Murky circumstances surround 'suicide' of teenage girl in #Chitral
Chitral police on Wednesday arrested four local teenagers believed to be involved in the death of a teenage girl under mysterious circumstances.
The girl, a student of Grade 9, had allegedly committed suicide earlier this month by jumping into the Chitral River near Awi village, which is located over 85 kilometres north of the district headquarters of Chitral town, police told Dawn.com.
An official, speaking on the condition of anonymity, said that the teenage girl had eloped with a boy prior to her death.
The key accused, a student of Grade 10, and a friend of his had picked up the girl from her house in the Mandagh area of Awi on a motorbike at night, officials added.
He said that police believed the girl might have been gang-raped by the boy and his friends before she took her life.
A police official said the girl’s body was recovered from the Chitral River near Booni town the next day.
The body was shifted to District Headquarters Hospital Chitral, where doctors conducted a postmortem examination, officials said.
A First Information Report (FIR) was registered by the police against four boys — including the two who had picked up the girl from her house — under Sections 302, 365b and 24 of the Pakistan Penal Code, police said
The four were later arrested and two motorbikes belonging to them were impounded.
Initial police investigations suggested that the girl had been interested in marrying the main accused. However, when he refused, she took her life by jumping into the river.
The main accused, whom police arrested after obtaining the girl’s phone records, confessed that they had met on the night she eloped, but claimed she had later returned home.
But police officials also said that they had found the victim's shirt, torn from one side to another, in a house in the same locality.
Locals alleged that the group of teenagers had torn the girl's clothes and gang-raped her through the night.
Locals are also blaming a local provincial lawmaker of using his influence to save the arrested young men and trying to settle the case out of court.
Murky circumstances
“Investigations are in the initial stage and the circumstances that led to the girl's death are murky,” an official told Dawn.com, adding that the police are still in the dark about what exactly happened to the girl, where she spent the night, and when she had 'committed suicide'.
While police officials said that there is a possibility that the girl may have been raped, a statement from an examining doctor to this effect could not be reconciled with the post-mortem report, which denied that the girl had been subjected to sexual assault.
The postmortem report, acquired by Dawn.com, states that the girl was not raped before her death. However, a doctor at the hospital said that the medical officer who conducted the postmortem study "did not examine the girl's hymen to see if it was intact."
The official said that there remained a possibility that the girl may have been sexually harassed instead. He said the case was also being investigated from that angle.
Police have collected DNA samples from the girl's body and the suspects to conduct forensic tests.
The Khyber Pakhtunkhwa Child Protection Bureau has also registered the report of the girl’s suicide, and a team from the bureau has visited the house of the victim and met the family to record their statement, an official of the bureau told Dawn.com.
The team has also recorded the statements from the families of the suspects.
The suicide of young girls in Chitral has been rising during past many years. Two cases have been reported in September 2017 alone.
Women rights organisations say that a number of additional cases may have gone unreported due to different reasons, including 'family honour' and the lack of police action.

ایک دفعہ اللہ رب العزت نے حضرت عزرائیل علیہ السلام سے پوچھا کہ تجھے کسی کی جان قبض کرتے ہوئے کبھی رحم آیا۔
حضرت عزرائیل علیہ السلام نے عرض کیا الٰہی میرا ہر ایک کی روح قبض کرتے ہوئے دل دُکھتا ہے مگر آپ کے حکم کی سرتابی کی مجال نہیں۔ہاں ایک ایسا واقعہ گزرا ہے جس کا دُکھ میں ابھی تک بھلا نہ سکا وہ غم تنہائی میں بھی میرے ساتھ رہتا ہے۔
عرض کیا کہ ایک جہاز سمندر میں سفر کر رہا تھا۔ وہ آپ کے حکم سے بھنور میں پھنس گیا۔تھوری دیر بعد وہ جہاز تباہ ہوگیا۔جہاز میں سوار کئی مسافر غرق ہو گئے جو مسافر بچے ان میں ایک ماں اور اس کا نوازئیدہ بچہ جو تباہ شدہ جہاز کے ایک تختے پر سمندر کی لہروں میں آپ کے رحم و کرم پر بہے چلے جا رہے تھے۔تیز ہوا نے انہیں سینکڑوں میل دور سمندر کے کنارے پہنچا دیا۔میں ماں اور بیٹے کے بچ جانے پر بہت خوش ہوا اسی لمحے آپ کا حکم ہوا ماں کی روح قبض کرلو ۔ مولا کریم میں نے آپ کے حکم کی تعمیل کی یا باری تعالیٰ آپ خوب جانتے ہیں کہ یہ حکم پاکر میرا کلیجہ کانپ گیااور جب مین نے اس طفلِ شیر خوار کو ماں سے الگ کیا تو مجھے کس قدر تکلیف پہنچی تھی۔ پھر حکمِ الٰہی ہوا کیا تجھے معلوم ہے کہ بعد میں وہ بچہ کہاں اور کس طرح پر ورش پاتا رہا؟
عزرائیل علیہ السلام نے عرض کیا کہ آپ عالم الغیب ہیں ظاہر اور باطن آپ پر عیاں ہیں ۔ اللہ رب العزت نے ارشاد فرمایا ہم نے موجِ سمندر کو حکم دیا کہ اس لاوارث بچے کو اُٹھاکر ساحل پر ڈال دے۔ ساحل کے قریب ایک سرسبز و شاداب جزیرہ تھا۔ ہم نے پھولوں کو حکم دیا کہ بچے کے نیچے سیج بچھادیں۔ سورج سے کہا اپنی تیز شعاوں سے بچے کو محفوظ رکھنا۔ بادل کو کہا بچے سے ذرا فاصلے پر برسے، درختوں کی شاخیں خود بخود جھک کر پھل اور ان کا رس اس کے منہ میں دال دیتی تھیں۔ جزیرے میں ایک شیرنی کی ہم نے ذمہ داری لگادی وہ روزانہ اسے دودھ پلاتی شیرنی کے خوف سے بچے کے پاس کوئی جانور نہیں آسکتا تھا۔ اس جزیرے میں ہم نے خوش نوا اور ھسین پرندے بھیجے جو ہر وقت چہچہاتے تاکہ بچے کا دل پریشان نہ ہو۔ ہوا کو حکم دیا کہ اس بچے پر آہستہ آہستہ سے گزرے تاکہ اس کو کوئی تکلیف نہ پہنچے۔
اے عزرائیل علیہ السلام ! وہ تنہا اور بظاہر بے یارومددگار بچہ پرورش پاکر خو ب صحت مند اور بہادر ہوگیا۔ ہم نے اس کے پاؤں میں کبھی کانٹا بھی نہ چبھنے دیا۔ دنیا کی دنیا کی تمام نعمتیں اسے عطا کیں۔ ایک بادشاہ شکار کھیلتے ہوئے اُدھر آنکلا وہ خوبصورت اور صحت مند بچے دیکھ کر بہت خوش ہوا اسے اٹھا کر اپنے محل لے گیا ان کے ہاں اولاد نہ تھی انہوں نے اسے اپنا بیتا بنا لیا۔ بادشاہ کی موت کے بعد وہ اکیلا تخت و تاج کا مالک بن گیا۔ غرور و تکبر سے ہمارے بندوں پر ظلم کرنے لگا، ایسا سرکش نکلا کہ خود ہی خدا بن بیٹھا، اپنے بُت بنوا کر انہیں سجدے کرانے لگا۔ خاک کا فانی پتلا ہمارا شریک بن بیٹھا آخر ہم نے اس کی بہتری کے لیے اپنے خلیل ابراھیم علیہ السلام کو اس کے پاس بھیجا اس ظالم نے ہمارے پیارے کو بھی آگ میں پھینک دیا۔ اے عزرائیل علیہ السلام ! اس بطے نے میرا کیا شکریہ ادا کیا؟ وہ بچہ نمرود بن کر اس وقت ایک بڑے ملک کا بادشاہ ہے اور اسی نے میرے خلیل ابراھیم علیہ السلام کو آگ کے الاؤ میں جھونکا ہے اور اب خدائی کا دعوہ کرکے لوگوں کو میری راہ سے ہٹاتا ہے اور حکم نہ ماننے والوں کو سخت سزا دیتا ہے۔
عزرائیل علیہ السلام نے عرض کیا اے مخلوقات کے کالق میں اس سرکش بچے کی حالت سے بے خبر ہونے کی وجہ سے دل میں خیال اور ملال لاتا رہا۔آپ کے راز آپ ہی جانیں۔

Mobile Money Agent Networks in Pakistan survey report released
An event to disseminate the findings from the second wave of the Agent Network Accelerator – Pakistan Country study, hosted by Karandaaz Pakistan took place in Islamabad today. The event was attended by all stakeholders of the mobile money industry including EasyPaisa, JazzCash, UBL Omni etc. and regulators such as the State Bank of Pakistan and the Pakistan Telecommunication Authority. The survey report is based on over 2,000 mobile money agent interviews that were conducted across Pakistan and highlights findings on the mobile money agent landscape in Pakistan, covering the agent network structure, agent viability, quality of provider support, compliance and risk as well as other important strategic considerations. The survey is designed to provide valuable insights for the digital financial sector in Pakistan and provide recommendations for developing sustainable networks of mobile money agents.
The Agent Network Accelerator project, is managed and conducted by the Helix Institute of Digital Finance and is the largest research initiative in the world on mobile money agent networks, designed to determine their success and scale. Pakistan is among 11 African and Asian countries participating in this research project, selected for their contribution to the development of digital financial services globally. A panel discussion on the increasing need and the ingredients required to develop a supportive mobile money agent network was also part of today’s event.
CEO Karandaaz Pakistan Mr Ali Sarfraz Hussain highlighted the significance of this survey conducted by the Helix. “We are confident that this survey will go a long way in creating sustainable agent networks that will catalyse greater financial inclusion in the country. Karandaaz Pakistan is at the forefront of advancing financial inclusion in Pakistan and agent networks are pivotal to achieve this objective. We hope that this research will be of significant value to all operators as well as policy makers and will exponentially lead to a solid foundation for agent networks across the country connecting more households with the formal financial system” he said.

پولیس حکام کا کہنا ہے کہ نوسرباز گروہ کا انکشاف اس وقت ہواجب لڑکی سے شادی کرنے اور لٹنے والے 2 نوجوانوں نے پولیس کو درخواست دی اور سیشن کورٹ میں اپنے اپنے نکاح نامے پیش کئے۔ پولیس نے ثنا کو گرفتار کرکے عدالت میں پیش کیا جہاں سے اسے جیل بھجوا دیا گیا۔ عدالت نے حکم دیا کہ ملزمہ کے دیگر ساتھیوں کو بھی گرفتار کرکے عدالت میں پیش کیا جائے اور لٹ جانے والے نوجوانوں کے نقصان کا ازالہ کیا جائے۔ ایکسپریس نیوز

In Pakistan - Mobile phone imports surge by 48pc in July 2017
ISLAMABAD: The mobile phone imports into the country surged by 48.41 percent during the first month of the current fiscal year compared to the imports of the same month of last year.
Pakistan imported mobile phones worth $68.570 million during July 2017 compared to the imports of $46.204 during July 2016, according to the data of Pakistan Bureau of Statistics (PBS).
However, on month-on-month basis, the mobile phone imports declined by 4.89 percent in July 2017 when compared to the imports of $72.549 million in June 2017, the data revealed.
Overall telecom imports soared by 53.53 percent during July 2017 when compared to the imports of July 2016. The telecom imports in July 2017 were recorded at $114.015 million compared to the imports of $74.262 million in July 2016.
On month-on-month basis, the overall telecom imports increased by 11.61 percent in July 2017 when compared to the imports of $102.796 million in June 2017, according to data.
The imports of other telecom apparatus (other than mobile phone) also witnessed tremendous growth of 61.97 percent in July 2017 when compared to the same month of last year.
The imports of telecom products (other than mobile) stood at $45.445 million in July 2017 compared to $28.058 million in July 2016.
On month-on-month basis, the imports of other telecom apparatus increased by 51.18 percent in July 2017 when compared to the imports of $30.247 million in June 2017, the data revealed.
It is pertinent to mention here that the overall merchandise imports during the first month of the current fiscal year (July 2017) increased by 36.74 percent compared to July 2016.
The imports into the country during July 2017 were recorded at $4.835 billion compared to the imports of $3.536 billion.
On the other hand, the exports from the country witnessed 10.58 percent increase compared to the corresponding month of last year.
Pakistan exported goods worth $1.631 billion in July 2017 compared to the exports of $1.475 billion in July 2016, showing upward growth of 10.58 percent.
Based on the figures, the traded deficit during July 2017 was recorded at $3.204 billion, which shows growth of 55.46 percent when compared to the deficit of $2.061 billion during July 2016. APP
