Islamabad, 31st March 2020: To facilitate customers across the country and make sharing of balance easy during the lockdown, Pakistani telecom operator Ufone has made its UShare service free of cost for people. This is a countrywide offer and customers can now share balance with their friends and family without any additional service charges. 

Customers can share PKR 600 per transaction and maximum four transactions can be made every day making the cumulative transaction amount up to PKR 2,400. Previously only PKR 200 could be transferred in every transaction with a service charge of PKR 2.99 per transaction whereas the maximum transfer limit was PKR 800 in a single day. The service charge has been completely waived along with increasing transfer limit to help as many people as possible. Ufone customers can simply dial*828*Recipient Number*Amount# and share balance with ease & comfort. 

Amidst the coronavirus threat many people are staying inside their homes and are unable to go to retailers or local shops for transfer of money/balance. The Asian Development Bank (ADB) today approved a further $2 million grant to support the Government of Pakistan’s efforts to combat the coronavirus (COVID-19) pandemic in the country.

The grant, financed from the Asia Pacific Disaster Response Fund, will help fund the immediate purchase of emergency medical supplies, personal protective equipment, diagnostic and laboratory supplies, and other equipment. It supplements an initial $500,000 approved by ADB on 20 March which is already being deployed to support Pakistan’s procurement of emergency supplies.      

“ADB recognizes the extraordinary burden of this pandemic on Pakistan and is committed to supporting Pakistan in the fight to control COVID-19”, said ADB Country Director for Pakistan Xiaohong Yang. “This grant will help strengthen COVID-19 detection, improve infection prevention and control, and boost Pakistan’s capacity to respond to the pandemic.” 

ADB’s assistance echoes the World Health Organization’s (WHO) Strategic Preparedness and Response Plan for COVID-19 and Pakistan’s National Action Plan for Corona Virus Disease (COVID-19), which includes preventive measures, containment efforts, and treatment of infected persons. Given the urgency of the required support, ADB will use the most flexible and expeditious approaches to facilitate procurement of the required medical supplies and equipment. 

On 18 March, ADB announced an initial package of approximately $6.5 billion to address the immediate needs of its developing member countries as they respond to the COVID-19 pandemic. ISLAMABAD, Mar 30 (APP):The Economic Coordination Committee (ECC) of the Cabinet Monday approved the fiscal stimulus package of Rs. 1.2 trillion aimed at addressing the ongoing challenges that emerged due to Covid-19 (Coronavirus) outbreak.

The ECC meeting was chaired by Adviser to the Prime Minister on Finance and Revenue Dr. Abdul Hafeez Shaikh here at the Cabinet Division, according to press statement issued by the finance ministry.

The purpose of the meeting was to fulfill the necessary requirements for different relief measures already announced by the prime minister for public due to the ongoing Coronavirus Pandemic, the statement added.

The ECC approved a Supplementary Grant of Rs. 100 billion for the Residual/Emergency Relief Fund in terms of article 84(a) of the constitution for provision of funds for mitigating the effect of COVID-19.

The special package for providing relief to the poor through cash assistance under the Ehsaas Program was also approved by the committee.

The package would provide cash grants to 12 million families under the regular “kafalat program” and Emergency Cash Assistance on the recommendation of the district administration.

The assistance would be provided for four months and besides the BISP beneficiaries, it would be one time dispensation, it said, adding the cash would be provided either in one installment of Rs 12000 through Kafalat partner banks i.e Bank Alfalah and Habib Bank Limited after biometric verification or it may be provided in two installments of Rs. 6000/- each.

The Poverty Alleviation Division was asked to present both options with feasibilities.

The partner banks should be asked to make arrangements through branchless banking networks to disburse cash. Rs 72.9 billion of additional funds through technical supplementary grant would be given to BISP under “Ehsaas Cash Assistance Package in Response to COVID-19” Pandemic.

After Ministry of Industries and Production presented a comprehensive proposals regarding the targeting parameters , implementation mechanism, cash assistance per family per month and financial phasing of the program, ECC approved Rs. 200 billion of cash assistance for the daily wagers working in the formal industrial sector and who had been laid off as a result of COVID-19 outbreak.

It was estimated that around three million workers would fall in this category and they would have to be paid a minimum wage of Rs.17500 per month.

The estimated cost of this provision for daily wagers comes around to Rs. 52.5 billion a month. The provincial labour departments would ensure the delivery of assistance to the laborers while the provision of funds should be the responsibility of the federal government.

The committee directed that immediate consultation with the provincial labor departments( mentioned under the provincial rules of business) should be carried out for providing timely assistance to those who were in need.

The ECC approved Rs. 50 billion for Utility Stores Corporation to provide essential food items to the vulnerable section of the society at subsidized rates.

USC has prepared an initial plan to deliver 9 essential food items @ Rs 3000 for a family of 2+4 people through Pakistan Post Foundation Logistics Division.

The corporation had further planned to procure essential items within 2-3 week, the statement added.

It was directed that USC should engage with BISP to obtain data for targeted assistance and again come back to the ECC for a detailed proposal for reaching out to the poor families for the effective use of this package before making any expenditure from this amount.

The ECC also approved Rs.75 billion for Federal Board of Revenue (FBR) to enable it to payback the sales tax and income tax refunds, duty drawbacks and customs duties which is due for the last 10 years. The amount would help approximately 676055 beneficiaries by improving their liquidity position.

The ECC also allowed reduction of different taxes and duties on import and supply of different food items for alleviating the adverse impact of COVID -19 on different sections of the society.

Rate of advance tax on the import of different pulses was reduced to 0% from 2%. Individuals and associations of persons (AoPs) providing tea, spices, dry milk and salt to USC without a brand name would pay 1.5% withholding tax instead of 4.5%.

Individuals and AoP receiving payments from USC for supplying ghee, sugar, pulses, and wheat flour shall be charged 1.5% withholding tax instead of 4.5% earlier.

Additional customs duty(ACD) @ 2% on soya bean oil, canola oil, palm oil and sunflower oil (and on these four oil seeds) had also been exempted.

ECC approved the supplementary grant of Rs. 30 billion to Ministry of Commerce to payback duty drawbacks to textile exporters in the current financial year to improve their liquidity position when their businesses are experiencing a slow down due to worldwide outbreak of Corona epidemic.

The committee was briefed SBP is working on payment of claims worth Rs. 49 billion out of which around 40 billion will be paid by June 2020.

The ECC approved a supplementary grant of Rs. 6 billion for Pakistan Railways to meet its expenses, the statement said, adding the Railways had suspended its passenger train services around the country since 19-3-2020.

The approved amount should be utilized for paying salaries to 70,000 employees, repairs, paying for utilities and performing disinfectant sprays on platforms and inside trains for proving safe journey to the passengers.

Currently Pakistan Railways is earning only 1/6th of its monthly income through coal freight and the rest is suspended, the statement concluded.

Alan Merrill, the co-writer of the song  “I Love Rock ‘n’ Roll”, has died due to coronavirus, his daughter said. He was 69.

Taking to Facebook, Laura Merrill, said that her father died in New York on Sunday morning.

“I was given two minutes to say my goodbyes before I was rushed out. He seemed peaceful and as I left there was still a glimmer of hope that he wouldn’t be a ticker on the right-hand side of the CNN/Fox News screen,” she wrote.

“I walked 50 blocks home still with hope in my heart. The city that I knew was empty. I felt I was the only person here and perhaps in many ways I was. By the time I got in the doors to my apartment I received the news that he was gone.”

She said  Merrill had been in good spirits recently.

Summit Bank has received a notification of interest from a Dubai-based investor HE Nasser Abdulla Hussain Lootah who has expressed his intention to acquire a controlling stake in the bank through fresh investment.

According to the stock filing, Summit Bank Limited informed that it received a letter from the Chairman of the Nasser Abdulla Lootah Group, who is also the Chairman of the Summit Bank.

I, Mr. Nasser Abdullah Hussain Lootah, am writing to explore the possibility of acquiring at least a controlling stake in Summit Bank Limited by subscribing to fresh equity in the bank. It is also envisaged that this equity injection will enable the bank to comply with the minimum capital requirement and capital adequacy ratio requirements as required by the State Bank of Pakistan.

In this regard, an exclusivity agreement has been shared with the board of directors for the confirmation that will ultimately give a green signal to the transactions for executing the deal.

The Dubai-based investor and chairman is controlling the bank through Suroor Investment Limited, a Mauritius based investment group, which owns 70 percent stakes. However, he offered the investment or equity injection through personal capacity.

Summit Bank has been running in losses since it was founded with the merger of two banks—My Bank and Atlas Bank in 2011.

In 2017, Summit Bank and Sindh Bank entered into an agreement of a merger and amalgamation by way of shares swap. The process was later seen as objectionable and was stopped through an intervention of the Supreme Court of Pakistan.

Ultimately, the merger deal could not be sealed on the litigation ground that also resulted in the arrest of its former CEO and President.

The board of directors of Summit Bank had outlined its backup plan earlier which mentions that its major sponsor Suroor Investment Limited would inject funds in the bank which is falling short of paid-up capital (less than Rs. 10 billion) and solvency requirement of the regulator. However, it discovered an offer from its sitting Chairman from a different capacity.

Summit Bank’s losses have surged to over Rs. 1.1 billion with non-performing loans at Rs. 17 billion. It has been operating with nearly 200 branches across the country with an asset value of Rs. 233 billion.

ISLAMABAD: According to the Annual Report 2018-2019 issued by Pakistan Telecommunication Authority (PTA), telecom sector contributed over 96 billion to the national exchequer in terms of taxes, duties and levies, attracted investments to the tune of US$ 636 million while sector revenue crossed Rs. 552 billion. Sector attracted USD 236 million FDI during the year. The Annual Report presents a comprehensive overview of the PTA and telecommunication sector’s performance for the year 2018-19. PTA Annual Report is a regular feature under section 18 of the Pakistan Telecom Reorganization Act, 1996, depicting performance over previous year.

As per PTA Annual Report, telecom sector continued to grow positively in terms of subscription, revenues and teledensity. The sector showed a steady growth in subscribers and total subscriber base increased to 163.5 million at the end of FY 2018-19, showing a year-on year growth of 7%. Total teledensity reached to 77.7% where the main contribution is by the mobile sector with penetration crossing 76.4%. Pakistan has over 44,919 cell sites covering the length and breadth of the country. Subscription and usage of Broadband service in the country has seen an exponential growth. Data usage over broadband networks was 2,545 PB for FY 2018-19 from 1, 207 PB in FY 2017-18 showing a year-on-year growth of 113%.

In order to promote latest technologies, PTA took number of initiatives. To set the stage for launch of 5G technology in future, PTA unveiled plans for tests and trials of 5G which is expected to reshape the technological, social and economic landscape of Pakistan.

PTA as a regulator kept playing its role prudently by ensuring an open, competitive, fair and well-regulated sector. PTA has made a meaningful contribution to the national economy by restricting import of mobile devices through grey channels by implementing Device Identification Registration and Blocking System (DIRBS). Resultantly, import of mobile phones through illegal channels has been minimized and FBR’s revenues increased exponentially. Implementation of DIRBS has also created incentive for local assembly / manufacture of mobile phones. PTA has also been working very closely with the State Bank of Pakistan (SBP) for enhancing digital payments.

Expanding 4G coverage through latest technology, promoting broadband connectivity, availability of additional spectrum to mobile operators, affordable 4G handsets, addressing Right of Way (RoW) issues, expanding fiber connectivity, improved Quality of Service (QoS) parameters, ensuring better coverage, and 5G technology testing and preparations will continue to be PTA’s priority areas in the current year.

A Step-by-Step Guide to Verifying COVID-19 Information online


As the COVID-19 pandemic continues to escalate around the world, it’s more important than ever for people to be mindful of what they share online. Unverified or false information creates confusion, and in the worst case can sow unnecessary fear and panic.

Each of us has a responsibility to help reduce the spread of misinformation by ensuring we only share information that we’ve verified to be true.

Facebook shares five simple steps to check information in your feed before hitting share:

Step 1: Inspect the post
Take note of the headline. False news stories tend to have sensational headlines and use attention grabbing tactics such as ALL CAPS or excessive EXCLAMATION POINTS!!!!!! Overly dramatic headlines or those with shocking claims that seem too good to be true are likely just that—too good to be true.




Take note of the website name and URL. Dubious URLs or website names often try to imitate those of authentic news sites with tiny changes like a capital “I” for a lowercase “l” or a zero “0” for an “o”. If you’re not sure, open a new browser window and go to the actual site, then compare the real URL with the other one to decide if it’s credible.

Step 2: Investigate the site
If you’ve decided to follow the link, inspect the article page. Check the author’s name—is he or she a credible news source? What other stories has this author written? It’s also wise to check the website’s ‘About’ section to learn more about the site or organization.



Also be on the watchout for inconsistencies with the posting dates or timelines of the story, weird or clumsy formatting, awkward layouts, and misspellings, as false news sites often do not pay attention to details like these. Be skeptical of photos or videos that look manipulated too.


Step 3: Take note of the people quoted in the story
When experts are cited or even quoted in an article but left nameless, “a top expert says…” it may be an indication of a false news story. Double-check if sources—other articles or studies—that the writer has referred to are accurate.




Step 4: Compare with other headlines or stories
Do a quick sweep if other news sources are reporting on the story and check data points with credible sources. It’s more likely for the story to be true if multiple credible sources are also reporting on it.



Step 5: Get the latest and official information on COVID-19 only from global and local health authorities
So you can rest assured that you are reading and sharing legitimate and accurate information, refer directly to the following for updates.

The biggest reputational risk Facebook and other social media companies had expected in 2020 was fake news surrounding the US presidential election. Be it foreign or domestic in origin, the misinformation threat seemed familiar, perhaps even manageable.

The novel coronavirus, however, has opened up an entirely different problem: the life-endangering consequences of supposed cures, misleading claims, snake-oil sales pitches and conspiracy theories about the outbreak.

So far, AFP has debunked almost 200 rumours and myths about the virus, but experts say stronger action from tech companies is needed to stop misinformation and the scale at which it can be spread online.

"There's still a disconnect between what people think is true and what people are willing to share," Professor David Rand, a specialist in brain and cognitive sciences at the MIT Sloan School of Management, told AFP, explaining how a user's bias toward content he or she thinks will be liked or shared typically dominates decision-making when online.

Part of the reason is that social media algorithms are geared to appeal to someone's habits and interests: the emphasis is on likability, not accuracy. Changing that would require Facebook, Twitter and other such companies to alter what people see on screen.

Prompts urging users to consider the accuracy of content they are spreading on social networks are needed, said Rand, co-author of a study on Covid-19 misinformation that was published earlier this month.

Deadly consequences

Using controlled tests with more than 1,600 participants, the study found that false claims were shared in part simply because people failed to think about whether the content was reliable.

In a second test, when people were reminded to consider the accuracy of what they are going to share, their level of truth awareness more than doubled.

That approach — known as "accuracy nudge intervention" — from social media companies could limit the spread of misinformation, the report concluded.

"These are the kind of things that make the concept of accuracy top of the minds of people," said Rand, noting that news feeds are instead filled by users' own content and commercial advertisements.

"There probably is a concern from social networking companies about accuracy warnings degrading the user experience, because you're exposing users to content that they didn't want to see. But I hope by talking about this more we'll get them to take this seriously and try it."

What is undoubted is that misinformation about the novel coronavirus has been deadly. Although US, French and other scientists are working to expedite effective treatments, false reports have appeared in numerous countries.

In Iran, a fake remedy of ingesting methanol has reportedly led to 300 deaths, and left many more sick.

Dr Jason McKnight, assistant clinical professor in the Department of Primary Care and Population Health at Texas A&M University, said the sharing of false information has an impact beyond the immediate risk of the virus itself.

"I have seen posts related to 'treatments' that are not proven, techniques to prevent exposure and infection that are either not proven and/or filled with a lot of misleading information, and instruction for individuals to stock up on supplies and food," he said.

McKnight highlighted two types of danger posed by inaccurate information on the virus: that it "could incite fear or panic," and "the potential for individuals to do harmful things in hope of 'curing the illness' or 'preventing' the illness'".

Immediate positive impact

Facebook took a hammering over Russia's interference in the 2016 US election. Having been accused on Capitol Hill of ignoring the allegations, Facebook conceded the following year that up to 10 million Americans had seen advertisements purchased by a shadowy Russian agency. As evidence mounted about how Russia had used Facebook to sow division, company CEO Mark Zuckerberg apologised.

Facebook has placed authoritative coronavirus information at the top of news feeds and intensified its efforts to remove harmful content, including through the use of third-party fact checkers.

Zuckerberg also said earlier this month that a public health crisis is an easier arena than politics to set policies and to take a harder line on questionable content.

AFP and other media companies, including Reuters and the Associated Press, work with Facebook's fact checking program, under which content rated false is downgraded in news feeds so that fewer people see it. If someone tries to share such a post, he or she is presented with an article explaining why the information is not accurate.

However, a Facebook spokeswoman declined to comment on the potential for adding accuracy prompts to its platform.

A Twitter spokesman, in a statement to AFP, also did not address whether the company might consider using prompts.

"Our goal has been to make certain everyone on our service has access to credible, authoritative health information," he said.

"We've shifted our focus and priorities, working extensively with organisations like the WHO, ministries of health in a number of countries, and a breadth of public health officials."

The Covid-19 misinformation study mirrored past tests for political fake news, notably in that reminders about accuracy would be a simple way to improve choices about what people share.

"Accuracy nudges are straightforward for social media platforms to implement on top of the other approaches they are currently employing, and could have an immediate positive impact on stemming the tide of misinformation about the Covid-19 outbreak," the authors concluded.

The Jack Ma Foundation and Alibaba Foundation today announced that the second batch of shipment of donated medical supplies, including testing kits and other medical equipment, arrived in Pakistan. This is in addition to previous batch, which landed in Pakistan on 25th March.

The National Disaster Management Authority, Government of Pakistan will transport and distribute the supplies throughout the country.

The shipment is part of the donation of medical supplies to 10 Asian countries announced on March 21. Collectively, the nations will receive a total of 1.8 million masks; kits for testing 210,000 people, 36,000 pieces of protective clothing, as well as essential medical equipment such as ventilators and forehead thermometers.

(Reuters) Facebook Inc will lower video streaming quality on its platform and on Instagram in Latin America, replicating measures adopted in Europe, to ease network congestion in a region that is starting to feel the grip of the coronavirus.

On Sunday, the world's largest social network followed the steps of Netflix, Alphabet Inc's YouTube, Amazon and Walt Disney in response to a call by the European Union to stave off internet gridlock as thousands of people work from home due to the coronavirus outbreak.

“To help alleviate any potential network congestion, we will temporarily reduce bit rates for videos on Facebook and Instagram in Latin America," a Facebook spokesperson said in a statement, adding the company is working with partners to manage bandwidth constraints amid heavier demand.

Brazilian streaming platform GloboPlay, owned by the country's largest TV channel, announced that video streaming in 4K and Full High Definition would be temporarily suspended as of Monday to preserve Brazil's internet infrastructure and allow more people to access its contents.

Asked about future plans to lower streaming quality in Brazil, like it did in Europe, Netflix said it “will continue to work with internet service providers and governments all over the world and will apply these changes in other places if necessary."
