Sindh Food Authority Cracks Down on Synthetic Milk Factory, Seizes Toxic Chemicals and Arrests Staff

The Sindh Food Authority (SFA) conducted a raid on a synthetic milk-producing factory in Karachi's Bhens Colony, seizing 750 kg of toxic chemicals and arresting the entire staff. The operation followed complaints that the factory was producing fake milk by mixing chemicals with water and selling it as fresh milk.

The illegal network had been operating for a considerable time, distributing impure milk to various areas of Karachi. During the raid, the SFA team, led by ADG Muzammil Haliopoto, confiscated 9,000 liters worth of chemicals used to produce the synthetic milk and discarded 480 liters of prepared fake milk.

Authorities have vowed to take strict action against those involved in the production and distribution of adulterated milk, emphasizing their commitment to protecting public health.

Islamabad: The Federal Minister for Finance & Revenue Senator Muhammad Aurangzeb chaired a meeting of the Economic Coordination Committee (ECC) of the Cabinet at the Finance Division today. The meeting was attended by Minister for Privatization Mr. Abdul Aleem Khan, Minister for Petroleum Mr. Mussadiq Masood Malik, Minister for Power Sardar Awais Khan Leghari, Minister of State for Finance & Revenue Mr. Ali Parvez Malik, Governor SBP, Chairman SECP, Federal Secretaries, and other senior officers of the relevant ministries. 

The ECC considered a summary of the Ministry of Communications regarding "Execution of Frame-work Agreement between China and Pakistan on Realignment of KKH (Thakot-Raikot) under CPEC". 

After detailed discussions and deliberations, and in order to comply with the codal requirements, the ECC allowed the Ministry of Communications/National Highway Authority to proceed with provisions of the Framework Agreement in accordance with provisions of rule-5 of Public Procurement Rules, 2004 for procurement of construction of realignment of KKH (Thakot Raikot Section 241 KM) project under CPEC (Phase-II). The ECC considered another Summary of the Ministry of Communications regarding "Chakdara-Timergara, 39 Km Road Project (N-45)". 

It was discussed that Rule-5 of Public Procurement Rules-2004 PPRA can be invoked after the authorization of ECC and consultations with relevant stakeholders. Foregoing in view, the ECC authorized the Ministry of Communications/National Highway Authority to proceed in accordance with Public Procurement Rule-5 in Procurement of Consultancy Services required for Section-1 (Chakdara-Timergara, 39km) under Chakdara-Chitral Road Project (N-45). Lastly, a Summary of Finance Division regarding "Proposal for Revision in Home Remittances Incentive Schemes" was also considered. 

After detailed discussion and deliberation, as per the proposal of SBP, the ECC approved the following revisions to the two Remittances Incentive Schemes as under: 
1. Reimbursement of Telegraphic Transfer (TT) Charges Scheme: 
a. The flat reimbursement rate of SAR 30 per eligible transaction will be divided into Fixed (SAR 20) and Variable (SAR 08-15) components. 
b. The variable component will be linked to the incremental growth in remittances. c. Banks will receive higher rewards based on their performance in increasing remittances inflows. 

2. Incentive Scheme for Exchange Companies (ECS): 
a. The base rate for the fixed component will be increased from PKR 1 to PKR 2 per USD surrendered. 
b. The variable component will be linked to the incremental growth in remittances. 
c. ECSs will receive higher rewards based on their performance in mobilizing remittances. 

These revisions are expected to further incentivize banks and exchange companies to increase remittance inflows, thereby boosting the country's foreign exchange reserves.

Karachi: Chairman P@SHA Muhammad Zohaib Khan has been conferred the first IT Icon Award by Ecommerce Gateway for his valuable services to the local industry. State Minister for IT and Telecommunication Shaza Fatima presented him the award at the inaugural session of the 25th ITCN Asia.



Zohaib Khan has been serving the IT association for the past 15 years in different capacities, including chairman, vice chairman, and member of the central executive committee.

During his tenure as the chairman, the country achieved the highest ever export earnings of over $3.2 billion in FY24 and hosted the APICTA Awards for the first time in 2023 in the region. He led the IT industry to achieve various milestones, such as IT export awards, tax incentives at the federal and provincial levels, 50% retention of foreign exchange facilities in bank accounts, and the formation of Tech Destination Pakistan in collaboration with policymakers and a private bank. He revamped the secretariat of P@SHA and its research and development unit.

Zohaib also led various Pakistani IT companies to expand their footprint in different countries, including GCC and European states.

At present, he is playing an active role in the Special Investment Facilitation Council (SIFC), aiming to enhance IT exports to a record $10 billion in the next few years.

State Minister for IT and Telecommunication Shaza Fatima said the role of stakeholders is very important for the economic prosperity of the country. The leadership of P@SHA under the chairman has done an exceptional job in achieving historical milestones for Pakistan. The government is looking forward to more collaboration and involvement of P@SHA leadership in the future, she added.

ISLAMABAD: (INP and BR) The federal cabinet to tackle the recent terrorist incidents across country has approved Rs20 billion for Operation Azm-e-Istehkam on Tuesday.

Held with Prime Minister Shehbaz Sharif in chair, the cabinet meeting discussed a six-point agenda which also focused on economic and political situation of the country.

The federal cabinet also approved Rs 1.95 billion for FC Balochistan to ensure the security of the Reko Diq project.—INP

BR staff reporter Mushtaq Ghumman adds: The government has approved Technical Supplementary Grant (TSG) of Rs 20 billion instead of requested demand of Rs 59.7 billion due to limited fiscal space, meant to enhance capacity enhancement of Security Forces/Law Enforcement Agencies including multi-tiered surveillance under Azm-e-Istehkam.

On August 22, 2024, Defence Division informed the forum that the National Action Plan was visualized through national consensus and its implementation began in 2014 which was further revised in 2021 to counter terrorism and improve the overall security in the country.

Recent developments in Afghanistan started impacting on the security situation in border districts of Khyber Pakhtunkhwa and Balochistan. Consequently, inadequacy of resources vis-à-vis technological advantage afforded to terrorists having access to latest gadgetry and weapons left by US troops in Afghanistan, resulted in resurgence of terrorism in Pakistan.

To actualize vision of Azm-e-Istehkam, capacity enhancement of Security Forces/Law Enforcement Agencies including multi-tiered surveillance by technical means, aerial platforms and night fighting capability of troops to eliminate terrorism had become imperative.

Pak Army apprised that the Federal Apex Committee meeting on Revised National Action Plan on 22nd June 2024 endorsed and approved contours of reinvigorated Counter Terrorism Campaign including Action Plan along with capacity enhancement of Security Forces.

The Prime Minister, accordingly, assured requisite technology enablement of Pakistan Army against evolving dynamics of threat, enhanced security and effective border control measures.

In order to meet critical requirements/shortcomings, Pakistan Army requested that a total of Rs.59.7 billion including FEC of $ 141.6 million was essentially required for capacity enhancement in relation to Operation Azm-e-Istehkam.

Initial allocation of Rs.20 billion was immediately required for capacity enhancement in counter terrorism domain, whereas remaining funds worth Rs.39.7 billion along with FEC would be required in later part of CFY 2024-25. Finance Division concurred with the provision of Rs.20 billion as TSG to Pakistan Army in the CFY 2024-25.

Approval of the ECC of the Cabinet was solicited to Technical Supplementary Grant (TSG) of Rs.59.7 billion including FEC of $ 141.6 million as non-lapsable funds with immediate allocation of Rs.20 billion whereas remaining funds of Rs.39.7 billion with FEC in later part of CFY 2024-25 as special allocation for capacity enhancement in relation to Operation Azm-e-Istehkam to Pakistan Army under Demand No.29: Defence Service, during CFY 2024-25.

During the ensuing discussion, Defence Division requested that total TSG of Rs.59.7 billion including foreign exchange component be approved. However, Finance Division agreed, in principle, to provide Rs.20 billion as TSG for the time being for the said purpose, as no fiscal space was available. Defence Division was advised to take up the matter of foreign exchange cover separately with the Finance Division.

The ECC further directed Defence Division to approach the Finance Division and take up the case of foreign exchange cover sedately with them.

A meeting of the Board of Directors of The Bank of Punjab was held on August 28, 2024 to consider and approve the un-audited Financial Statements for the 1ST Half of year ended June 30, 2024.

During the meeting, the Board reviewed Bank's performance for 1st Half of the year 2024 against strategic business plan and appreciated the effort of BOP Management for showing a remarkable growth of 80% in profit before tax and showing marked improvement in all facets of operations.    

During 1st Half 2024, Bank earned before tax profit of Rs. 7.05 billion as against 3.92 billion during 1st Half 2023 showing a remarkable growth of 80%. Non-Markup/ Interest Income increased to Rs. 9.93 Billion as against Rs. 5.73 Billion for 1st Half 2023 registering a significant growth of 73%. Bank's Net Interest Margin (NIM) remained at Rs. 15.92 billion while Non-Markup Expenses remained at 22.20 Billion. Earnings per Share (EPS) for the 1st Half 2024 improved to Rs. 1.33 per share as against Rs. 1.05 per share during 1st Half 2023.

As at June 30, 2024, Bank's Total Assets improved to Rs. 2,269 billion as against Rs. 2,054 billion as of June 30, 2023 depicting a growth of 10%. The Deposits of the Bank also improved to Rs. 1,582 billion as against Rs. 1,370 billion as of June 30, 2023 registering a growth of 15%. Investments & Lending to FIs improved to Rs. 1,293 billion registering a growth of 40% over June 30, 2023. Gross Advances were recorded at Rs. 705 billion. Bank's Equity improved to Rs. 77 billion as against Rs. 67 billion as on June 30, 2023 and Capital Adequacy Ratio stood at 17.61% against regulatory requirement of 11.50%.

The Bank has been assigned long term entity rating of "AA+" by M/s PACRA with short term rating being at the highest rank of "A1+". The Bank currently has a network of 822 online branches, including 163 Taqwa Islamic Banking Branches and 15 sub-branches. Further, the Bank has a network of 835 ATMs providing 24/7 banking services to the customers. Besides, Bank is also offering a wide range of products/services to its valued clients including Branchless Banking, Mobile Banking, Internet Banking, Credit Card and Cash Management services.

Interest-Free Loans of Up to Rs 1.5 Million for Affordable Housing

Punjab Chief Minister Maryam Nawaz Sharif launched the "Apni Chat Apna Ghar" program, offering interest-free loans of up to Rs 1.5 million for affordable housing. The loans, repayable in easy installments over seven years, aim to provide housing opportunities for the people of Punjab.

The program allows citizens to apply for loans through the Punjab Information Technology Board portal or by calling the toll-free number 080009100. The CM emphasized that the loans have no hidden charges or taxes, with a monthly repayment of Rs 14,000.

During the ceremony, a woman raised concerns about the allocation of homes under the Shehbaz Sharif scheme, calling it a "political gimmick." Despite this, the CM announced plans to launch the world's largest solar project to resolve the power crisis and reiterated the government's commitment to providing affordable housing.

The Minister reminded that chief minister Maryam Nawaz Sharif promised provision of maximum jobs to the youth of Punjab after taking oath. "Under Suthra Punjab program approximately one lac new jobs will be created. Is this a small success within first 6 months?", said Mr. Rafiq. He added that PMLN president Nawaz Sharif and CM Punjab both want to provide all possible facilities to the masses. Rafiq said that digitization is the need of the hour. "Cash payments gradually lost value across the world, we have to move forward by making Punjab a digitization friendly province", he said.

Karachi: Despite contributing only 0.9 per cent to global greenhouse gas emissions, Pakistan faces severe climate vulnerabilities and is ranked 5th most affected country. This underscores the urgency of its climate action plans and the pivotal role of the private sector. To provide a roadmap emphasising public-private partnerships to mitigate climate change, the Overseas Investors Chamber of Commerce and Industry (OICCI) has launched an insightful report titled, 'Pakistan's Climate Crossroads: Private Sector Solutions to Pakistan's Climate Challenges'.


 

Commenting on the report, OICCI President Rehan Shaikh emphasised, "Given the climate vulnerabilities threatening Pakistan, business growth cannot come at the cost of the climate anymore. We need to link returns on private sector investments with sustainability and consider the green transition to provide new jobs and livelihoods."

 

The report highlights essential components of Pakistan's climate strategy, encompassing climate action plans, needs assessment, vulnerability analysis, resilience, and climate mitigation and adaptation plans. The private sector is recognised as critical in driving climate solutions forward.

 

During the launch of the report, Sustainable Development Policy Institute (SDPI) Executive Director and International Advisory Committee Member of COP29 Dr Abid Suleri said, "Addressing Pakistan's climate challenges requires urgent but collective action." He stressed the need to change the perception of the private sector, and maintained that the private sector should be seen as part of the solution rather than part of the problem, given its pivotal role in driving sustainable solutions that can secure Pakistan's future.

 

The OICCI Climate Report also discusses how corporates can integrate climate actions into their business operations by adopting sustainable supply chain management, adhering to ESG criteria, promoting investment in carbon markets, and fostering public-private partnerships for green development. The report highlights OICCI members' initiatives in these areas.

 

"As Pakistan is among the five most vulnerable countries, there is some urgency needed to focus on sustainable solutions that consider local contexts and materials," said OICCI Managing Committee member Andrew Bailey. "The country's focus should be on investing in ideology, research, and long-term solutions rather than on quick fixes," he added.

With knowledge partnership with the SDPI, the report builds on insights from the OICCI 2nd Pakistan Climate Conference held in 2023. The conference featured global climate experts, policymakers, and corporate decision-makers, including former finance minister Dr. Shamshad Akhtar, SECP Chairman Akif Saeed, Group CEO of Standard Chartered Bank Bill Winters, WWF President Adil Najam, and Managing Director of GuarantCo Philip Skinner.

 

As Pakistan navigates its climate crossroads, the collaborative efforts of the public and private sectors, bolstered by international support and commitments made at COP28 held in Dubai, are pivotal in advancing its climate journey and achieving Net Zero emissions by 2050.

Karachi: The Department of Community Health Sciences at Aga Khan University (AKU) hosted a dissemination seminar for the piloting of the "Sindh Occupational Diseases and Injuries Surveillance System" (SODISS). The project, conducted in collaboration with the Sindh Employees Social Security Institution (SESSI), marked a significant step towards initiating occupational health surveillance in Pakistan.



A Memorandum of Understanding (MoU) was signed between SESSI and AKU for this pilot project, which allowed the development and implementation of a simple, digital surveillance system at SESSI hospitals in Karachi. This system enabled physicians to accurately record occupational diseases and injuries among registered workers, contributing to the development of the first industry-specific occupational health data registry in Pakistan.

Dr. Asaad Ahmed Nafees, Associate Professor and Principal Investigator of the SODISS project, provided an overview of the project, highlighting key findings and discussing the way forward. "This project represents a critical step in understanding the health challenges faced by workers in key industries across Karachi. The data we gathered will be instrumental in shaping future occupational health policies and interventions," said Dr. Nafees.

The event was attended by senior leadership from SESSI, including Commissioner SESSI, Mr Miandad Rahoojo, who appreciated the research work conducted by the team. He reinforced the need for high quality data to assess the impact of poor safety standards and SOPs at workplaces; and emphasized collaboration for prevention through mass awareness and provision of the required occupational health and safety measures. "The collaboration between SESSI and AKU has opened new avenues for improving worker health and safety in Sindh. The data collected through SODISS will be helpful not only for better decision-making at SESSI but will also enable us to take informed actions for the protection of our workforce," stated Commissioner Rahoojo.

Also in attendance were Ex-Medical Advisor SESSI, Dr. Azam Sulheri, representatives from the Labour Department, Government of Sindh, and ILO, and several occupational health experts including Prof Mohamed Jeebhay from the University of Cape Town.

Deputy Director Labour Department, Government of Sindh, Mr. Javed Ahmed, underscored the significance of the project for the broader labour community. "The SODISS initiative is a groundbreaking effort that will help us better understand occupational diseases that our workers suffer from. The data and insights gained from this project will be crucial in developing  better health and safety regulations, that will benefit countless workers across Sindh".

The project successfully collected data from two thousand patients, analyzing diseases and injuries among workers; some high-risk industries that were identified include auto workshops, tire and glass factories, soap and detergents industry, and flour mills. Next steps, include scaling-up such efforts at the provincial and national level, augmented by targeted surveys in high-risk industries, as well as sustained efforts for the prevention of occupational diseases and injuries according to the local context.
