ہے۔
لڑکیوں کی عمر 14 اور 15 سال تھی اور وہ رشتے کی بہنیں تھیں۔ ان کا تعلق ایک ایسے طبقے سے بتایا جاتا ہے جنھیں نچلی ذات سے کہا جاتا ہے۔
مبصرین کا خیال ہے کہ بھارت میں ریپ کے واقعات کی روک تھام کے لیے قوانین سخت کیے گئے ہیں تاہم اس میں کمی نظر نہیں آ رہی ہے۔
واضح رہے کہ دسمبر سنہ 2012 میں دارالحکومت دہلی میں ایک چلتی بس میں اجتماعی ریپ کے واقعے میں ایک طالبہ کی موت کے بعد ملک بھر میں زبردست احتجاج کیا گیا تھا اور اسی کے نتیجے میں اس وقت موجود قانون میں مزید سختی کی گئی تھی۔

Three arrested, including one policeman, after two teenage Dalit sisters found dead in Uttar Pradesh state.
Two teenage girls have been found dead, hanging from a tree in a northern Indian village after they were gang-raped by five men, police said on Thursday.
A post-mortem report indicated that the sisters, previously reported to have been cousins, from the low-caste Dalit community, aged 14 and 15, hanged themselves late on Tuesday after the attack in a village in the Budaun district of Uttar Pradesh state.
"The report suggests ante-mortem hanging, which means the girls probably committed suicide. But we will take into account all aspects before coming to a conclusion," Atul Saxena, Budaun's police chief, told the AFP news agency.
Police have arrested three people, including one police officer, the AP news agency reported.
Authorities are looking for two more suspects, including one constable involved.
In total, "five persons have been named", Superintendent of Police Maan Singh Chouhan told reporters.
The two Dalit girls were found hanging from a tree on Wednesday morning in their village after they went missing the night before, according to Saxena.
He said the arrests were made after villagers blocked the main highway near Katra village to protest against alleged police apathy and inaction. Senior Uttar Pradesh government officials ordered the arrests.
Saxena said that the head of Katra's police station had been suspended for not acting immediately when the girls' family complained they were missing.
The National Commission for Women, a women's rights group that operates throughout the country, has reportedly sent a team to investigate the incident, according to local media.
As Al Jazeera previously reported, cases involving rape and violence of Dalit community members are often ignored by authorities because of their "untouchable" caste status in Indian society. Mostly landless labourers, Dalits face discrimination and absolute poverty.
On Friday, Amnesty International released a statement calling on authorities to thoroughly investigate gang-rape and murder of Dalit girls.
“Despite the existence of constitutional safeguards and special laws, Dalits across India – and Dalit women in particular - face multiple levels of discrimination and violence,” said Divya Iyer, Senior Researcher at Amnesty International India.
India tightened its anti-rape laws last year after nationwide protests over a crime considered rampant in the country.
Records show a rape is committed every 22 minutes across the country of 1.2 billion people, though activists say that number is low because many victims are reluctant to come forward.

Muslim retail and consumer groups in Malaysia on Thursday called for a boycott of products made by Britain-based confectioner Cadbury and its parent Mondelez International Inc, after two chocolate varieties were found to have infringed Islamic rules by containing pork DNA.
Cadbury Malaysia on Monday recalled the Dairy Milk chocolates after the finding by Malaysian authorities in a random test.
Products in the Muslim majority Southeast Asian nation are regularly checked to ensure they are halal, or permissible according to Islamic law.
Cadbury Malaysia only sells to the local market. Mondelez's Malaysia sales are a small fraction of the around 15 percent of its revenues that come from the Asia-Pacific region, but concerns over halal standards could jeopardise sales in bigger Muslim markets, such as Indonesia and the Middle East.
A Muslim retail group said on Thursday the 800 stores it represents would be asked to stop selling all products made by Cadbury, Mondelez and U.S. food giant Kraft, which acquired Cadbury in 2010 in a $19-billion deal.
Kraft subsequently spun off its North American grocery business as Kraft Foods Group. Mondelez is the name of what remains of Kraft Foods Inc after the spin-off. Its brands include Oreo cookies and Ritz crackers, which were among more than a dozen products the Muslim groups urged Malaysians to boycott.
"This will teach all companies in Malaysia to maintain and protect the sensitivities of Malaysians," Sheikh Abdul Kareem Khadaied, the head of research with the Muslim Consumers Association Malaysia, told a news conference in Kuala Lumpur.
the companies should have apologised and recalled all their products voluntarily.
"This is an issue that cuts across religion," he told Reuters. "It affects the vegetarians as much as it affects the Muslims."
Cadbury Malaysia said in a statement this week that it was working closely with the Islamic Affairs Department to ensure its products meet halal guidelines. It said the authorities were running more tests and would announce the results within a week.
A spokeswoman for Cadbury Malaysia declined to respond on Thursday to the call for a nationwide boycott.
The Muslim retail and consumer groups said a full boycott of Cadbury and other products was needed because the contamination was unlikely to have been limited to just the two types of chocolate.
"Although only two products were listed as contaminated, since the same mechanism is used to produce other products, doubt exists in our minds that all products could be exposed to the same contamination," said Bazeer Ahmad, an adviser with the Malaysian Muslim Wholesalers and Retailers Association.
Besides pork, items considered non-halal by Muslims include alcohol and the meat of animals and birds that have not been slaughtered according to Islamic rites.

Indian police are hunting a gang of men responsible for raping and killing two teenage girls and then hanging them from a tree.
The attack reportedly took place on Tuesday night, in the village of Karta in the Uttar Pradesh region, UK newspaper The Mirror reported.
The girls, who are from the low-caste Dalit community, vanished after stepping out from their homes to go to the bathroom, Indian news outlet NDTV reported.
In the morning, their bodies were found hanging from trees in an orchard, with post mortem examinations confirming they had been raped before their murder.
Unfruitful investigation
The families of the girls – who searched through the night in an attempt to find them – say that police initially refused to investigate their disappearance, and allege that five men in the village are responsible.
However, only one arrest has so far been made.
In response, villagers blocked a road to protest what they deemed as “alleged police apathy,” also filing allegations that two local policemen had protected some of the men responsible.

Iranian judge summons Facebook CEO after citizens complain of breach of privacy
DUBAI (Reuters) – A conservative Iranian court opened a case against instant messaging services WhatsApp and Instagram while also summoning Facebook CEO Mark Zuckerberg over complaints of privacy violation, state news agency ISNA reported on Tuesday.
The case underscores the growing struggle between moderate Iranian president Hassan Rouhani’s drive to increase Internet freedoms and demands by the conservative judiciary for tighter controls.
The Iranian court in the southern province of Fars opened the cases against the social networks after citizens complained of breaches of privacy.
“According to the court’s ruling, the Zionist director of the company of Facebook, or his official attorney must appear in court to defend himself and pay for possible losses,” said Ruhollah Momen-Nasab, an Iranian internet official, according to state news agency ISNA, referring to Zuckerberg’s Jewish background.
Zuckerberg, whose company owns WhatsApp and Instagram, is unlikely to heed the summons.
Iran is still under international sanctions over its disputed nuclear activities and it is difficult for U.S. citizens to secure travel visas, even if they want to visit.
Internet use is high in Iran, partly because many young Iranians turn to it to bypass an official ban on Western cultural products, and Tehran occasionally filters popular websites such as Twitter and Facebook.
Rouhani, in remarks that challenge hardliners who have stepped up measures to censor the Web, said earlier this month that Iran should embrace the Internet rather than see it as a threat.
A Rouhani administration official said Iran would loosen Internet censorship by introducing “smart filtering”, which only keeps out sites the Islamic government considers immoral.

Obama to authorize training of Syrian rebels to counter al Qaeda-linked extremists
(by AFP) US President Barack Obama will authorize US troops to train selected Syrian rebels, in order to counter the rising power of al-Qaeda-linked extremists, a US newspaper reported Tuesday.
The White House did not confirm or deny the plan, but said it was “constantly considering available options to combat the terrorist threat emanating from Syria and to facilitate an end to the crisis.”
The State Department would also not comment.
“The current policy approach continues to be strengthening the moderate opposition, which offers an alternative to the brutal Assad regime and the more extremist elements within the opposition,” spokeswoman Jen Psaki told reporters.
Officially, US support for Syrian rebels has been limited to non-lethal aid amounting to $287 million, though the CIA reportedly participates in a secret program to train moderate rebels in Jordan.
Obama may announce the new US position during a speech Wednesday at the West Point military academy.
“The president will make clear his intention to expand our support to the moderate Syrian operation and increase our support to Syria’s neighbors, who are dealing with the terrorist threats emanating from the situation Assad has created in Syria,” a senior administration official told the Wall Street Journal.
The president will not give details on how many rebels would be trained nor where their training would take place, the report said.
This position is the culmination of a year of discussions within Washington, which is torn between a desire to pressure the Syrian regime and the fear of being drawn into a new Mideast conflict.
But the rise of extremist rebel groups linked to al-Qaeda, and the pressure exerted by US allies in the region, in particular Saudi Arabia, have forced the decision, the Wall Street Journal reported.
In recent weeks, Syrian rebels have reported receiving US-made TOW anti-tank missiles, without making clear whether the missiles were sent by Washington or by Saudi Arabia with US approval.
The “more than 20″ missiles were provided to the Hazm movement, part of the opposition Free Syrian Army, which brings together mainly ex-army officers and soldiers who defected from the military to join the revolt, a rebel source told AFP.
“More have been promised should it be proven that the missiles are being used in an effective way,” the source said.

A HUNGARIAN man has taken the term "chopper" all too literally - by building a motorcycle made entirely from WOOD. Istvan Puskas, from the village of Tiszaörs, has wowed his fellow countrymen with his latest custom-built ride. The three-seater - including its wheels - is constructed entirely from pine, with handlebars made from the horns of Hungarian Grey Cattle. The 52-year-old, a tractor driver at a nearby agricultural firm, has been using his extreme wood-whittling skills to create vehicles for the last decade. The three-wheeler, his latest masterpiece, took six months to built and has a top speed of 20kph.

Taseer's son remains in captivity of terrorists for two years now. Authorities in Khyber Pakhtoon Khwa have removed chapters on Bacha Khan (Khan Abdul Ghaffar Khan) the noted Pakhtoon leader and his poet son, Ghani Khan from the history syllabus in schools.
Ghaffar Khan, an associate of Mahatma Gandhi and known as the Frontier Gandhi for his beliefs in non violence and his poet-philosopher son were presumably targets of radical elements. Rashid Rehman Khan, a lawyer and human rights' activist, was shot dead in Multan on May 7 because he supported those accused of blasphemy while the mother of a young polio victim was gunned down by the Taliban in Karachi.
One of Pakistan's best known journalists, Hamid Mir survived six bullets pumped into him for daring to talk about missing persons of Balochistan despite being warned against doing this, while another journalist, Raza Rumi escaped an assassination attempt a few weeks ago. Bigotry and intolerance appear triumphant.
While there has been considerable commentary in Pakistan about what happened to Hamid Mir, there is silence about the fast unto death by a young Baloch Latif Johar who has been seeking the release of Zahid Baloch, Chairman of the Baloch Students' Organisation, who was abducted from Quetta on March 18, 2014.
Johar's statement announcing his fast is evocative. He said "I am a student. Studying, writing, learning, exploring are my hobbies. But all of this has become impossible for me, thanks to Pakistan. My friends disappear and end up dead, dumped on empty street-sides with blood-curdling scars on their bodies. My schools and colleges are turned into cozy military barracks. Uniformed men with guns surround the playground where school kids would circle not so long ago. Libraries closed and librarians 'missing,' they say." .... He adds "This quiet but peaceful struggle will continue till my last breath. I want to make it clear to the world that we strongly believe in a peaceful struggle which is why I am here willing to give up my own life for my nation rather than taking anyone else's."
Johar began his hunger strike on April 22 and his health is sinking but there has been no reaction from the authorities. There has bee hardly any coverage in the media barring one recent article in the Friday Times and he is not fasting in some remote part of Balochistan like Turbat or Kech but outside the Press Club.
The advisory that Hamid Mir had apparently not followed is being carefully observed by politicians, liberal thinkers and writers and all sections of the mainstream media. They are now more willing to talk about the girls that Boko Haram kidnapped in Nigeria than the Baloch boys that have disappeared, now believed tortured and killed
The world also does not care but there are some expatriate Baloch who have carried out their campaign on the social media and accessible to all those interested in knowing what might be happening in Balochistan.
On any given day, there are heartrending stories and only the strong can see some of the photographs of torture and killings of the Baloch. Although Pakistan authorities have fairly succeeded in converting Balochistan into a virtual padded cell, some screams do make their way to the outside world.
There are a few exceptions to this global silence. For instance, in the preface to her book, 'The Wrong Enemy' Carlotta Gal says 'In Balochistan, where the Pakistani military was waging a dirty war against Baloch nationalist rebels, disappearances of journalists and political activists were common.
Hundreds of Baloch were missing or detained. Many turned up dead. Cases of extra-judicial killings by Pakistani security forces became so frequent from 2006 to 2013 that human rights organisations described the practice as "kill and dump." She goes on to say "The ISI in particular was responsible for picking and threatening local journalists all over the country...... "
The Baloch voice remains muted in Pakistan and Balochistan; the rest of the world is too engrossed in Iran, Syria and Ukraine; the only interest is to vacate Afghanistan and Pakistan must be humoured till that happens and Indians are far too self-engrossed to think of anything else but their own elections.
Besides we seem too defensive that talking about human rights abuses in our neighbourhood would tantamount interference. This goes to the extent of not even talking about what is happening to Hindu families in the Punjab Province of Pakistan. Even so, Baloch expatriates, the few that there are in Europe and Canada have been staging protests is Berlin, London and Toronto. In recent days one can discern that the number of protests are spreading inside Pakistan.
According to the Human Rights Commission of Pakistan, there have been 292 enforced disappearances from Makran since 2004 that could be confirmed. However, the figure could be as high as 500. As many as 100 were found tortured and dumped, 150 detainees were released while 48 were still missing in April 2014.
In 2013 as many as 116 bodies were found across Balochistan of which 87 were identified by families who accused Pakistan's security agencies of perpetrating these atrocities. Strong arm methods mostly by the Frontier Corps and the Army to control the insurgency in Balochistan including the killing of innocent Shia Hazaras by Sunni militants of Ahle Sunnat Wal Jamat, a.k.a Lashkar-e-Jhangvi, have added to the sectarian conflicts apart from the Punjabi- Baloch problems.
The present phase of insurgency has been gathering momentum after the murder of Akbar Khan Bugti in August 2006. A recent example of this was the bomb-attack on the Rawalpindi-bound train at Sibi in early April killing 17 and injuring 46 others.
Explosives had been used, gas cylinders aboard the train aggravated the destruction and three bogies were gutted. Meanwhile, an Army operation, backed by the PAF jets and helicopter gun ships, was launched in the Mashky region of Awaran district in May, killing at least ten Baloch. Pakistani forces abducted persons from Panjgur, Dera Bugti and from the outskirts of Quetta, according to Baloch sources.
The Asian Human Rights Commission, citing BBC reports, has also urged that there were military operations in April in different parts of Balochistan and in the aerial attacks, 100 innocent people, including women and children were killed.
Despite all these detailed reports about disappearances and killings being available, including the discovery of a mass grave of more than 100 bodies three months ago, there has been very infrequent and scanty coverage in the international press and none in the Indian press.
The level of distrust among the Baloch and Pakistan's rulers is so deep and the gulf between them so wide that many Baloch nationalists feel that any effort to bring peace between the Baloch and the Pakistani state must have international guarantors. For that to happen there has to be international interest in the plight of the Baloch.
The image that emerges is that of a country whose rulers are becoming increasingly autocratic, whose military systems control the media through ruthless means, whose society is becoming increasingly fundamentalist and Islamic.
There are increasing pressures from militant sectarian groups who also function against ethnic minorities. Simultaneously there is a perceptible weakening of the liberal class with nowhere to go and this has been brought out some courageous analysts, and eminent journalists in Pakistan.
It may be argued by some that the extremist radical element is only a fringe element but that is not how it looks from the outside when the State is unable to either militarily defeat the radicals who indulge in violence or unable to make peace with them on its terms.

LG emphasizes simplicity in new G3 smartphone
NEW YORK (AP) — LG's new smartphone provides sharper pictures than other leading phones, while sporting a customizable keyboard that promises to make typing easier.
The G3 phone's high-resolution display has 538 pixels per inch. Most other phones are in the 300-pixel range, with a handful reaching the 400s. The phone's display measures 5.5 inches diagonally, yet the phone is only a tad larger and heavier thanSamsung's 5.1-inch Galaxy S5.
But the G3 lacks water resistance, a fingerprint reader and a heart-rate monitor — all of which are found in the S5.
In an interview Tuesday, U.S. marketing executive Chang Ma said LG wanted to emphasize simplicity and avoid loading the phone with features that are complex to use or don't work well. With water resistance, for instance, Ma said LG would have had to "sacrifice other key features and functions," including keeping the weight down and the device small enough to hold comfortably.
The G3 also promises fast auto-focusing and one-touch controls on its 13-megapixel camera. People will be able to unlock phones not with passcodes but a pattern of taps on the screen. The keyboard's height can be adjusted to make keys bigger or smaller, and users can choose which symbols appear on the bottom row.
But many of the innovations in the G3 are familiar. For instance, it offers a way to hide certain photos and video when lending a phone to others. Samsung's S5 has a similar feature.
LG said the phone will be available in a few markets this week, including its home country of South Korea. It will be available in the U.S. this summer through all major wireless carriers. Prices weren't announced.
LG has had trouble getting noticed for its smartphones in a market dominated by Samsung Electronics Co. and Apple Inc. According to Gartner, LG had a market share of less than 5 percent last year, in fourth place just behind Huawei. Samsung had a 31 percent market share last year and Apple had 16 percent.
Last year's G2 phone was notable for moving the power and volume controls to the back, which the company said made the phone easier to handle and less prone to drops. But the phone got little attention. The G Flex, a phone with a curved display, was expensive, and the benefits of the slight curve weren't apparent. LG also makes the Nexus 5 phone under Google's brand.
Ma said LG has learned from past launches and will emphasize not the specifications and the technology but the benefits that they provide.
