MULTAN: Beneficiary women of Benazir Income Support Programme (BISP) would start getting increased amounts i.e Rs 5000 per family, from the first quarter of the year 2019, officials said.

Divisional director BISP Ashfaq Ahmad Haraj told media persons here Thursday that the required funds are expected to be released next week.

He said that BISP beneficiaries can get the amounts after getting their thumb impressions verified through Omni accounts.

He said that BISP transfers amounts directly to the beneficiaries’ respective accounts to maintain transparency.

Haraj advised women to contact BISP tehsil offices concerned to get details about amounts transferred and then proceed further to get cash and put their thumb impressions on register.

He said that beneficiaries can contact BISP divisional office Multan or helpline in case of any problem. APP

Karachi: Pakistan’s leading Oil Refining Company, Byco Petroleum Pakistan Ltd. (BPPL) today announced results for its first quarter ended September 30, 2018. The company’s gross sales increased by 61% to Rs 66.4 billion from Rs 41.4 billion in the same quarter last year. The net turnover increased by 71% to Rs 53.7 billion from Rs 31.4 billion a year earlier. However, this growth was largely driven by higher crude oil prices and an increase in the value of the U.S. dollar against the Pakistani rupee. 

Byco Petroleum generated a gross profit of Rs 1.7 billion in the first quarter of 2018, down from a profit of Rs 2.3 billion in the first quarter of 2017. The operating profit was Rs 1.3 billion as compared to Rs 1.9 billion in the year-ago quarter. The net profit for the second quarter was Rs 397 million, or Rs 0.07 per share, down from a profit of Rs 1.2 billion, or Rs 0.23 per share, in the corresponding period last year. The dip in earnings was due to the tough market conditions in Pakistan’s oil refining sector witnessed in the first quarter. The 4% increase in the international crude oil prices and 6% decline in the value of the Pakistani rupee had a negative impact on Byco Petroleum’s gross refining margins (GRMs) and profits. Furthermore, the consumption of High Speed Diesel (HSD) also remained considerably weak in August 2018 which pushed the company’s throughput volumes lower. 

Byco Petroleum is optimistic about the company’s future, particularly as the Isomerisation unit has been placed into service. The operations of the Isomerisation unit, which converts Naphtha into Premium Motor Gasoline, commenced in the current quarter by Byco Isomerisation Pakistan (Private) Limited, which is a wholly owned subsidiary of BPPL. The successful commissioning of the Isomerisation unit will have a positive impact on Byco’s refining margins. 

Although Byco Petroleum is not immune to the industry-wide challenges, the company has much more to accomplish and is confident in its ability to create value for its shareholders, customers, and all other stakeholders.

With the aim to curtail the counterfeit mobile phone usage, discourage mobile phones theft and protect consumer interest and in line with Telecom policy 2015, issued by Ministry of Information Technology & Telecom section 9.6, PTA has developed/established a system Device Identification Registration & Blocking System (DIRBS) at PTA premises and will be implemented 1st December, 2018.

DIRBS is a forward working solution and is designed to cater for no service interruption for all Pakistani cellular mobile service users. All mobile devices, including non-compliant that are active on cellular mobile networks within Pakistan till 1st December, 2018 will remain operational and not be blocked, interrupted from mobile services.

To facilitate any user currently using non-compliant mobile devices (15 digit IMEI of a mobile device is not as per international standards), PTA shall auto-pair all such IMEIs with their mobile numbers and they will remain operational without any service interruption. After DIRBS implementation on 1st of December, 2018 any new mobile device programmed with a non-standard IMEI number will be considered as non-compliant device and shall not be allowed any mobile connectivity/service in Pakistani territory as per PTA/DIRBS regulations.

PTA is already carrying out an extensive awareness campaign to educate masses on DIRBS. PTA is sending informatory SMS to all mobile subscribers to notify the status of their mobile device(s) in use on Pakistani cellular mobile networks.

For all Pakistani mobile device users wishing to know the status of a device can send each 15 digit IMEI number via SMS to 8484. The status of the mobile device can also be checked via PTA website link www.dirbs.pta.gov.pk or by downloading DIRBS android mobile application.

Following are some of the methods for obtaining a mobile device IMEI

Dial *#06# from the dial pad of device and note down each 15-digit IMEI
IMEI is printed on the device box.
IMEI is printed on the inside of a device and can be viewed by removing the back cover/ battery.
DIRBS system will send one of the following four responses to IMEI query as explained below:

Compliant/PTA Approved Device: The mobile device is PTA approved and legally imported into Pakistan

Device IMEI is Valid: The IMEI of this mobile device is valid as it is GSMA approved, but it is not PTA approved. To facilitate such users, PTA will auto register all such IMEIs which are observed on Network till 1st December, 2018, their status will be converted to compliant. A user in possession of such devices are advised to insert their local SIM card and do a voice or data activity so such Valid IMEI are observed on Pakistani mobile networks and subsequently listed within DIRBS system so user may continue to avail uninterrupted mobile services on such device(s).

Non-compliant Devices: This is not a PTA approved mobile device as IMEI on the device is either non-standard, duplicated etc. To ensure users of all such devices do not face any connectivity/service issues PTA will auto-pair all such IMEIs, which are observed on mobile network till 1st December, 2018, with their mobile number so device shall remain operational till the useful life of the device. A user in possession of such devices are advised to insert their local SIM card and do a voice or data activity so such non-compliant IMEI are observed on Pakistani mobile networks and subsequently listed within DIRBS system so user may continue to avail uninterrupted mobile services on such device(s).

Blocked devices: The IMEI is reported as stolen and not allowed for usage/services
All mobile devices consumers are advised that from 1st December, 2018 onwards please check IMEI status of a device prior to buying/obtaining by sending each 15 digit IMEI via SMS to 8484, PTA website https://dirbs.pta.gov.pk or via DIRBS Android app and buy Compliant/PTA Approved device.

Hong Kong (CNN)The Chinese government has ordered an "immediate investigation" into the alleged delivery of the world's first genetically edited babies, as experts worldwide voiced outrage at such use of the technology.


The pushback comes amid claims made online by Chinese scientist He Jiankui that twin girls had been born with DNA altered to make them resistant to HIV, a groundbreaking move that is likely to spark significant ethical questions around gene editing and so-called designer babies.

He, a professor at Southern University of Science and Technology in Shenzhen, claims that his lab had been editing embryos' genetic codes for seven couples undergoing in-vitro fertilization.

In a video posted to YouTube on Monday, the Chinese researcher said that one of the pregnancies had been successful and that ostensibly healthy twin girls Lulu and Nana had been born "a few weeks ago."

He claims that he used a tool known as CRISPR-cas9, which can insert or deactivate certain genes. In his YouTube video, He describes the procedure as having "removed the doorway through which HIV enters."

He's claims have neither been independently verified nor peer-reviewed. Editing the genes of embryos intended for pregnancy is banned in many counties, including the United States. In the UK, editing of embryos may be permitted for research purposes with strict regulatory approval. It is unknown whether the procedure is safe or, if used in pregnancy, whether it can have unintended consequences for the babies later in life or for future generations.

China has invested heavily in gene-editing technology, with the government bankrolling research into a number of world "firsts," including the first use of the gene-editing tool CRISPR-Cas9 in humans in 2016 and the first reported use of gene editing technology to modify nonviable human embryos in 2015.

More recently researchers in China claimed to have bred healthy mice from same-sex parents, using gene editing technology.
But in a statement posted Tuesday morning, China's National Health Commission said that it had "immediately requested the Guangdong Provincial Health Commission to seriously investigate and verify" the claims made by He Jiankui.
The statement follows moves by the Chinese hospital named in He's ethical approval documents, Shenzhen Harmonicare Women's and Children's Hospital, to distance itself from involvement in the procedures.
"We can ensure that the research wasn't conducted in our hospital nor were the babies born here," a hospital representative told CNN. The hospital confirmed that two of the doctors named in He's documents work at the hospital and suggested that an internal investigation was underway.
An initial investigation by the hospital said that signatures on He's ethics review form are suspected to be forged. The hospital has never convened an ethics committee meeting on it, according to a statement on its WeChat account, and the facility will ask police to intervene and investigate it and hold related people accountable by law.
The Shenzhen Health and Family Planning Commission denounced the legitimacy of the hospital ethics committee and the review process that approved the application. It confirmed that an investigation was launched Monday to "verify the authenticity of the ethical review of the research reported by media."

He's University, Southern University of Science and Technology, said in a statement that the researcher has been on leave since February 1.
"The research work was carried out outside the school by Associate Professor He Jiankui. He did not report to the school or the department of biology. The university and the biology department are not aware of it," the institution said, adding that "the Academic Committee of the Department of Biology believes that it seriously violates academic ethics and academic norms."
A 'huge blow' to Chinese research
A joint statement issued by more than 120 Chinese scientists on the Chinese social media site Weibo condemns the human genome-editing research.
"The medical ethics review exists in the name only. Directly experimenting on human is nothing but crazy ... as soon as a living human is produced, no one could predict what kind of impact it will bring, as the modified inheritable substance will inevitably blend into human genome pool," they wrote, adding that the trial is a "huge blow" to the reputation of Chinese biomedical research. "It's extremely unfair to Chinese scientist who are diligent, innovative and defending the bottom line of scientific ethics."

Julian Savulescu, director of the Oxford Uehiro Centre for Practical Ethics at the University of Oxford, described the alleged births as "genetic Russian Roulette."
"If true, this experiment is monstrous," he said. "The embryos were healthy. No known diseases. Gene editing itself is experimental and is still associated with off-target mutations, capable of causing genetic problems early and later in life, including the development of cancer.
"There are many effective ways to prevent HIV in healthy individuals: For example, protected sex. And there are effective treatments if one does contract it," Savulescu said.
Joyce Harper, a professor in genetics and human embryology at the Institute for Women's Health at University College London, described the alleged research "premature, dangerous and irresponsible," calling for public debate and legislation.

"Before this procedure comes anywhere near clinical practice, we need years of work to show that meddling with the genome of the embryo is not going to cause harm to the future person," she said in a statement.
Despite ethical concerns in the West, a recent study suggested that the Chinese public is broadly in favor of using gene-editing for medical purposes. An online survey conducted by Sun Yat-Sen University in Guangzhou found that more than two-thirds of the 4,771 people surveyed (575 of whom reportedly have HIV), supported its use in treating diseases, according to the state-run tabloid Global Times.
"(Chinese people) have a high willingness to use of gene in disease prevention and treatment," Liang Chen, a professor at Sun Yat-Sen University was quoted as saying. "This suggests that the research of gene editing in China not only has a promising potential, but also is responding to the public's needs."

Islamabad, A delegation of Coca-Cola Company, Pakistan and bottling partners Coca-Cola Içecek Turkey, led by Mr. Orhun Kostem Regional Director, met Prime Minister Imran Khan at PM Office to discuss their short and long-term investment plans in Pakistan.

Coca-Cola shared that they have already invested over $500m in past 5 years and plan to invest another $200m in the coming years. This will create new jobs, support ancillary industries and help the Government earn incremental revenue through taxes, as the business grows further. The delegation expressed confidence in current Government and hoped that Coca-Cola’s investment will encourage other international companies to invest in Pakistan.

The delegation also discussed some issues including the issue of taxes and black economy that are hampering industry’s growth.

Prime Minister Imran Khan appreciated Coca-Cola’s confidence in Pakistan and assured his Government’s complete support for investors’ agenda. He shared his vision to make Pakistan a regional economic hub.

Sir Tim Clark, President Emirates Airline, received the awards at a ceremony held last night in Dubai at the iconic Burj Al Arab Jumeirah hotel. The ceremony was attended by key members in the global travel industry.

In Russia, Emirates was recognised for its operational excellence and outstanding customer service last night, when it scooped two prestigious awards as ‘Best International Airline’ at the eighth National Geographic Traveller Awards 2018, and ‘Best Middle Eastern Airline’ at the Business Traveller Russia and CIS Awards 2018. The National Geographic Traveller Awards ceremony was attended by industry leading figures as well as media representatives from across Europe. 

Earlier this week in Belgium, Emirates was named the ‘Best Long Haul Airline 2018’ at the Travel Magazine Awards 2018. The ceremony was attended by 700 industry leading figures, travel professionals and media representatives. This is the 21st Travel Magazine travel Awards where global brands are recognised as best hospitality providers in Belgium.
