Govt to auction 40 new gas, oil exploration sites in Dec: F Minister Omar Ayub Khan


ISLAMABAD (APP): Federal Minister for Power and Petroleum, Omar Ayub Khan on Friday said that the petroleum sub-sector will be offering huge oil and gas exploration opportunities of around 40 new sites for which auction will be conducted in the month of December 2019.

In a meeting with German Ambassador Bernhard Schlangheck who called on him at his office, he said that Pakistan’s energy sector is fast flourishing as its sub-sower sector was offering around $60 billion market in its renewable energy generation, transmission and distribution system, said a press release.

Special Assistant to the Prime Minister on Petroleum, Nadeem Babar was also present during the meeting.

While apprising the German ambassador on the new Renewable Energy Policy, the federal minister said that for the first time the provinces have been given a major leading role in both decision making regarding new renewable energy projects as well as in their implementation.



A steering committee having due representation of all the provinces has been envisaged for this purpose in the Alternative Energy Development Board (AEDB), he added.

He said that government has formulated 25 years generation plan alongside transmission plan for commissioning new electricity projects in the country.

Nadeem Babar informed that a multi-years auction of bulk renewable energy projects is also under consideration on competitive bidding basis.

It will also be beneficial for manufacturing of renewable energy products i.e. solar plates and wind turbines in the country providing them a good size and term for their businesses besides creating considerable job opportunities in Pakistan, he added.

Regarding exploration of new oil and gas reservoirs, the German ambassador was apprised that due to absence of clear globally acceptable policy for exploration, there was little exploration as compared to the potential that Pakistan had. Now after the policy has been revamped, the government is ready to auction around 35 offshore and 10 onshore sites for exploration starting from December.

Omar Ayub Khan briefed the German ambassador regarding the huge potential of per capita consumption of electricity in Pakistan that is currently around 500KW lower than China which was 2500KW per capita.

This means that electricity consumption will further increase with the adoption of business friendly policies by the present government.

He said that government has formulated Circular Debt Capping Plan and the circular debt, which was growing by Rs39 billion per month during the previous regimes, has been successfully brought down to little more than Rs 10 billion per month. This growth will be arrested by the end of next year, he added.

The Federal Minister also threw light on the steps taken by the present government for bringing efficiency in the power sector. He said that due to extensive anti-theft campaign, recovery drives, actions against own employees, and other measures, 80 percent feeders across the country are now receiving uninterrupted power supply while work on rest of 20 percent is on fast track.

The German ambassador appreciated the government’s endeavors in the energy sector. He said that entire developed world and their entrepreneurs are watching the developments in Pakistan and are ready to invest.

He said that German companies were also interested in taking part in the coming bidding process for renewable energy projects.

International Water Conference attracts water experts from around the globe


Karachi: The fourth Karachi International Water Conference, organized by the Hisaar foundation in collaboration with the Food and Agriculture Organization (FAO) of the United Nations, was held in Karachi. The conference’s thematic focus was on the Water – Energy – Food Nexus, a discourse meriting urgent attention given its criticality for sustainable livelihoods and food security.

The President of Pakistan Dr. Arif Mahmood Alvi opened the conference in the presence of a large number of participants from Pakistan, South Asia, and from across the globe. Discussions were held on the future of water along with the themes of Rights and Entitlements, Water Economy, Science and Technology, and Climate Change. There was a special focus on youth, the inclusion of women, marginalized groups, and minorities, aligned with UN’s “Leaving No One Behind” pledge contained in the Sustainable Development Goals agenda 2030.

Concern has been growing in recent years regarding the potential impact of climate change on Pakistan’s already stressed water resources. Rising temperatures, increasing saltwater intrusion in coastal areas, a growing threat of glacier lake outburst floods, more intense rainfall, and changes in monsoon and winter rainfall patterns are just some of the ways in which climate change is expected to affect Pakistan’s hydrologic resources. The urgency to address water challenges across the world is also reflected in the 17 Sustainable Development Goals of the 2030 Agenda for Sustainable Development adopted by the world leaders in Paris in 2015 at the historic UN Summit.

Amidst the growing global urgency to address the implications of climate change on the water-food-energy nexus, the conference brought together national and international experts of the Food and Agriculture Organization (FAO) of the United Nations who spoke about the water-food-energy nexus in the context of food security, governance, rural agriculture development, and climate change. Climate Smart Agriculture techniques were presented, which address the evolving needs of farmers. These interventions are used to adopt CSA where FAO works with the national and provincial government.

FAO’s water expert, Dr. Robina Wahaj emphasized on the need for synergies when multiple stakeholders come together for various policies, and that evidence based decision making was the way forward to adopt the nexus approach to optimize agriculture, water, and food productivity.

FAO has supported the Government of Pakistan at the policy and planning by working on the provincial Agro Ecological zones, and at the farm level by identifying Agriculture Resilience Building Initiatives (ARBIs) through intensive consultations at various levels. Speaking at the event, FAO representative in Pakistan Mina Dowlatchahi said, “FAO has been using the water, energy, and food security nexus as a framework to help tackle climate change and the competing demands and trade-offs arising from water scarcity in many countries.

To adapt the Pakistan food and agriculture systems to climate change, cropping patterns need to evolve based on Agro ecological Zones, and climate resilient agriculture and water practices introduced. Interventions require a multidisciplinary approach, where the social and economic dimensions as well as the technical and institutional go hand in hand, and are aligned with policies and principles at the provincial and national level.

The investments by the private sector should also align and follow responsible agriculture investment (RAI) principles, with sound environmental and social safeguards. The FAO-Pakistan Green Climate Fund project on Transforming the Indus River Basin with Climate Resilient Agriculture and Water management provides an example and is a good opportunity for climate adaptation at scale.”

ISLAMABAD: The government on Tuesday announced the appointment of retired Lt Gen Asim Saleem Bajwa as chairman of the China-Pakistan Economic Corridor Authority (CPECA) amid the opposition’s criticism of formation of the authority.

According to a notification issued by the Establishment Division, the competent authority appointed retired Lt Gen Bajwa as chairman of the CPECA, which comes under the planning and development ministry. “The new chairperson will get MP-I scale for a period of four years from the date of assuming the charge of the office with immediate effect and until further orders,” it stated.

Retired Lt Gen Bajwa had served as Commander Southern Command before his retirement. He remained director general of the Inter-Services Public Relations from 2012 to 2016.

The government had established the CPECA through an ordinance in October, before the visit of Prime Minister Imran Khan to Beijing. The basic aim of forming the authority is to ensure timely completion of the CPEC projects. The prime minister has said the CPECA will help ensure coordination among the departments concerned.

JUI-F chief says opposition will oppose the authority at all available forums

The authority has reportedly been given vast powers to summon any information related to CPEC activities and impose penalties on those who fail to do so.

Opposition parties, including the Pakistan Muslim League-Nawaz and Pakistan Peoples Party, have already rejected the CPECA and termed it a violation of recommendations of the parliamentary committee concerned.

While the PPP criticised the creation of the CPECA and said it undermined the authority of parliament, the PML-N was of the view that it would create problems and complications in collaboration between the ministries and departments. This would create bureaucratic hurdles and limitations that would hamper and stall the CPEC, they claimed.

On Tuesday, Jamiat Ulema-i-Islam-Fazl chief Maulana Fazlur Rehman also criticised the formation of the CPECA and said the government was making the corridor project controversial.

Speaking at a press conference after a multi-party conference, he said there was no need to establish a separate authority for the CPEC project, adding that it negated the parliamentary committee’s decision against such a body. He said the opposition would oppose the authority at all available forums.

Islamabad, November 28: NADRA proposed that a chip can be installed in the National Identity Card which will be indicative of the fact that the owner has expressed his or her will to donate organs.

The proposal was made during the Senate Standing Committee on Law and Justice here on Thursday.

While discussing ‘The Transplantation of Human Organs and Tissues (Amendment) Bill, 2018 introduced by Senator Mian Muhammad Ateeq Sheikh the Committee was told by NADRA that a chip can be installed in the National Identity Card which will be indicative of the fact that the owner has expressed his or her will to donate organs.

However, the Committee members asked NADRA to come up in the next meeting with a simpler mechanism which is easier to comprehend by the general people. This bill was reported by the Standing Committee on National Health Services, Regulation and Coordination and has also received approval of Council of Islamic Ideology and Federal Shariat Court.

The committee also discussed ‘The Constitution (Amendment) Bill, 2019 (insertion of Article 253A) introduced by Senator Mushtaq Ahmed regarding permission to foreigners to purchase land in any part of Pakistan.

The committee members were of the view that this should be brought as an independent law and not as a constitutional amendment so that the constitutional amendment is not disturbed.

The Committee members sought information as to what is the current mechanism of granting permission to foreign nationals or foreign companies and it was subsequently decided to call Secretary Interior, provincial Boards of Revenue, Board of Investment and SECP to next meeting to discuss whether it falls under federal or provincial domain and how many foreigners currently have land in Pakistan.

The meeting was held under the chairmanship of Senator Muhammad Javed Abbasi here at the Parliament House on Thursday and was attended among others by Senators Musadik Malik, Mushtaq Ahmed, Dr. Ghous Niazi, Mushahidullah Khan, Sana Jamali, Mian Ateeq Sheikh, and officials from the ministries of Law and Justice, National Health Services and Regulations and State Life Insurance Corporation.

Regarding the matter of sit-in of the employees of State Life Insurance Corporation for their demands, the Committee heard the General Manager of the Corporation and decided to call ministry of Commerce and SECP to discuss the matter.

Saeed Anwar, son of Abu Saeed, said the wild cat entered his pen soon after midnight and played havoc with his animals.

He asked the government to pay him compensation saying he had suffered a loss of about Rs200,000.

In winters, snow leopards usually come down to human settlements in search of food when mountains are packed with snow and kill cattle.—

Islamabad, November 29: Under a now fully-entrusted 40 million euro soft loan from the Italian government to the Pakistani government, to achieve a Poverty Reduction Programme (PPR), the last year of activities are based on a bilateral teamwork between the Pakistan Poverty Alleviation Fund (PPAF) and a number of Italian excellencies as in this case LUISS who concludes today a three week long training session at the hospitable Pakistani Research Center on Water Resources, water being at the heart of human and land development, with the constant support of the Office of the Italian Agency for Development Cooperation in Islamabad and of the Embassy and Consulate of Italy. 

LUISS Business School supports the growth and transformation of LUISS Guido Carli University corporate and institutional partners in Italy and abroad by providing talents and competencies through its education and research activities allowing these partners to face present and future economic and social challenges. LUISS is among the first 1% of Business Schools to make its students get a job after graduation. 

The training activities carried out in Pakistan and focused on Youth Policies, Health and Nutrition and Information and Communication Technology applied to Educational programs were providing and sharing Italian and European developmental traditions, best practices and innovations. The 21 city champions will face each other within their four regions of Hazara, Malakand, Peshawar and Kohat in the eliminators and eight teams (two from each region) will qualify for the Super8 stage. The Super8 stage, semifinals and the final will be start from 13 December at Tehmas Khan Football Stadium in Peshawar. 



At the city level, DFA Veteran FC was defeated by DFA Chitral FC in a one sided match which DFA Chitral won by 4-0. The match was played at Government School Parade Ground. Rasool scored two goals in the first half of the match to solidify the lead for his team. Later on, his team mates Zia and Izhar scored two more goals to discover the victory of their team. 

In Swabi’s Bakhmail Stadium, Kakakhel FC beat Waisal Red FC by 4-1. KakaKhel FC’s Naveed, Izhar and Javed scored three goals in the first ten minutes to put their team in a leading position. Later on in the 29th minute Waisal Red FC’s Janzeb scored the maiden goal from his team. Izhar from Kakakhel FC then scored in 35th minute to seal the deal for his team to claim the title of Swabi City Champions. 

Similarly, in Bannu, the city title match was played between Bannu Red FC and Malik Saad Academy FC at Maidan ground. Amir from Malik Saad Academy FC scored the maiden goal to get his team over the line in this closely fought contest.

Ufone Brand Ambassadors and football stars Jadid Khan Pathan and Riaz Ahmed visited various schools, universities and colleges where they interacted with the young students and provided them with their insights on techniques of playing competitive football. The students were also given a chance to play exciting games and win tournaments merchandize and gifts.

This year’s tournament in Khyber Pakhtunkhwa is the first edition of the championship, whose three previous editions enjoy immense popularity with the youth in Balochistan. As part of the CEO Partnership for Economic Inclusion (CEOP), Pakistan’s leading financial institution, Telenor Microfinance Bank, and PepsiCo, the leading food and beverage company,signed a Memorandum of Understanding for the launch of Merchant to Distributor payments. The two companies signed the contract in the presence of H.M. Queen Máxima of the Netherlands, the UN Secretary-General’s Special Advocate for Inclusive Finance for Development (UNSGSA). She visited Pakistan for three days to discuss the importance of safe and affordable access to financial services to improve the economic lives of people. Senior officials from both organizations were also present at the signing.

Under the agreement, the two companies collaborate to provide greater access to easy and affordable financial services for the underserved retail segment by digitizing retail value-chain via Easypaisa, Telenor Microfinance Bank’s digital payments platform. In the pilot phase the companies are testing the service to support PepsiCo distributor-merchant payments. This facility aims to provide a convenient method that allows distributors to send and receive payments easily.

Mohammad MudassarAqil, President and CEO, Telenor Microfinance Bank expressed the following views about the initiative at the ceremony:
“We welcome UN Special Advocate Queen Máxima on her visit to the country. Pakistan in the last few years has done a lot to promote financial inclusion in the society. Easypaisa was the first mobile wallet in Pakistan and it has transformed the way a large part of the population performs financial transactions. We are proud to expand our services into the corporate sector and partner with a corporation like PepsiCo which has an extensive number of distributors spread across the country.”

Sharing his view on the occasion, Mr. Furqan Ahmed Syed, CEO, PepsiCo Pakistan & Afghanistan, said: 
“We are proud to be partnering on the CEOP initiative in Pakistan. Access to digital finance for all is clearly in the interest of companies and its partners and it resonates closely with the PepsiCo vision of Winning with Purpose.”

The CEO Partnership for Economic Inclusion (CEOP) is an informal private-private partnership of ten international businesses from various sectors on a CEO level convened for the first time in January 2018 by the UNSGSA. Its aim is to exchange knowledge and experience and step up cooperation in the area of financial inclusion and also expand the market potential of the businesses. The CEOPpaved the way for this Merchant to Distributor payments arrangement between Telenor Microfinance Bank and PepsiCo. (

Before witnessing the signing ceremony, Queen Máxima visited a distribution center of PepsiCo where she met a distributor and three merchants who have been part of this pilot project. She also interacted with a merchant at his shop and conversed with him about challenges that he faces during his daily financial transactions and while availing credit sources.

Islamabad: Nov 28, 2019: United Nations Children’s Fund (UNICEF) and United Nations Development Fund (UNDP) has partnered with the School of Leadership Foundation and launched the Generation Unlimited Youth Challenge 2.0 in Pakistan along with 40 other countries. 

The challenge calls on young innovators across the country to design solutions to improve education, employment and civic engagement.  This year’s theme is “Opening Doors, Knowledge and skills for Empowered Youth”. The need to empower youth for a better tomorrow is connected both to the life skills and future forward skills that will help young people to live a better life.  Awareness is a key factor for this empowerment, with guidance towards developing a wholesome outlook on life.

In June 2020, the most promising solutions from each country will be submitted to a global judging process. These projects will receive further funding of up to USD 20,000, along with a tailored global incubation programme from Generation Unlimited partners to support them to scale. Deadline for submission of ideas is Tuesday, 31 December 2019. 

The challenge in Pakistan is being implemented by the School of Leadership Foundation.
