NBP to Bank Alfalah Wallet Accounts: 200,000 ​EOBI Pensioners Migrated From NBP

Employees Old-Age Benefits Institution (EOBI) & Bank Alfalah celebrated the migration of 200,000 EOBI pensioners to Bank Alfalah’s Wallet Accounts at an event in Karachi. The project is important for thousands of EOBI pensioners whose lives have been made easier through digitization of pension disbursement process. 

In August 2015, Bank Alfalah was awarded the banking service mandate through comparative bidding process as per PPRA Rules for contribution collection and disbursement of pensions to over 390,000 EOBI pensioners. After gradual opening of Bank Alfalah Wallet Accounts, pensioners are now enjoying the convenience of withdrawing pensions through their debit cards.

Prior to digitizing, EOBI pensioners were required to visit specific NBP branches every month along with their pension passbooks and wait in long queues for manual / cash disbursement. The newly introduced digital system eliminates that hassle extending the freedom to draw pensions from any of 10,000 ATMs across the country at their convenience.

Mr. Muhammed Sualeh Faruqui, Ex-Chairman EOBI, and now Principal Secretary to Governor Sindh, said:
“Seeing hundreds of aged EOBI pensioners, both men and women, queued in and outside bank branches to collect their pensions was very painful for me. The ease of Bank Alfalah ATM based disbursements matches the well-deserved respect and dignity of EOBI pensioners. The model itself is the one to take inspiration from. We are pleased that Bank Alfalah has already completed over 200,000 registrations. We hope that the compulsory migrations of remaining pensioners in January 2017 will be effectively handled.”

Mehreen Ahmed, Group Head Retail Banking South & New Initiatives, Bank Alfalah said:

As the transition nears its completion, pensioners have started to withdraw pensions from the convenience of over 10,000 ATMs using Bank Alfalah debit cards.

“Pakistan needs many such initiatives to bring convenience and quality to the lives of elderly citizens,” 
said Mr. Pir Syed Sadaruddin Shah Rashidi, Federal Minister for Overseas Pakistanis & Human Resource Development. He further added that collaboration between EOBI and Bank Alfalah to facilitate the elderly citizens should be emulated by other government and private organizations. He congratulated EOBI and Bank Alfalah for completing 200,000 registrations in a short time. Mr. Rashidi also appreciated the mobile App developed by HRSG and expected that it will be available to workers very soon. He expected that the App will narrow the gap between workers and EOBI Management.

The event also featured pensioners sharing their experience on how the new system of pension disbursals had brought ease to their lives. Besides, the mobile App launch by HRSG will enable more and more workers to easily register themselves with EOBI and enjoy the benefits ensured by the State of Pakistan through its social safety net.

Bank Alfalah has been awarded a 5-year mandate for disbursement of funds to EOBI pensioners across the country. Under the agreement, Bank Alfalah will offer a safe and secure mechanism to disburse funds in EOBI pensioners’ account, linked to UnionPay International debit cards, while employers will also deposit pension contributions at Bank Alfalah branches across Pakistan.

New Delhi: Two youths were today arrested for allegedly stabbing an 18-year-old to death as he had asked for the phone number of the girlfriend of one of the accused in west Delhi’s Nihal Vihar area, police said.

Shamshad (20) allegedly stabbed Salauddin with a knife “more than 25 times” on November 26, while Sunil Pal (19) was an accomplice in the crime, said DCP (West) Vijay Kumar.

Salauddin’s friend Monu, who had rushed him to the hospital, told the police that on the fateful day, they were consuming alcohol when the deceased got a call from Pal who told him that he had got into a brawl with the local boys at DDA Park and called him for help, said the officer.

“Four of them reached DDA Park where Pal took Monu and the two other friends to one side, while Shamshad asked Salauddin why did he want his girlfriend’s mobile number. He did not wait for Salauddin’s reply and attacked him with a knife. Monu and the other friends tried to intervene but were threatened by Pal,” said Kumar.

The friends rushed Salauddin to the hospital but he was declared “brought dead”.

A police team was formed to nab the accused and raids were conducted at their houses and other probable places but in vain, the officer said.

Acting on a tip-off, the police today arrested Shamshad and Pal from near the Chander Vihar cremation ground, he added.

“During interrogation, Shamshad confessed that he and Salauddin were close friends. Last year, the two had gone to Mubarakpur village in Kirari where Shamshad had befriended a girl. The deceased knew about their friendship and after getting the girl’s mobile number from Shamshad’s phone, he had started calling and harassing her,” Kumar said.

The girl told about this to Shamshad who helped her change her phone number and warned Salauddin against calling or meeting her, he added.

“On November 25, Shamshad met Pal at a wedding ceremony where the latter told him that Salauddin was asking for his girlfriend’s mobile number. Subsequently, Shamshad arranged for a knife and hatched a plan to kill Salauddin,” said Kumar.

راولپنڈی کے آرمی ہاکی اسٹڈیم میں سبکدوش ہونے والے آرمی چیف جنرل راحیل شریف نے پاک فوج کی کمان کی تبدیلی کی پروقار تقریب سے خطاب کیا اپنے خطاب میں انہوں نے کہا کہ’میں اللہ کا شکر گزار ہوں جس نے مجھے دنیا کی بہترین فوج کی قیادت کا موقع دیا‘۔ جنرل راحیل شریف نے اس موقع پر سیاسی قیادت اور میڈیا کے کردار کو بھی سراہا اور کہا کہ ان کا تعاون بھی فوج کی کوششوں میں شامل رہا۔ 

سبکدوش ہونے والے جنرل راحیل شریف نے کہا کہ ملک کو پیچیدہ چیلنجز کا سامنا ہے اور ہمیں درپیش خطرات ابھی ختم نہیں ہوئےمکمل امن کے حصول کے لیے ہمارا سفر قدم بقدم جاری ہے۔ انہوں نے کہا کہ حالیہ دنوں میں مقبوضہ کشمیر میں بھارت کے جارحانہ اقدام نے خطے کے امن کو خطرے میں ڈال دیا ہے۔ شریف نے بھارت کو واضح پیغام دیتے ہوئے کہا کہ ہماری تحمل کی پالیسی کو کمزوری سمجھنا خود بھارت کے لیے نقصان دہ ہوگا۔ انہوں نے کہا کہ خطے میں امن و خوشحالی کی واضح مثال چائنا پاکستان اقتصادی راہداری ہے اور اب وقت آگیا ہے کہ سی پیک کے دشمن اپنی دشمنی ترک کرکے اس کے ثمرات میں شریک ہوں۔ جنرل راحیل شریف نے کہا کہ ’پاک فوج سے رخصت ہوتے ہوئے مجھے خوشی ہے کہ میری زندگی سب سےعظیم قوم اور سب سے باوقار ادارے کی خدمت کے لیے وقف رہی‘۔ جنرل راحیل نے مزید کہا کہ میں بھارت پر واضح کرنا چاہتا ہوں کہ ہماری تحمل کی پالیسی کو کمزوری سمجھنا بھارت کے لیے خطرناک ثابت ہوگا۔

بیجنگ (ویب ڈیسک) چین کے حلال کھانوں پر پابندی سخت کرنے کے فیصلے نے مسلمانوں کو بے چین کرکے رکھ دیا ہے۔ چین میں 2 کروڑ 30لاکھ سے زائد مسلمان رہتے ہیں اس کے باوجود چینی حکومت نے مسلمانوں کی اہم چیز یعنی حلال خوراک پر پابندیاں سخت کرنے کا فیصلہ کرلیا ہے۔ یہ فیصلہ جان کر چین میں رہنے والے اور چین کا سفر کرنے والے مسلمانوں کو دکھ ہوا ہے۔ 

بھارتی اخبار ٹائمز آف انڈیا کی رپورٹ کے مطابق چینی حکومت نے ملک میں حلال کھانوں کے پابندیاں سخت کرکے اعلان جنگ کر دیا ہے۔ چینی حکومت کا خیال ہے کہ حلال اشیاء کا پھیلتا ہوا دائرہ ملک میں شدت پسندانہ رجحان پیدا کر رہا ہے، لہٰذا اسے محدود رکھنے کے اقدامات پر غور ہورہا ہے ۔ بیجنگ کی یونیورسٹی منزو کے ایک پروفیسر ژیانگ کن کا خیال ہے کہ ”بعض غیرملکی کمپنیاں حلال فوڈ کے نام پر ایسے خیالات ہوا دے رہی ہیں جو چین کی قومی سلامتی، معاشرتی استحکام اور شہری اتحاد کے لیے خطرہ ہیں۔ رپورٹ میں کہا گیا ہے کہ چین کے شعبہ مذہبی امور کے اعلیٰ عہدیدار وینگ ژﺅن کا کہنا تھا کہ 

”حکومت اس معاملے پر بہت پریشان ہے کہ مذہب ملک کی سیکولر زندگی میں بہت زیادہ مداخلت کر رہا ہے۔ لہٰذا ہم حلال فوڈ کے تصور کو پھیلانے کے مسئلے کو حل کرنے کے لئے سنجیدگی سے لے رہے ہیں۔ مسلمانوں کوبھی مذہبی شدت پسندی کی مخالفت کرنی چاہیے۔ چین میں اسلام کی ترقی چینی خصوصیات کے حامل نظام اشتراکیت کے ساتھ جڑی ہونی چاہیے۔“

وینگ ژﺅن نے مزید کہا ہے کہ حلال فوڈ کی بعض بیرونی کمپنیاں حلال کھانوں کے تصور کو کچھ اس ڈھنگ سے بڑھاوا دے رہی ہیں کہ اس سے انتہاء پسندی کو فروغ ملنے کا خطرہ ہے۔

Muslim immigrant Rania El-Alloul had a rude awakening in a Montreal court when she showed up wearing her Islamic head covering.

Arrogantly assuming that the court would bow to her beliefs, she was told by Quebec Judge Eliana Marengo that if she wanted to be heard she would have to remove her hajib.

“The courtroom is a secular place and a secular space,” said Marengo. “There are no religious symbols in this room. Not on the walls and not on the persons.”

The judge went on to say that she would not hear anyone that appeared wearing a hat or sunglasses either.

“I will therefore not hear you if you are wearing a scarf on your head,” Marengo said.

When asked if she would remove the headscarf so that the court could continue, El-Alloul declined.

“Actually I cannot remove my scarf,” said El-Alloul. “Since long years I’m wearing my scarf.”

El-Alloul then started to give the judge excuses that she was poor, on welfare and a mother of three on her own, but the judge would hear none of it.

“That’s not what I’m talking about,” said Marengo in reference to the excuses.

The judge told her that she would not be hearing her case and that she could consult a lawyer.

Just as liberal secular humanists don’t want to be judged under Christian principals, people of other religions must understand that they don’t get a special pass either.

Immigrants to another nation should be ready to assimilate to their chosen country’s laws, language and culture if they wish to live there.

SAN FRANCISCO: A global recall of fire-prone Galaxy Note 7 smartphones did not appear to hurt US consumers' willingness to buy Samsung Electronics' phones, a Reuters/Ipsos opinion poll released on Sunday showed.

The survey conducted Oct. 26 to Nov. 9 found that current Samsung smartphone users were as loyal to their brand as Apple Inc iPhone customers. It also found that people who knew about the recall were as interested in Samsung phones as those who did not.

Samsung was plunged into a global scandal after Note 7 phones caught fire this year, prompting a worldwide recall. Some customers reported fixed phones overheated, leading Samsung to take back replacements as well. Investors expected Samsung customers would turn to alternatives, chiefly Apple's iPhone 7.

Among those aware of the recall, 27 percent would first consider a Samsung smartphone if they were to shop for a phone, the poll showed. Among those who did not know about the recall, 25 percent would look first at a Samsung device.

The poll found that Samsung's customers were fiercely loyal to their brand. Some 91 percent of current Samsung users would likely purchase another Samsung smartphone, and 92 percent of current users would probably buy another Samsung product in general.

That was similar to the brand loyalty among current iPhone owners: 92 percent would likely buy another iPhone and 89 percent would likely buy another Apple product.

To be sure, it was unclear how much the Samsung recall weighed on the minds of consumers. The Reuters/Ipsos poll measured how interested people were in buying Samsung phones, not how much the recall directly influenced their decisions.  

Jan Dawson of Jackdaw Research said the recall was mostly limited to early adopters rather than the majority of Samsung's customer base, which limited negative user experiences.

"Your own personal experience trumps what you read and what people tell you," Dawson said.

Samsung has said that customers chose another Samsung model as a replacement for the Note 7 in a majority of instances, without giving more detail. It has said nearly 85 percent of the recalled Note 7 devices had been replaced or returned through its refund and exchange program as of Nov. 4.

In a statement it said it was now focused on "ensuring customer safety and understanding the root cause of the issue."

The Reuters/Ipsos poll was conducted online in English in all 50 states. It included 2,375 people who own Samsung phones and 3,158 people who own iPhones. The poll has a credibility interval, a measure of accuracy, of 2 percentage points.

سبکدوش ہونے والے آرمی چیف جنرل راحیل شریف نے حال ہی میں خیبر ایجنسی کی تحصیل باڑہ کا دورہ کیا جہاں انہوں نے شاہد آفریدی اسپورٹس کمپلیکس کا افتتاح کیا، اس موقع پر شاہد آفریدی کو بھی مدعو کیا تھا، چیف اور آفریدی نے ملکر سٹیدیم کی نقاب کشائی کی۔ اس موقع پر قبائلی جرگہ کے عمائدین سے خطاب کرتے ہوئے آرمی چیف جنرل راحیل شریف نے کہ کہ پاک فوج دنیا کی عظیم فوج ہے، میں جارہا ہوں اور 29 نومبر کو اختیارات سونپ دوں گا، اب نئے لوگ آئیں گے اور یہ سلسلہ یوں ہی چلتا رہے گا لیکن میرا جینا میرا مرنا ملک کے لئے ہے۔ ریٹائرمنٹ کے بعد اپنی زندگی شہداء کے لواحقین کےلیے وقف کرتاہوں۔

جنرل راحیل شریف پاک فوج کےجوان کے حوالے سے کہا کہ وہ بھارتی فوج کوسبق سکھا سکتے ہیں، بھارت نے لائن آف کنٹرول پر سرجیکل اسٹرائیک کا جھوٹا ڈراما رچایا کر ذلیل ہوگیا، اسے سرجیکل اسٹرائیک کا معلوم ہی نہیں تاہم اگر ہم نے سرجیکل اسٹرائیک کی تو بھارت کی نسلیں یاد رکھیں گی اور اگر پاکستان کی جانب سے سرجیکل اسٹرائیک کی گئی تو بھارتی نصاب میں پاک فوج کے قصے پڑھائے جائیں گے۔

PESHAWAR (Web Desk) Khyber Pukhtunkha based group of transgenders, TransAction Khyber Pakhtunkhwa said on Friday that Umrah and pilgrimage to other holy sites is their basic right promised by Islam.

The group organised a condemnatory press conference and challenged the ban on Umrah allegedly imposed by the Saudi authorities.

Farzana Jan, President of the TransAction Alliance said: “We are grateful to the upper house of Parliament for responding to our demands and formed a special committee to address the problems being faced by marginalised segments of society, including transgender community, in two months.”

Farzana said that the group has also contacted the Saudi embassy in Islamabad, which dismissed the claims that it imposed any such ban.

The embassy maintained that a ban barred transgenders only from performing Umrah and did not forbid them from visiting the country for other purposes. A letter to the Saudi ambassador has also been sent for more clarification.

Farzana Jan told the reporters that if there is no such ban they will appreciate it but if the news is correct, the group will knock the doors of the Saudi King and Organization of Islamic Cooperation (OIC).

Qamar Naseem, a Transgender rights activist said that Saudi Arabia has formally banned transgenders from even visiting that country, a move coming on top of their long-standing ban on homosexuality.

“But the Saudi government needs to be gender sensitive because the gender identity of a person does not reflect their sexual orientation,” Qamar said, adding that It is wrong to perceive crossdresser or transgender as homosexual. “How will they [the Saudi government] determine if the men and women arriving for Umrah are not homosexuals?” she asked.

Speaking on the occasion, Taimur Kamal Coordinator of the Pakhtunkhwa Civil Society Network said “There is not a complete ban on even non-Muslims to visit Saudi Arabia. European nations who all support LGBT rights,  maintain strong links with the Saudis and are even in a military alliance with them against Syria but the Saudi government has no problem with them. This is called double standards.”

International French organization, the Jacques Chirac foundation awarded a prestigious award to Pakistan based NGO, Aware girls. The NGO has vigorously fought for female rights, they were rewarded for conflict resolution.

Aware girls have carried out advocacy drives on international and national level in order to raise awareness. They have successfully conducted programs related to rights of women. The have raised pertinent issues such as right to education, heath and equal status.

The NGO has played a crucial role for women empowerment and have been involved in the process since 2002. Four female founders are behind this dynamic project. They aim to bring a positive change in society.

The founders include Gulalai Ismail, Saba Ismail, Javeria Sana and Sidra Jahangir. All these girls were hardly in their teens when they decided to take a stand and actually do something for the women of their area.

Hailing from Peshawar, these girls defied all odds to attain their goal.

Sidra Jahangir, another co founder also runs the child rights advocate forum. She met with other co-founders in a Seminar on Violence against Women and committed to become part of the Girls’ empowerment movement later named as Aware Girls.

The journey has been tough indeed but their resolve enabled them to stand against the tests of the society. They continue to run programs for development and are running many initiatives simultaneously. Projects related to leadership, micro entrepreneurship and research are also being planned for future.

Mithun Chauhan, 16-year-old boy from Bihar, struggles to lead a normal life everyday because of a rare genetic condition which has covered his entire body covered in large sores. The condition is such that Mithun finds it difficult to perform tasks like eating and breathing.

His family says that his condition worsened after a quack doctor in Bihar gave him wrong medicine to cure a painful mole. Mithun was only five-year-old at that time.

‘After taking the medicine, my child’s face started swelling. His entire body turned red like copper,’ DailyMail quoted his father Ramji Chauhan as saying.

Mithun spends most of his time inside his house in Navada, Bihar because of the reaction from locals who call him ‘ghost boy’, the report stated. The belief in superstition makes the villages, including his family, think that the gods have ‘cursed’ Mithun. His family performed several rituals to cure him but nothing worked.

However, the report states, that the boy was taken to a doctor recently who diagnosed Mithun with neurofibroma, a disorder which causes tumours to grow along the nerves. The doctor believes that the boy can be cured of the disease which afflicts around 33,000 people around the world.

An online campaign is also being run to raise funds for Mithun’s treatment. As per the report, the doctors have estimated that his treatment may cost somwhere around Rs 3,00,000. Doctors have also suggested his father – who works as a daily labourer – that to provide Mithun with advanced treatment, he should be taken to hospital in Delhi or Mumbai.

وزیراعظم مودی نے ریاست پنجاب کے شہر بھٹنڈہ میں ایک جلسے سے خطاب کرتے ہوئے کہا کہ حکومت اپنے کاشت کاروں کو وافر مقدر میں پانی فراہم کرنے کے لیے ہر قدم اٹھائے گی۔

وزیراعظم مودی نے کہا کہ'دریائے سندھ میں بہنے والے پانی پر ہمارے کسانوں کا حق ہے ۔ حکومت نے ایک ٹاسک فورس قائم کی ہے جو اس پہلو کا جائزہ لے رہی ہے کہ کہ سندھ طاس معاہدے کے تحت جو پانی پاکستان جاتا ہے اس کا کس طرح زیادہ سے زیادہ استعمال کیا جا سکے۔'

اس معاہدے کے تحت پنجاب میں بہنے والے بیاس، راوی اور ستلج دریاؤں کے بانیوں پر انڈیا کا کنٹرول ہے جبکہ سندھ، چناب اور جہلم کا پانی پاکستان کے اختیار میں دیا گیا ہے۔ دریائے سندھ انڈیا سے نکلتا ہے لیکن انڈیا کو اس کا صرف 30 فیصد حصہ استعمال کرنے کی اجازت ہے۔
انڈین پنجاب میں اسمبلی انتخابات سے قبل بظاہر ریاست کے کاشکاروں کو پیغام دیتے ہوئے وزیراعظم مودی نے کہا کہ وہ انڈیا کے حصے کے دریائے سندھ کا ایک ایک قطرہ پاکستان جانے سے روک دیں گے اور وہ یہ پانی جموں و کشمیر، پنجاب اور دوسرے خطوں کے کاشت کاروں کو دیں گے ۔
انھوں نے سابقہ حکومتوں پر چوٹ کرتے ہوئے کہا:'انڈیا کا پانی پاکستان جاتا رہا اور دلی میں حکومتیں آتی رہیں، جاتی رہیں، سوتی رہیں اور ہمارے کاشت کار پانی کے لیے روتے رہے۔'

سندھ طاس معاہدہ عالمی بینک کی سربراہی میں طے پایا تھا۔ انڈیا اور پاکستان کے درمیان ماضی کی جنگوں اور لڑائیوں کے درمیان بھی یہ معاہدہ قائم رہا اور کبھی اس کے بارے میں سوال نہیں اٹھا۔ لیکن دونوں ملکوں کے درمیان حالیہ کشیدگی کے درمیان وزیر اعظم نریندر مودی نے پہلی بار اس معاہدے پر نظر ثانی کی بات کی ہے۔

ستمبر میں زیراعظم نریندر مودی نے پانی کی تقسیم پر پاکستان کے ساتھ معاہدے پر غور کرنے کا عندیہ دیا تھا۔
انڈین اخبارات میں شائع ہونے والے خبروں کے مطابق وزیر اعظم نریندر مودی نے اس حوالے سے منعقدہ اجلاس کے بعد کہا تھا: 'خون اور پانی ساتھ ساتھ نہیں بہہ سکتے۔'
یہ اس بات کی طرف اشارہ ہے کہ مستقبل قریب میں پاکستان کے ساتھ دریاؤں کے پانی کی تقسیم کے اس معاہدے کے سلسلے میں انڈیا کوئی نہ کوئی کارروائی کر سکتا ہے۔
یہ معاہدہ انڈیا اور پاکستان کے مابین 1960 میں طے پایا تھا جس کے تحت کشمیر سے گزرنے والے تین دریاؤں سندھ، چناب اور جہلم کے پانی پر پاکستان کا حق تسلیم کیا گیا تھا جو ان دریاؤں کا 80 فیصد پانی استعمال کرتا ہے۔
اس پر پاکستان کے وزیراعظم میاں نواز شریف نے کہا تھا کہ سندھ طاس معاہدہ پاکستان اور انڈیا کے درمیان اتفاق رائے سے طے پایا تھا اور کوئی ایک ملک یکطرفہ طور پر اپنے آپ کو اس معاہدے سے علیحدہ نہیں کر سکتا۔

شاہد آفریدی کے کرکٹ کے میدان میں خدمات کے اعتراف میں آرمی چیف نے ان کے آبائی گاوں میں اسٹیڈیم کی تعمیر کا آغاز کردیا ہے۔ شاہد آفریدی نے بھی اس بات کا اعلان سماجی رابطے کی ویب سائٹ ٹوئٹر پر کیا۔ جبکہ آئی ایس پی آر نے تصویریں بھی جاری کردیں۔

KARACHI: The National Bank of Pakistan has installed the world's highest ATM at Khunjerab Pass, near the China Border at the altitude of 15,397 feet above sea level.The highest ATM was launched jointly by President and CEO Syed Iqbal Ashraf and Lt General Malik Zafar Iqbal.The location of the world's highest ATM was on the route of China-Pakistan Economic Corridor and would be helpful for growing needs of tourists in the area and the increasing business activities.

While talking to media, Lt General Malik Zafar Iqbal emphasised the Geo-economic challenges of 21st century, potential of Gilgit-Baltistan and its human resource particularly the youth. He accentuated for affording a completely secure and conducive environment for Gilgit-Baltistan, while remaining acutely cognisant and responsive to the multifarious threats posed to the motherland. While briefing the media, he thanked the NBP's management for installing the ATM to meet the growing needs of tourists and businessmen.

NBP President and CEO, National Bank of Pakistan (NBP), Syed Ahmed Iqbal Ashraf thanked the Pakistan Army and its leadership for assisting and helping to install the World's Highest ATM and for setting a new record for Pakistan.

While, talking at the ceremony, he said that this was a landmark for NBP and proud moment for Pakistan. Mr Ashraf also thanked NBP team, who made this ATM installation possible and making it a green energy project running on Solar and Wind Energy.

Kashf Foundation, one of Pakistan’s leading microfinance institutions, has been awarded the prestigious European Microfinance Award by the Luxembourg Ministry of Foreign and European Affairs. The award is a first-time win for Pakistan and is in recognition of the Foundation’s credit and training facilities to low-cost private schools.

Pakistan suffers from a serious dearth of quality education, especially within the public sector. As a result, the country has seen a rise in low-cost private schools which look to fill the gap left by inadequate equipment and facilities in public sector schools. After extensively researching the needs of low-cost private schools, Kashf Foundation tailored an integrated solution that provides access to finance, school development trainings, and general pedagogy trainings for teachers. To date, the Foundation has serviced over 1,100 schools, trained 4,500 teachers, trained over 1,800 school owners, and positively impacted more than 570,000 students in low-cost private schools across Pakistan with a product unmatched anywhere in the world.

The Award, which highlights the importance of having an innovative approach and structural impact, also acknowledges the creative use of both financial and non-financial tools to improve the quality of the social and economic lives of families and communities.

The government is all set to review the telecommunication licensing framework aimed at enhancing and optimising the licensing regime to cater for emerging technological and market trends, it is learnt.

Separate category in class licences regime associated with satellite services will be introduced, while it is expected that this review will take place by 31st December 2016, official sources revealed to Business Recorder.

Pakistan Telecommunication Authority (PTA) is planning to engage the services of internationally reputed consultant(s)/consulting firm(s) for the review of telecommunication licensing framework in Pakistan.

Officials said that any new licensing regime will be based on international best practices. It will enable new services to be readily provided while meeting service specific requirements (including but not limited to quality of service, customer protection, content acceptability and national security) as they are defined. The licensing regime will continue rights and obligations associated with scarce resources and any obligations on network roll-out.

The Telecommunication Policy 2015 states that the current licensing regime will continue to apply. Separate category in class licences regime associated with satellite services will be introduced. However, the PTA will conduct biannual assessment of market absorption capacity and any new licensing in LL, LDI and WLL sectors will be subject to such assessment.

The present licensing regime already distinguishes between those operators which provide infrastructure as well as services and those which provide services alone. Nevertheless, there is a need to further enhance and optimise the licensing regime to cater for emerging technological and market trends.

The federal government (MoIT) in consultation with PTA will, therefore, review the licensing policy framework, keeping in view the market state at that time, the move to regulation through Competition Rules, changes in the technology used to provide services and consequential changes in the types of organisations that are telecommunications service providers. Any proposed changes to the licensing regime will be made in consultation with the sector stakeholders and will be subject to approval by the federal government (MoIT).

Any new licensing regime will be based on international best practices. It will enable new services to be readily provided while meeting service-specific requirements (including but not limited to quality of service, customer protection, content acceptability and national security) as they are defined. The licensing regime will continue rights and obligations associated with scarce resources and any obligations on network roll-out.

In developing the new licensing regime inter alia the following should be taken into account: a) Section 20 of the Telecom Act, and in particular, which over-the-top services should be licensed under a "general authorisation" in which a service provider is deemed to hold a licence by virtue of the services that it provides and is then subject to the terms of that general authorisation, which may include national security requirements; b) whether there should be a separation of spectrum and operations licensing; c) the requirements for licensing of satellite services specified elsewhere in this policy; d) the requirements for licensing public Wi-Fi metropolitan area networks; e) the requirement for spectrum related licensing for non-public telecommunications use such as amateur radio, maritime and aviation uses; f) in addition to the specific cases listed above, the extent to which telecommunications and content services require licensing; g) whether distinctions should be maintained between different licence types, and if not, the implications of removing such distinctions including the rights and obligations of existing licensees that would need to be transitioned; h) the method of licensing of those organisations that hold a broadcasting licence to offer telecommunications services to ensure equivalent treatment of alternative infrastructure providers; i) the licensing of telecommunications licensees for the provision of broadcast media and/or distribution service, including the necessity of doing so given the evolving nature of TV.

A process for orderly transition in terms of rights and obligations of new and legacy licences will form a part of the new licensing regime. The PTA will continue to prepare requisite licence templates, information packages and other necessary measures with the approval of MoIT, to facilitate the licensing process. Issuance of revised licences would commence as soon as possible after the approval of the revised licensing regime by MoIT. This policy will be without prejudice to the purpose specific licenses given to government/semi-government and autonomous organisations, as these specific licences do not allow holders to become commercial operators.

Sources revealed that PTA is planning to engage the services of internationally reputed consultant(s) consulting firm(s) for the review of telecommunication licensing framework in Pakistan. The consultant(s)/consulting firm would be required to conduct the evaluation/assessment of existing licensing framework, consultation with stakeholders and advise PTA on developing future telecommunication licensing framework consider international best practices and its mapping for the Pakistani telecommunication industry.

According to the officials, the interested consultant(s)/consulting firm(s) would be asked to submit proposals for consultancy marked as "review of telecommunication licensing framework" complete in all respects as per the parameters laid down in the Request for Proposal (RFP) soon.
